3. Approve the enclosed Regulations on the Commission.

4. Grant right to sign of the conclusions about extent of localization concerning the generating object functioning on the basis of use of renewable energy resources, to the deputy minister S. A. Tsybu.

5. To impose control of execution of this order on the deputy minister S. A. Tsyba.

Procedure for determination of extent of localization concerning the generating object functioning on the basis of use of renewable energy resources

1. This Procedure establishes the procedure of determination of extent of localization concerning the generating object functioning on the basis of use of renewable energy resources (further - the generating object).

2. For determination of extent of localization of the generating object the organization having intention to confirm extent of localization represents to the Ministry of Industry and Trade of the Russian Federation no later than 5 working days since the beginning of current month the statement in any form with appendix of the following documents:

a) copies of the documents confirming input of the generating object in operation, the organizations and the organizations under seal certified by the head;

b) the copy of the scheme of the planning organization of the parcel of land on which the generating object is located, certified by the head of the organization and under seal the organizations;

c) extract from the Unified State Register of Legal Entities;

d) the copies of constituent documents of the organization certified by the head of the organization and the organizations under seal;

e) the step-by-step calculation of size of extent of localization concerning the generating object certified by the head of the organization and under seal the organizations (the recommended form is provided in appendix to this Procedure);

e) for determination of contribution of elements of the equipment of the generating object (the equipment assembled) (further - the equipment) in extent of localization of the generating object the certificate of origin of the equipment and the following documents on each element of the equipment (or to several elements of the equipment of the generating object) specified in Appendices 1 - 4 to Rules of qualification of the generating object functioning on the basis of use of renewable energy resources, the approved order of the Government of the Russian Federation of June 3, 2008 No. 426 is submitted (The Russian Federation Code, 2008, No. 23, Art. 2716; 2010, No. 6, the Art. 664, 2013, No. 23, the Art. 2909, 2014, to No. 9, the Art. 907) (further - Rules) made in the territory of the Russian Federation:

Copies of certificates on state registration of the legal entity of the supplier concerning the equipment specified in Item 7 of Appendix 2 to Rules and item 4 of Appendix 3 to Rules;

copies of documents on assessment (confirmation) of compliance to the established safety requirements and qualities concerning the equipment specified in Items 1 - 13, 17 - 19 Appendices 1 to Rules, Items 1 - 7 Appendices 2 to Rules, Items 1 - 4 Appendices 3 to Rules and Items 1 - 15 Appendices 4 to Rules, and also concerning raw materials if the origin of raw materials prove to be true according to the conditions provided by Appendices 1 - 4 to Rules;

the certificate of the producer of equipment manufacturing, with indication of the list of raw materials, materials and the production equipment which is registered on balance of the producer used in case of equipment manufacturing, specified in Items 1 - 13, 17 - 19 Appendices 1 to Rules, Items 1 - 7 Appendices 2 to Rules, Items 1 - 4 Appendices 3 to Rules and Items 1 - 15 Appendices 4 to Rules, certified by the authorized person of the producer;
