About approval of the Technical regulation "Requirements to Safety of Steel Concrete, Concrete Designs"
For the purpose of implementation of the Law of the Republic of Kazakhstan of November 9, 2004 "About technical regulation" the Government of the Republic of Kazakhstan DECIDES:
1. Approve the enclosed Technical regulation "Requirements to Safety of Steel Concrete, Concrete Designs".
2. This resolution becomes effective after six months from the date of the first official publication.

1. This Technical regulation "Requirements to Safety of Steel Concrete, Concrete Designs" (further - the Technical regulation) establishes requirements to safety of steel concrete and concrete designs, processes of their production, transportation, storage, use and utilization.
Objects of technical regulation in this Technical regulation are:
1) the steel concrete and concrete designs, their technical characteristics determining safety;
2) production processes, transportations, storages, uses and utilizations (lifecycles) of steel concrete and concrete designs.
The list of steel concrete and concrete designs concerning which safety requirements are established is given in appendix 1 to this Technical regulation.
2. This Technical regulation considers possibility of manifestation of dangerous factors (risks) at stages of lifecycle of steel concrete and concrete designs.
3. Dangerous factors (risks) which can arise at stages of lifecycle of steel concrete and concrete designs are:
1) availability of contact with mobile parts of production equipment, the moving machines and mechanisms, the moving procurements and materials capable to make shock impact per capita;
2) availability of sharp edges and corners, agnail and roughnesses on surface of the forms, armature, details and products capable to render the wound resulting in temporary disability of the person;
3) availability of the production noise exceeding normative values;
4) availability in production rooms (workshops) of general and local vibration above admissible levels and time of action per capita;
5) dust content and gas contamination of air of the working area in the concentration exceeding maximum allowable concentration;
6) impact of the hot vapor applied to thermal treatment of steel concrete and concrete designs;
7) the close arrangement of the autoclave which works under pressure and in case of explosion threatens life or health of the person;
8) insufficiency of illumination of workplaces and production rooms (workshops);
9) impact of solutions of the acids, chemical additives and mixes containing toxic substances;
10) impact of open flame in case of the fire on workplaces and production rooms (workshops);
11) impact of electric current in case of contact with ungrounded electric motors and the bared wires of the equipment, installations, machines and mechanisms;
12) impact of weights in case of rise, lowering and transfer of materials and the equipment; in case of movement on the workshop, transportation, warehousing and installation of ready designs.
4. Identification of steel concrete and concrete designs is made by use of codes of the single Commodity nomenclature of foreign economic activity of the Customs union (FEACN CU) and the codes corresponding to them on products Qualifier by types of economic activity (KP of foreign trade activities) of RK Group 04-2008, on marking and accompanying documents, on signs, parameters, indicators and requirements which are in total sufficient for recognition.
5. This Technical regulation extends to all types of the steel concrete and concrete designs applied in industrial, civil, transport, hydrotechnical and other areas of construction made of all types of concrete and armature and subjected to any kinds of loadings and impacts.
6. This Technical regulation does not extend to the steel concrete and concrete designs which were in the use and reusable in construction.
7. In this Technical regulation the terms and determinations specified in the laws of the Republic of Kazakhstan of November 22, 1996 "About fire safety" of April 23, 1998 "About radiation safety of the population", of December 4, 2002 "About sanitary and epidemiologic wellbeing of the population", of November 9, 2004 "About technical regulation", and also the following terms with the corresponding determinations are applied:
1) the armature which is previously strained - the armature receiving initial (preliminary) tension in the course of production of designs before appendix of external loadings in operation stage;
2) concrete - the artificial construction material received as a result of hardening of the condensed mix of the knitting material, water, fillers and special additives taken in certain proportions;
3) concrete designs - the designs made of concrete without armature or with the armature established for constructive reasons and not considered in calculation settlement efforts from all loadings and impacts in concrete designs shall be apprehended by concrete;
4) minimum necessary requirements - the safety requirements based on risk assessment of damnification, admissible for protection of life or health of citizens, environmental protection, animals or plants, the prevention of the actions misleading consumers concerning safety and product quality;
5) general (essential) requirements - minimum necessary requirements presented in the form of the description of essence of necessary safety without disaggregation of specific methods and characteristics of its providing;
6) armature the worker - the armature established by calculation;
7) liquidation of waste - the activities connected with complex of documentary organizational and technology procedures for utilization of the neutralized waste for the purpose of receipt of secondary raw materials, useful products and (or) destruction and burial of dangerous and other wastes, not now in use;
8) risk assessment - general process of risk analysis and its assessment;
9) safety - acceptance of complex of technical and organizational measures for exception of the unacceptable risk connected with possibility of causing damage of life and to health of the person, the environment, animals and plants;
10) danger object - products, processes of its production, transportation, storage, use and utilization having properties which can make harmful effects on life and health of the person, the environment, including on plant and animal life and also to create the actions misleading consumers concerning safety and product quality;
11) the subject of danger - people, animals and plants, the environment which danger object influences;
12) armature constructive - the armature established without calculation for constructive reasons;
13) safety of design - initial characteristics which in case of different settlement impacts in the course of construction and operation of buildings and constructions exclude the destructions of any nature connected with risk of damnification of life or to health of citizens, property, the environment;
14) limit of fire resistance of design - time of thermal impact before one or several limiting signs of conditions which are consistently normalized for this design;
15) class of fire risk of design - the classification characteristic of fire risk of design determined by results of standard testing;
16) mechanical safety - complex of the constructive actions and requirements to steel concrete and concrete designs providing protection of the person against mechanical (shock) impact which can proceed in case of their production, transportation and storage, operation and utilization;
