Rules of submission of information on the road accident to the insurer

1. These rules establish the procedure for submission of information on the road accident to the insurer providing the insurer of not adjusted information, and also requirement to structure of such information in case of document creation on the road accident without participation of authorized police officers.

2. The victim in the road accident who is the insurer within 5 working days from the date of the road accident represents to the insurer who insured its civil responsibility, the following documents and materials:

a) the copy of the form of the notice on the road accident filled with transport drivers, involved in the road accident;

b) statement for direct indemnification;

c) the electronic medium with information containing photo or video filming of vehicles and their damages on site of the road accident, date and time of photo or video filming, and also coordinate of location of the technical tool of control;

d) the statement that information specified in the subitem "v" of this Item is not adjusted.

3. The photo or video filming specified in the subitem "v" of Item 2 of these rules shall be executed within no more than 60 minutes after the road accident and include images:

a) the state registration signs of vehicles of participants of the road accident or identification numbers (VIN) (in case of lack of the state registration signs of vehicles);

b) vehicle damaged areas;

c) relative positioning of vehicles of participants of the road accident with binding to objects of transport infrastructure or other unmovable objects;

d) state registration sign of the vehicle of the witness of the road accident (in the presence).

4. Information on the circumstances of damnification to the vehicle as a result of the road accident obtained when using the technical tool of control which provides not adjusted data logging, fixed using the navigation aids functioning with use of technologies of GLONASS system or GLONASS together with other global navigation satellite systems is transferred from the State automated information system "ERA-GLONASS" to the automated information system of compulsory insurance created according to article 30 of the Federal law "About Obligatory Civil Liability Insurance of Owners of Vehicles" and shall contain:

a) date, time, coordinates of location, speed and acceleration on 3 axes (x, y, z) the vehicle at the time of the road accident (in case of automatic registration of the road accident);

b) date, time, coordinates of location of the vehicle at the time of button pushing of challenge of the emergency field services (in case of use of the button of challenge of the emergency field services).

Requirements to the technical means of control providing not adjusted registration of information

1. The technical tool of control providing photo or video filming of vehicles and their damages on site of the road accident shall conform to the following requirements:

a) the technical tool of control shall register the following data on circumstances of damnification to the vehicle as a result of the road accident:

date and time of photo and video filming;

coordinates of location of the technical tool of control;

b) coordinates of location of the technical tool of control shall be determined using the navigation aids functioning with use of technologies of GLONASS system or technologies of other global navigation satellite systems.

2. The technical tool of control providing not adjusted data logging, fixed using the navigation aids functioning with use of technologies of GLONASS system or GLONASS together with other global navigation satellite systems shall conform to the requirements established by the technical regulation of the Customs union "About safety of wheel vehicles" (TR CU 018/2011) for the device of challenge of the emergency field services.
