The agreement between the Government of the Republic of Uzbekistan and the Government of Ukraine on cooperation in the field of education

of June 20, 1995

The government of the Republic of Uzbekistan and the Government of Ukraine which are hereinafter referred to as "Party"

according to provisions of the Agreement on cooperation in the field of education between the State Parties of the Commonwealth of Independent States signed in Tashkent on May 15, 1992

relying on historically developed close bonds of friendship between the people of two countries,

aiming to promote mutual enrichment, preserving and development of national cultures of the people of the Republic of Uzbekistan and Ukraine,

being interested in development and deepening of cooperation and exchange in the field of education,

agreed as follows:

Article 1

The parties, according to current legislations of two states and rules of international law, will develop and support cooperation in the field of education on the basis of the principles of equality and mutual respect.

Article 2

The parties will cooperate, paying special attention on the following forms:

- experience exchange in the most important directions of management and planning in the field of education;

- carrying out joint scientific research in the field of humanitarian, natural, technical and pedagogical science which is of mutual interest;

- preparation, retraining of specialists on the basis of complete and partial training of students, graduate students, doctoral candidates, scientific training, advanced trainings, other types of exchanges;

- development of direct cooperation between educational institutions of two states.

Article 3

The parties designate the directions of joint scientific research (programs and participants of researches are determined by educational institutions which are directly involved in researches).

Article 4

The parties will promote broader participation of research associates of education system of the Republic of Uzbekistan and Ukraine in the conferences held at them, symposiums, seminars, etc. For this purpose they shall communicate regularly on their organization and carrying out.

Article 5

The parties on the basis of the international principles and standards will resolve issues, including, by the conclusion of free standing agreements, for preserving and development of ethnic, language and cultural identity of citizens of the Republic of Uzbekistan of the Ukrainian nationality and citizens of Ukraine of the Uzbek nationality.

Article 6

The parties will promote the conclusion and implementation of direct contracts between educational institutions on purpose:

- exchange of samples of textbooks, benefits, training programs, audio-video of materials, tests for general education, professional, average special and higher educational institutions;

- studying of history, language, literature, geography and traditions of two people;

- exchange of information on effective management of educational process;

- exchange of pupils, students, graduate students, doctoral candidates, trainees, teachers and employees of governing bodies of education;

- exchange of research associates for carrying out joint scientific research in the priority directions of science and technology.

Article 7

The parties will promote citizens of the states in receipt of the higher education, advanced training and during passing of postgraduate study and doctoral studies in educational institutions and scientific institutions in the states on compensation basis.

Article 8

The parties recognize equivalent documents about incomplete and senior secondary education of the state sample, the certificate and diplomas about professional and secondary vocational education irrespective of the existing system of assessment of knowledge of pupils.

The parties will carry out the necessary works connected with mutual recognition of documents on the higher education, scientific degrees and ranks.

Article 9

The parties for the purpose of accomplishment of provisions of this agreement will work the specific programs of cooperation and exchanges determining organizational and financial conditions of their realization.

Article 10

This agreement is signed for a period of five years and becomes effective from the moment of signing. Its action will be automatically extended for the next five-year period if any of the Parties does not declare by the written notice through diplomatic channels the desire to denounce it not later than 6 months before expiration of this agreement.

It is made in the city of Tashkent on June "20", 1995 in duplicate, everyone in the Uzbek, Ukrainian and Russian languages, and all texts are authentic.

In case of disagreements in case of interpretation of Articles of this agreement the text in Russian is assumed as a basis.
