1. Approve the enclosed Rules of the organization of sanitary and epidemiological surveillance in organizations of criminal executive system.

2. Declare invalid the joint order of the Minister of Internal Affairs of the Republic of Kazakhstan of February 29, 2012 No. 116 and the deputy. The Minister of Health of the Republic of Kazakhstan of March 2, 2012 No. 134 "About some questions of sanitary and epidemiologic wellbeing in organizations of criminal executive system" (registered in the Register of state registration of regulatory legal acts for No. 7567, No. 369-374 published in the Egemen Kazakstan newspaper of July 04, 2012 (27448)).

3. To provide to committee of criminal executive system of the Ministry of Internal Affairs of the Republic of Kazakhstan in the procedure established by the legislation:

state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its subsequent official publication;

placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

4. To impose control of execution of this order on the chairman of Committee of criminal executive system of the Ministry of Internal Affairs of the Republic of Kazakhstan (Berdalin B.).

5. This order becomes effective after ten calendar days from the date of its first official publication, but not earlier than January 1, 2015.

Rules of the organization of sanitary and epidemiological surveillance in organizations of criminal executive system

Chapter 1. General provisions

1. These rules of the organization of sanitary and epidemiological surveillance in organizations of criminal executive system (further - Rules) determine procedure for the organization of sanitary and epidemiological surveillance in organizations of criminal executive system.

2. In these rules the following basic concepts are used:

1) disinfection - complex of the special events directed to destruction of causative agents of infectious and parasitic diseases in the external environment;

2) dekretirovanny national group - the persons working in the field of servicing of the population and constituting the greatest danger to infection of surrounding people with infectious and parasitic diseases;

3) infectious and parasitic diseases - diseases of the person which emergence and distribution is caused by impact on it biological factors of the habitat and possibility of transfer of disease from the sick person, animal to the healthy person;

4) production supervision - complex of actions, including laboratory researches and testing of the made products, the works and services which are carried out by the individual entrepreneur or the legal entity, aimed at safety and (or) harmlessness for the person and the habitat;

5) the retrospective epidemiological analysis - the analysis of level, structure and dynamics of infectious incidence for long prior period for the purpose of reasons for advance planning of anti-epidemic actions;

6) the state control and supervision in the field of sanitary and epidemiologic wellbeing of the population – the activities of state bodies of sanitary and epidemiologic service directed to the prevention, identification, suppression and elimination of violations of regulatory legal acts in the field of sanitary and epidemiologic wellbeing of the population in organizations of criminal executive system, and also control and supervision of their observance for the purpose of health protection, habitats of convicts and investigative arrested, safety of products, processes and services;

7) sanitary and anti-epidemic actions - the measures taken for the purpose of localization and liquidation of the arisen centers of infectious, parasitic diseases, poisonings among the population;

8) the operational epidemiological analysis - the dynamic assessment of condition and tendencies of development of epidemic process intended for identification not of steady tendencies, and the arising flashes (epidemics).

3. The single system of sanitary and epidemiologic service of criminal executive system includes divisions of sanitary and epidemiological surveillance (further - PSEN):

1) group of sanitary and epidemiological surveillance of Committee of criminal executive system of the Ministry of Internal Affairs of the Republic of Kazakhstan (further - Committee of penal correction system);

2) group of sanitary and epidemiological surveillance of territorial Departments of criminal executive system (dalee-UIS);

3) group of sanitary and epidemiological surveillance of penal correction systems organizations (further - organizations).
