The basic concepts and terms used in provision
The agreement - the written agreement according to which the power supplying organization shall give to the subscriber (consumer) through the attached network energy in the presence at it the necessary equipment and metering devices is energy consumptions, and the subscriber shall pay the accepted energy, and also observe the mode of its consumption provided by the agreement, ensure safety of operation of the energy networks which are under its authority and operability of the devices used by it and the equipment connected with energy consumption.
The consumer (subscriber) electric (thermal) the energiiyuridichesky or physical person using energy by means of the available receivers of electrical (thermal) energy according to the agreement.
The attached capacity of the consumer - total capacity of the transformers of the consumer attached to power network transforming energy on working (directly feeding current collectors) tension, and electric motors over 1000 V. When food of electroinstallations of consumers is made from transformers or low-voltage networks of the power supplying organization, the capacity permitted to use which extent is established by the power supplying organization is accepted to the attached capacity of the consumer and it is specified in the agreement leave of electrical energy.
In case of detection of exceeding of supercontractual size the consumer makes payment according to the agreement.
The declared capacity - the maximum capacity (loading) of the consumer participating in power supply system loading maximum. The maximum demand of the consumer is determined by half-hour indications of settlement counters or the automated system of accounting in hours of maximum demand of power supply system.
The power supplying organization - the legal entity or his representations and branches which under the agreement of power supply shall give to the subscriber (consumer) through the attached network energy.
The wholesale consumer reseller - the subscriber of the power supplying organization not subordinated to the Department of Energy and electrification of the Republic of Uzbekistan - the specialized self-supporting enterprise (organization) or its self-supporting division (the housing-and-municipal company subordinated to industrial enterprise) having energy networks on the balance and conducting wholesale purchase of energy at the power supplying organization and its resale under the agreement to different consumers - to settlements, the industrial and equated to them consumers - the subscribers whose general power consumption makes at least 30% of total energy consumption of the specialized self-supporting enterprise which in relation to the power supplying organization are subsubscribers. At the same time responsible before the power supplying organization is subscriber.
This Provision is developed according to the Law of the Republic of Uzbekistan "About natural monopolies" (new edition).
Tariff groups of this provision extend to the consumers receiving energy from power and thermal networks of the Department of Energy and electrification of the Republic of Uzbekistan.
The provision determines types of tariff groups on electrical and heat energy of consumers of electrical and heat energy according to their activities determined by the charter or the Provision irrespective of their departmental accessory and pattern of ownership receiving energy as it is direct from the power supplying organization, and through wholesale consumers resellers and the main consumers.
Rates for electrical and heat energy are developed by the Department of Energy and electrification of the Republic of Uzbekistan and affirm in accordance with the established procedure.
With enforcement of this provision about tariff customer groups of electrical and heat energy the Regulations on tariff customer groups of electrical and heat energy registered by the Ministry of Justice of 23.10.98 at register number 512 void.
1. Types of rates
1.1. Straight-line rate
The straight-line rate consists of payment for kWh to the released consumer of active electrical energy.
1.2. Two-part rate
1.2.1. The two-part rate consists of annual payment for 1 kilowatt (kW) of the greatest capacity declared by the consumer participating in maximum of loading of power supply system and payment for 1 kWh of the released active electrical energy.
1.2.2. For consumers with seasonal nature of work the monthly payment for 1 kW is determined for work (in months) the seasonal consumer within year.
1.2.3. If in hours of maximum of loading of power supply system the actual load of the consumer exceeds the size provided by the agreement, payment is made quarterly on the maximum actual load of the consumer if it is below the loading established by the agreement, payment is made in size of the loading specified in the agreement. In case of decrease in load of the consumer is lower than the loading established in the agreement, payment is made in size of the maximum actual load quarterly on condition of availability of the metering devices fixing, loading maximum, including in case of decrease because of the power supplying organization.
1.3. The rates differentiated on time zones
1.3.1. The power supplying organizations are granted the right to differentiate rates for electrical energy on zones of time of day (hours of peak, semi-peak, night load) and season (the summer and winter periods), in the presence at the consumer of multitariff metering devices.
2. Customer groups
All consumers of electrical energy are subdivided into ten tariff groups irrespective of their departmental accessory and patterns of ownership.
The subjects of small and private business located and performing the activities in the village concern III tariff group.
3. Group I and group II
Consumers with the attached electric power of 750 kVA and treat the I group above.
Consumers with the attached electric power up to 750 kVA treat the II group.
3.1. Leave of electrical energy to the industrial and equated to them consumers with the attached electric power up to 750 kVA is made on straight-line rate for kWh of the used electrical energy.
3.2. Leave of electrical energy to the industrial and equated to them consumers with the attached electric power of 750 kVA and is made on two-part rate for used, electric, energy and capacity above.
3.3. Treat I and II customer groups:
