being guided by the Agreement between the Government of the Republic of Uzbekistan and the Government of the Russian Federation on cooperation in the field of culture, science and technology, education, health care, information, sport and tourism of March 19, 1993, the Agreement on cooperation in the field of preparation scientific and research and educational personnel and nostrification of documents on their qualification within the Commonwealth of Independent States, signed in Moscow on March 13, 1993;
considering mutual interest in development of equal cooperation in the field of the higher education;
aiming on the basis of humanity and dialogue of cultures at updating of content of national education systems;
proceeding in the relations from priority of the universal values fixed in the Universal Declaration of Human Rights
agreed as follows:
The parties will develop on the principles of partnership cooperation in the field of the higher education in the directions determined by the mutual arrangement. They will make efforts to give to this cooperation long-term and constructive nature.
The parties recognize as priority the following directions of cooperation:
development of direct connections between universities, institutes and average special educational institutions;
the organization of the joint training and scientific programs and projects promoting development of arts, natural-science and technical education;
expansion of the academic mobility by exchange of young scientists and professorial personnel;
implementation of comparative analysis of licensing and accreditation in education systems;
creation of information networks and databanks, exchange of the existing materials and development of new technologies for distance training;
studying of language and culture of the partner country.
The parties will promote development of joint programs and projects which could become part international, as existing, and future, to promote active involvement of scientists and specialists of both countries to their realization.
They intend within the international programs and projects to promote performance of works, providing enhancement of content of the higher education, development of fundamental education, creation of new rates of subject matters and educational and methodical materials.
The parties will exchange specialists in the field of languages and literatures, other areas of knowledge of requests of the Parties.
The parties will help the direction of citizens of the state in state educational institutions of other state.
They establish on the principle of reciprocity of quota of equivalent acceptance on training in the approved specialties of citizens of the Republic of Uzbekistan and the Russian Federation in the higher educational institutions subordinated to the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan and the State committee of the Russian Federation on the higher education.
Level of training of candidates for training shall conform to requirements of the accepting higher educational institutions of each of the Parties.
The candidates for training selected based on Article 5 of this agreement arrive in higher educational institutions according to Regulations of Admission in higher educational institutions of the host party.
The parties will exchange at the scheduled time candidate lists on training in the next academic year according to Article 5 of this agreement with indication of their future specialty and the name of desirable higher education institution.
The parties inform each other on possibility of acceptance of the declared candidates no later than June 15 every year.
The sending party represents on all approved candidates for the training of the file consisting from:
notarized copy of the certificate of birth;
the notarized copy of the certificate about secondary education (for graduate students - the copy of the diploma about the higher education and the insert to it);
the medical certificate about lack of contraindications for training in higher education institution of the host party with obligatory specifying of results of check on AIDS;
six photos of 4 cm x 6 cm in size;
other documents confirming the education got by the candidate.
In addition to the quotas specified in Article 5 of this agreement, the Parties can accept citizens of the partner country on the terms of total compensation of expenses on their training.
Financial and other conditions of this training will be determined by the free standing agreements signed by the Parties.
The parties will assist the higher education institutions in individual acceptance on training at contractual basis of citizens of the partner country.
The sending party will annually provide transfer into the bank settlement account of the accepting higher education institution the total amount of money for training of the citizens of the state accepted according to Article 9 on the terms of total compensation of expenses on their training.
In the future the training cost in the Russian higher education institutions is subject to indexation depending on change in the exchange rate of ruble.
The higher education institutions of both Parties which accepted on training of citizens of the partner country reserve the right for their early assignment in cases:
academic poor progress;
for health reasons in case of receipt of the official conclusion of bodies of health care about impossibility of continuation of training;
gross violation of rules of conduct in higher education institution or the laws of the state in the territory of which they study.
In case of early expel of the student (graduate student) the payment amount for unused it time returns the training higher education institution to the state body of the country knowing questions of the higher education for settlement with the sending party.
