1. The organization and maintaining unclassified clerical work, acceptance, processing and distribution of correspondence, including maintaining electronic document management are determined by Regulations according to requirements of the Laws of the Republic of Kazakhstan of March 24, 1998 "About regulatory legal acts", of November 27, 2000 "About ministerial procedures", of January 12, 2007 "About procedure for consideration of appeals of physical persons and legal entities", of January 7, 2003 No. 370 "About electronic document management and the digital signature", the Presidential decree of the Republic of Kazakhstan of April 27, 2010 No. 976 "About approval of Rules of preparation, coordination, representation for the signature of drafts of acts and orders of the President of the Republic of Kazakhstan, control of execution of acts and orders of the President of the Republic of Kazakhstan and carrying out monitoring of normative legal presidential decrees of the Republic of Kazakhstan", Regulations of the Government of the Republic of Kazakhstan the approved order of the Government of the Republic of Kazakhstan of December 10, 2002 No. 1300 (further - Regulations of the Government), Standard rules of documentation and management of documentation in the state and non-state organizations approved by the order of the Government of the Republic of Kazakhstan of December 21, 2011 No. 1570 and other regulatory legal acts of the Republic of Kazakhstan.

The organization and holding the international actions at the intergovernmental and interdepartmental levels, meetings of the joint intergovernmental commissions (committees, councils) and their subcommittees (subcommittees, working groups) on cooperation with foreign countries, and also implementation of arrangements of intergovernmental and interdepartmental level is performed according to the order of the Government of the Republic of Kazakhstan of November 11, 2010 No. 1190 "About approval of Rules of the organization and holding the international actions at the intergovernmental and interdepartmental levels, meetings of the joint intergovernmental commissions (committees, councils) and their subcommittees (subcommittees, working groups) on cooperation with foreign countries, and also implementation of arrangements of intergovernmental and interdepartmental level".
4. The Ministry performs the activities according to the Provision of the Ministry, strategic and program documents of complex development of the country, the strategic and operational plan of the Ministry, the Memorandum between the Prime minister - the Minister of the Republic of Kazakhstan and the Minister of Regional Development of the Republic of Kazakhstan (further - the Memorandum).
5. The strategic plan of the Ministry is developed for the five-year period according to the System of state planning approved by the Presidential decree of the Republic of Kazakhstan of June 18, 2009 No. 827.
6. The operational plan is developed annually in implementation of the strategic plan, affirms the order of the Responsible secretary and following the results of monitoring of the operational plan the report of the Ministry on the course of implementation of the strategic plan is annually constituted.
7. Coordination of work on realization, monitoring, the analysis, adjustment of actions and to annual approval of strategic and operational plans, the Memorandum, and also creation of the report of the Ministry, is performed by Department of strategic planning and analysis (further - DSPA).
8. Responsibility for timely and high-quality accomplishment of the planned actions provided Strategic, Operational by plans and the Memorandum for the corresponding year is born by heads of structural divisions, departments and their territorial subdivisions.
9. The procedure for planning, preparation and holding meetings of board of the Ministry and control of execution of its decisions is determined by the Minister according to requirements of the Law of the Republic of Kazakhstan of November 27, 2000 "About ministerial procedures" and other regulatory legal acts and this Section.
10. Meetings of board of the Ministry are held in the state and Russian languages according to the work plan of board. The number of the questions considered at meetings of board is not limited.
In case of need according to the decision of the Minister emergency meetings of board can be held.
11. The meeting of board is considered competent if at least two thirds of total number of members of board participate in it.
Members of board participate in meetings without the replacement right.
Numerical and the staff of board affirms the Minister from among heads of structural divisions of the Ministry.
12. Questions of execution of orders of the Head of state, Presidential Administration and Office of Premieres - the Minister of the Republic of Kazakhstan are considered at least quarterly.
13. The decision of board is made by a majority vote the present members of board, drawn up in the form of the protocol on the stamp form in state language (the option in Russian is in case of need put).
