The government of the Republic of Uzbekistan and the Government of Turkmenistan, the hereinafter referred to as Parties,
in view of general historical roots and the traditional relations of friendship between the people of both states,
expressing aspiration and from now on to develop and strengthen cooperation between the Republic of Uzbekistan and Turkmenistan in the field of culture,
convinced that such cooperation is equitable to radical interests of the people of both states, will promote expansion and strengthening of interstate bonds, approval of universal values, enrichment of cultures of two countries,
agreed as follows:
The parties will promote creating favorable conditions for preserving and development of traditional cultural ties, exchange and cooperation in the fields of theatrical, musical, fine, variety and circus art, cinema, television and broadcasting, library and museum science, protection, restoration and use of historical and cultural monuments, amateur folk art, national crafts and other types of cultural activities.
The parties will encourage cooperation and direct contacts between the relevant ministries, departments of both countries, and also through public organizations, the creative unions, associations, funds.
The parties will provide to citizens of other state broad access to cultural property of the people of the country and, in particular, to historically developed collections of cultural values which integrity they confirm.
The parties will promote development of bilateral cultural cooperation on mutually advantageous basis.
For this purpose they will encourage exchanges of information about cultural life in each of the countries, to render assistance in holding festivals, tours, statement of musical and theatrical works of authors of other country, to exchange of delegations, holding creative meetings, exchange of art exhibitions.
The parties will cooperate in area of preserving cultural property of both states, including historical, cultural and religious monuments.
In case of matters of argument on property on these or those cultural and historical values, the Parties shall resolve them by negotiations on the basis of current legislations of the states.
The parties will support cooperation in questions of development and strengthening of material and technical resources of culture, exchange of new technologies, the organizations on mutually advantageous basis of supplies of equipment and technical means for cultural institutions and art.
The parties will coordinate the activities for the line of the international organizations in the field of culture and art.
The parties will promote holding film festivals, exchange of movies, delegations and specialists, implementation of joint statements, cooperation between film archives, to exchange of literature and materials in the field of cinematography.
The parties will cooperate in area of television and broadcasting.
The parties will encourage exchanges in the field of publishing case, to render comprehensive assistance to interlibrary bonds, exchange of delegations of writers, journalists and publishers, publication of materials about political, economic, cultural and scientific life, the edition of newspapers and magazines.
The parties will promote development of cooperation of the Republic of Uzbekistan and Turkmenistan in the field of copyright protection.
The parties will promote development of bonds in the field of physical culture and sport, first of all by direct cooperation between the sports organizations, societies and clubs, competitions, exchange of athletes and trainers, scientific and methodical information and experience of participation in the international competitions.
For the purpose of accomplishment of this agreement interstate programs of exchanges and working plans (protocols) of cooperation between the relevant ministries, departments and the organizations will be developed and signed.
Specific forms and conditions of cooperation in the areas provided by this agreement will be regulated by free standing agreements between the relevant ministries, departments and the organizations.
The parties can create if necessary the Mixed Commission for implementation of this agreement, preparation of recommendations about interaction of the Parties.
This agreement becomes effective from the date of its signing, will be effective within five years and to be prolonged automatically for the subsequent five-year periods if any of the Parties does not notify in writing other Party at least in six months prior to the expiration of the corresponding term on the intention to stop its action.
It is made in the city of Chardzhev on January "16", 1996 in duplicate, everyone in the Uzbek, Turkmen and Russian languages, and both texts are equally authoritative.
For the purposes of interpretation of provisions of this agreement the text in Russian is used.
