The governments of state members of the Customs union within Eurasian economic community which are hereinafter referred to as with the Parties based on the Constitutive treaty of Eurasian economic community of October 10, 2000, the Agreement on creation of single customs area and forming of the Customs union of October 6, 2007, the Agreement on the Eurasian economic commission of November 18, 2011,

for the purpose of creation of conditions for ensuring free circulation of vehicles (the chassis of vehicles), self-propelled machines and other types of the equipment on single customs area of the Customs union and determination of procedure for execution of passports of vehicles (passports of the chassis of vehicles) and passports of self-propelled machines and other types of the equipment in single forms agreed as follows:

Article 1

This agreement regulates the following questions: application of single forms of the passport of the vehicle (the passport of the vehicle chassis) and the passport of the self-propelled machine and other types of the equipment issued on vehicles (the chassis of vehicles), the self-propelled machines and other types of the equipment made in the territories of the states of the Parties and which are subject to registration in the territories of the states of the Parties;

application of electronic passports of vehicles (passports of the chassis of vehicles) and electronic passports of the self-propelled machines and other types of the equipment which are drawn up on vehicles (the chassis of vehicles), the self-propelled machines and other types of the equipment which are subject to state registration in the territories of the states of the Parties.

Article 2

The terms used in this agreement mean the following:

"the administrator of systems of electronic passports of vehicles (passports of the chassis of vehicles) and electronic passports of self-propelled machines and other types of the equipment" - the organization to which function of coordination of actions for designing of systems of electronic passports of vehicles (passports of the chassis of vehicles) and electronic passports of self-propelled machines and other types of the equipment, including commissioning, operation, performance optimization, providing and access control, safety, tracking of questions of technical supply of these systems, interaction with participants of systems and authorities, inclusion in these systems of new participants, and also initiation of the measures necessary for harmonization of the legislation of the states of the Parties in the field of functions of these systems is assigned;

"the passport of the self-propelled machine and other types of the equipment" - the passport, (whether) issued on over 50 cubic cm having the internal combustion engine with working amount or the electric motor by the maximum (total) capacity more than 4 kW tractors, self-propelled road-building, utility, farm vehicles and other land trackless motorized vehicles (except for the automotor-vehicles intended for movement on highways public having the maximum constructive speed more than 50 km/h) and trail cars to them;

"the passport of the vehicle (the passport of the vehicle chassis)" - the passport issued on the automotor-vehicles intended for movement on highways public (whether) over 50 cubic cm having the internal combustion engine with working amount or the electric motor the maximum (total) capacity more than 4 kW and (or) the maximum constructive speed more than 50 km/h, and trail cars to them (the passport issued on the vehicle chassis in case of delivery of the chassis to their consumers);

"systems of electronic passports of vehicles (passports of the chassis of vehicles) and electronic passports of self-propelled machines and other types of the equipment" - the structured complexes which are turning on the computing and communication equipment, the software, linguistic means, information resources, system personnel and interacting by the rules of participants and users established in these systems, and also realizing information technology of accomplishment of the established functions of these systems;

"the electronic passport of the self-propelled machine and other types of the equipment" - the passport of the self-propelled machine and other types of the equipment which is drawn up in system of electronic passports of self-propelled machines and other types of the equipment according to the procedure, established according to this agreement; "the electronic passport of the vehicle (the passport of the vehicle chassis) - the passport of the vehicle (the passport of the vehicle chassis) which is drawn up in system of electronic passports of vehicles (passports of the chassis of vehicles) according to the procedure, established according to this agreement.

Article 3

The procedure for functioning of systems of electronic passports of vehicles (passports of the chassis of vehicles) and electronic passports of self-propelled machines and other types of the equipment is determined by the Eurasian economic commission.

Rules of registration, structure and format of electronic passports of vehicles (passports of the chassis of vehicles) and electronic passports of self-propelled machines and other types of the equipment affirm the Eurasian economic commission.
