About classification by banks of the credits issued to some debtors of agricultural industry

Based on the item d) the Art. 5, Art. 11 and Art. 44 of the Law on National Bank of Moldova No. 548-XIII of July 21, 1995 (Monitorul Oficial al Republicii Moldova, 1995, Art. No. 56-57, 624), with subsequent changes and amendments, Articles 25, of 28, 33 and 40 Laws on financial institutions No. 550-XIII of July 21, 1995 (republished in Monitorul Oficial al Republicii Moldova, 2008, 199), with subsequent changes and amendments, the Administrative board of National Bank of Moldova DECIDES: Art. No. 78-81,

1. Banks classify the loans granted according to the requirement of National Bank of Moldova No. 09-02323/28/2550 of 22.07.2014 and No. 09-02323/31/2744 of 7:08. 2014, issued to debtors whose main activities consist in cultivation and/or processing and conservation and/or sale of vegetables and fruit, to debtors whose main activities consist in production, processing and/or conservation of meat and meat products and to debtors whose main activities consist in wine growing, winemaking and sale of wine-making products according to requirements of the Regulations about classification of assets and contingent obligations approved by the Resolution of Administrative board of National Bank of Moldova No. 231 of October 27, 2011 (Monitorul Oficial al Republicii Moldova, 2011, No. 216-221, of the Art. 2007), with subsequent changes and amendments, registered in the Ministry of Justice of the Republic of Moldova on December 1, 2011 at No. 856, applying item 2 of this resolution, in departure from item 13 of the subitem and), item 14 of the subitem d), item 15 of the subitem e), item 16 of the subitem c) and item 17 of the subitem c) the specified Regulations.

2. The period of delay of compensation of payments on the credits specified in item 1 of this resolution is:

a) for category standard – up to 90 days.

b) for category under supervision – from 91 to 180 days.

c) for category substandard – from 181 to 270 days.

d) for category doubtful (problematic) – from 271 to 450 days.

e) for category hopeless (losses) – of 450 days and more.

3. This resolution does not lead to more favorable classification of the issued credits to the debtors specified in the item 1, than that which exists as of July 31, 2014. More favorable classification of these credits can be performed only based on the Regulations on classification of assets and liabilities approved by the Resolution of Administrative board of National Bank of Moldova No. 231 of October 27, 2011.

4. This resolution is not applied to the debtors which are again issued to the credits specified in Item 1, these credits are classified according to requirements of the Regulations about classification of assets and contingent obligations approved by the Resolution of Administrative board of National Bank of Moldova No. 231 of October 27, 2011.

5. This resolution is applied from July 31, 2014 to December 31, 2015.
