About approval of the Regulations on military units and divisions on protection of diplomatic representations, consular establishments of foreign states, representative offices of the international organizations in Ukraine National guard of Ukraine

According to Item 7 parts one of Article 2 and part six of article 5 of the Law of Ukraine "About National guard of Ukraine", for the purpose of determination of the main objectives, appointment, functions, legal status of military units and divisions on protection of diplomatic representations, consular establishments of foreign states, representative offices of the international organizations in Ukraine ORDER to National guard of Ukraine:

1. Approve Regulations on military units and divisions on protection of diplomatic representations, consular establishments of foreign states, representative offices of the international organizations in Ukraine of National guard of Ukraine which are applied.

2. To provide to head department of National guard of Ukraine submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the deputy minister of the lieutenant general of Summer S. A.

Regulations on military units and divisions on protection of diplomatic representations, consular establishments of foreign states, representative offices of the international organizations in Ukraine National guard of Ukraine

I. General provisions

1. This Provision determines appointment, the main objectives, functions, legal status of military units and divisions by protection of diplomatic representations, consular establishments of foreign states, representative offices of the international organizations in Ukraine of National guard of Ukraine.

2. Military units and divisions on protection of diplomatic representations of National guard of Ukraine are created within the number of National guard of Ukraine and are intended for accomplishment of tasks on protection of diplomatic representations, consular establishments of foreign states, representative offices of the international organizations in Ukraine (further - diplomatic representations).

3. Divisions on protection of diplomatic representations structurally are part of military units of National guard of Ukraine.

4. In the activities military units and divisions on protection of diplomatic representations, consular establishments of foreign states, representative offices of the international organizations in Ukraine (further - military units and divisions) are guided by the Constitution of Ukraine, the Law of Ukraine "About National guard of Ukraine", other laws of Ukraine, international treaties of Ukraine which consent to be bound is provided by the Verkhovna Rada of Ukraine, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, the Ministry of Internal Affairs of Ukraine, orders, directives, orders and orders of the commander of National guard of Ukraine, and also this Provision.

5. In case of accomplishment of tasks on protection of diplomatic representations military units and divisions interact with central and local executive bodies, local government bodies, bodies of prosecutor's office, territorial authorities of police, Management of the state protection of Ukraine, the Armed Forces of Ukraine, law enforcement agencies of special purpose, members of diplomatic staff of representation, public associations and the religious organizations and the population.

II. Tasks and functions of military units and divisions

1. The main objective of military units and divisions is protection of diplomatic representations, acceptance of all proper measures for protection of premises of representation against any invasion or causing damage and to prevention of any violation of rest of representation or insult of its advantage, implementation of the mode of the admission to them.

2. The main functions of military units and divisions is participation in:

accomplishment of tasks on suppression of acts of terrorism concerning diplomatic representations;

implementation of actions of legal regime of warlike situation;

mitigations of consequences of emergency or crisis situations on objects which are protected by them;

accomplishment of tasks of territorial defense.

3. Military units and divisions according to the tasks and functions assigned to them shall:

perform complex of actions for protection of diplomatic representations from any invasion or causing damage;

carry out tasks of territorial defense;

carry out measures of legal regime of warlike situation;

perform and provide holding actions for the hidden management;

organize daily activities and control of its condition;

organize execution of guard and internal services;

hold events of moral and psychological providing;

perform actions for prevention and anti-corruption and criminal offenses of the military personnel;

perform actions for ensuring radiation, chemical, biological protection and ecological safety of staff;

perform actions for prevention of injury rate and death of staff;

perform actions for ensuring protection of the state secret and information security with limited access;

plan and carry out actions of technical information security, exercise control of its proper condition and submit proposals on its improvement;

perform actions for readiness for transition with peace to warlike situation, studying of human and material resources, their high-quality selection to destination, to provide accomplishment of actions for material logistics of reduction of military unit in the highest degrees of combat readiness during mobilization;

perform management of office and fighting activities of subordinate divisions.

4. Military units and divisions according to the decision of the commander of National guard of Ukraine can be involved in accomplishment of other tasks provided by the Law of Ukraine "About National guard of Ukraine" also.

In case of attraction to accomplishment of tasks on protection of public order the military personnel of National guard of Ukraine has the right to perform preventive and police enforcement measures according to the Law of Ukraine "About National police".

5. Military units and divisions have the right:

involve specialists of executive bodies, the companies, organizations and the organizations (in coordination with their heads) in consideration of the questions which are within their competence;
