According to the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of April 29, 1992 to No. 210 "About the organization of work on review of bylaws of the former USSR" and based on "Regulations on the State inspectorate for supervision in power industry (Uzgosenergonadzor)", the Cabinet of Ministers of the Republic of Uzbekistan approved by the resolution of 01.03.2004 No. 96, I order:

1. Approve the enclosed "Rules of technical operation of power plants and networks of the Republic of Uzbekistan". Section I.

2. Enact this order on the expiration of ten days from the date of its state registration in the Ministry of Justice of the Republic of Uzbekistan.

3. From the date of entry into force of this order "Rules of Technical Operation of Power Plants and Networks" approved as the Minister of Energy and electrification of the USSR on February 20, 1989 not to apply in the territory of the Republic of Uzbekistan.

Rules of technical operation of power plants and networks of the Republic of Uzbekistan. Section I

These rules are processed into execution of the Law of the Republic of Uzbekistan "About power industry" (Collection of the legislation of the Republic of Uzbekistan, 2009, No. 40, by the Art. 431) of resolutions of the Cabinet of Ministers of the Republic of Uzbekistan of April 29, 1992 No. 210 "About the organization of work on review of bylaws of the former USSR" and of March 1, 2004 No. 96 "About transformation of the State agency on supervision in power industry in the State inspectorate for supervision in power industry" based on "Rules of technical operation of the power plants and networks" (the 14th edition) which again left legislative and bylaws of the Republic of Uzbekistan taking into account operating experience of the equipment, factory buildings and communications (further - energy objects). Changes in structure of managerial and economic board, and also patterns of ownership in power are considered.

Chapter I. Organization of technical operation.

§ 1. Procedure for application of rules, tasks and organizational structure.

1. These rules are obligatory for all thermal and hydroelectric power stations, boiler, power and thermal networks, research and design institutes, the construction, repair and adjustment organizations performing works in relation to power facilities irrespective of their departmental accessory and patterns of ownership.

All existing industry regulating documents (further - ND) shall be brought into accord with these rules.

2. The power stations which all are again mounted, reconstructed and upgraded and the power equipment shall be carried out according to the existing Regulations for electrical installation (further - PUE) existing with state standards.

Obligatory certification of the power making equipment is performed according to the procedure, established by the legislation.

3. Technical operation of the power equipment and the installations which are not provided by these rules can be made by the rules developed in industry and approved with inspection Uzgosenergonadzor. Industry rules shall not contradict and weaken requirements of these rules.

4. These rules do not extend to stationary and portable diesel power plants.

5. Introduction of special rules of technical operation is performed by the bodies authorized on it only in coordination with inspection Uzgosenergonadzor.

6. The main objective of power plants, boiler, power and thermal networks is production, transfer, distribution and leave of electrical and heat energy to consumers (daleeenergoproizvodstvo).

7. The main technology link of power production is the power supply system representing complex of the power plants, power and thermal networks (further - power facilities) connected by community of operating mode and having centralized supervisory control.

8. Technical and operational management of work of power supply system, is not dependent on patterns of ownership, SAC of Uzbekenergo is performed by the relevant structural divisions.

9. On each power facility between structural divisions functions on equipment maintenance, buildings, constructions and communications shall be distributed.

10. Each power facility regardless of the organization-legal status shall provide accomplishment of the purposes and conditions of activities stated in its Charter.

11. SAC of Uzbekenergo as specially authorized body in the field of power industry and its structural divisions:

provide safe and reliable functioning of single electric utility system and satisfaction of needs of consumers in electrical energy;

develop development programs of power industry;

participate in forming of balance of production and consumption of electrical energy and make offers on rates for electrical energy;

functioning of single electric utility system set the mode;

manage the high-level power networks;

perform actions for reconstruction, upgrade, development of the generating capacities and power networks;

exercise control over activities of the system operator of single electric utility system, the single purchaser of electrical energy, the main power networks company;

develop and approve regulating documents in the field of power industry;

exercise engineering and technology supervision over the organization by legal entities of operation of power generation facilities;

coordinate work on technical regulation, standardization, metrology and certification in the field of power industry;

will organize work of test laboratories in the field of power industry;

coordinate research, adjustment, repair and engineering project works on power generation facilities;

will organize development and implementation of measures for rational use of electrical energy and fuel and energy resources, and also for use of renewable energy resources;

perform coordination of works on labor protection and safe engineering in the field of power industry.

12. Fundamental obligations of workers of industry:

observance of contractual conditions of power supply of consumers;

maintenance of normal quality of the frequency released energiinormirovanny and tension of electric current, pressure and temperature of the heat carrier;

respect for operational and dispatching discipline;

content of the equipment, buildings and constructions in condition of operational readiness;

ensuring the maximum profitability and reliability of power production:

observance of requirements of industrial and fire safety in use equipment and constructions:

labor protection fulfillment of requirements;

fulfillment of requirements of the nature protection legislation;

decrease in adverse effect of production on people and environment;

use of achievements of scientific and technical progress for the purpose of increase in profitability, reliability, safety, improvement of ecological condition of power facilities.

13. Each worker of industry shall imagine clearly features of power production, strictly follow labor and technology discipline, rules of the labor schedule, to keep clean and procedure the workplace.

§ 2. Acceptance for operation of the equipment and constructions

14. The thermal power plants which are completely finished with construction (further - thermal power plant), hydraulic power plants (further - hydroelectric power station), objects of power and thermal networks, and also depending on complexity of power facility of their queue and start-up complexes shall be accepted in operation according to the procedure, established by legal acts of the Republic of Uzbekistan. This requirement extends also to acceptance for operation of power facilities after expansion, reconstruction, modernization.

15. The start-up complex shall include, the providing normal operation in case of the set parameters, the part of complete project amount of power facility consisting of set of the constructions and objects carried to certain power stations or to power facility in general at the final stage of construction (without binding to specific power stations). Shall enter it: the equipment, constructions, buildings (or their parts) the main production, subsidiary and production, auxiliary, household, transport, repair and warehouse appointments, the developed area, Items of public catering, health centers, means of dispatching and technology management (further - SDTU), means of communication, the engineering communications, treatment facilities providing production, transfer and leave to consumers of electrical energy and heat, the omission of courts or fish via shipping or rybopropuskny devices. 16. Before acceptance for operation of power facility (start-up complex) shall be carried out:

the individual testing of the equipment and functional testing of separate systems which are coming to the end for power units with trial launch of the capital and service equipment;

complex approbation of the equipment.

During construction and installation of buildings and constructions intermediate acceptance of nodes of the equipment and constructions, including the hidden works shall be carried out.

17. Individual and functional testing of the equipment and separate systems are carried out by the general contractor with involvement of personnel of the customer according to project schemes after the end of all construction and installation works on this node.
