According to article 7 of the Agreement on creation, functioning and development of the integrated information system of foreign and mutual trade of the Customs union of September 21, 2010, for the purpose of unification of the applied organizational and technical solutions during creation, development and functioning of integration segments of the integrated information system of foreign and mutual trade of the Customs union the Board of the Eurasian economic commission solved:

1. Approve the enclosed Procedure for maintaining and application of the register of structures of the electronic documents and data used in case of realization of information exchange in the integrated information system of foreign and mutual trade of the Customs union.

2. Create and place the register of structures of the electronic documents and data used in case of realization of information exchange in the integrated information system of foreign and mutual trade of the Customs union on the official site of the Eurasian economic commission on the Internet till December 1, 2014.

3. This Decision becomes effective after 30 calendar days from the date of its official publication.

Procedure for maintaining and application of the register of structures of the electronic documents and data used in case of realization of information exchange in the integrated information system of foreign and mutual trade of the Customs union

1. This Procedure determines rules of maintaining and application of the register of structures of the electronic documents and data used in case of realization of information exchange in the integrated information system of foreign and mutual trade of the Customs union (further - the register).

2. The register includes the complete list of structures of the electronic documents and data used in case of realization of information exchange in the integrated information system of foreign and mutual trade of the Customs union (further - the integrated system) between authorized bodies of state members of the Customs union and the Common economic space (further - state members), and also between authorized bodies of state members and the Eurasian economic commission (further - the Commission).

3. The register is part of general information resources of the Commission.

4. The register is created and kept by the operator in electronic form.

5. Functions of the operator of the register are performed by the Commission.

6. The commission is the owner of information included in the register and provides to interested persons access to it through the official site of the Commission on the Internet on non-paid and non-discriminatory basis in accordance with the established procedure.

7. Inclusion of structures of electronic documents and data (the changed structures of electronic documents and data) in the register is performed within 5 working days from the date of official publication of the relevant decision of Board of the Commission about approval of structures of the electronic documents and data including developed for realization of general processes by means of the integrated system with indication of start date of their use according to the decision of Board of the Commission.

8. In the register storage of structures and the description of electronic documents and data, and also information on the changes made to them is performed.

9. Maintaining the register is performed with use of infrastructure and software of integration segment of the Commission of the integrated system for the purpose of the solution of the following tasks:

a) storage and ensuring reliability (integrity, invariance or legitimacy of the made changes) structures of the electronic documents and data included in the register;

b) ensuring access to the register of interested persons;

c) inclusion based on the decision of Board of the Commission of the approved structures of electronic documents and data in the register;

d) introduction based on the decision of Board of the Commission of changes into the structures of electronic documents and data included in the register.

10. For each approved structure of the electronic document or data in the register the name, assignment, code and the version of structure of the electronic document or data, the name and details of the decision of Board of the Commission on approval of structure of the electronic document or data, start dates and the terminations of use, and also necessary reference information are specified.

11. The register is obligatory for application when designing new and upgrades of the existing information systems providing realization of information exchange with means of the integrated system within realization of general processes of the Customs union and the Common economic space.

12. Development and approval of structures of new electronic documents and data, and also introduction of changes in them necessary for observance of requirements of the regulatory legal acts constituting the contractual legal base of the Customs union and the Common economic space and providing information exchange between authorized bodies of state members, authorized bodies of state members and the Commission, are performed taking into account need of preferential use of the structures of electronic documents and data which are available in the register.
