Agreement between the Government of the Republic of Uzbekistan and Government of Ukraine on mutual recognition and equivalence of education documents

of April 18, 1997

The government of the Republic of Uzbekistan and the Government of Ukraine which are hereinafter referred to as the Party

being guided by the Agreement between the Government of the Republic of Uzbekistan and the Government of Ukraine on cooperation in the field of education of June 20, 1995;

considering mutual interest in development of equal cooperation in the field of education;

expressing mutual interest in provision to citizens of ampler opportunities for receipt of necessary education;

proceeding in the relations from priority of the universal values fixed in the Universal Declaration of Human Rights;

based on early the reached agreements between the Parties in the field of education,

agreed as follows:

Article 1

The parties will develop on the principles of partnership cooperation in the field of the higher education in the directions determined by the mutual arrangement. They will make efforts to give to this cooperation long-term and constructive nature.

Article 2

The parties recognize as priority the following directions of cooperation:

development of direct connections between the highest and average educational institutions;

the organization of the joint scientific and training programs and projects promoting development of arts, natural-science and technical education;

expansion of the academic mobility by exchange of young scientists and professorial personnel;

implementation of comparative analysis of licensing and accreditation in education systems;

creation of information networks and databanks, exchange of the existing materials and development of new technologies for distance training;

studying of language and culture of the partner country.

Article 3

The parties will promote development of joint programs and projects which could become part international, as existing, and future, to promote active involvement of scientists and specialists of both countries to their realization.

They intend within the international programs and projects to promote performance of works, providing education content enhancement, development of fundamental education, creation of new rates of subject matters and educational and methodical materials.

Article 4

The parties will assist training of citizens of the state in state educational institutions of other state.

Receipt in educational institutions is performed according to Regulations of Admission in educational institutions of the trained party.

Article 5

Each of the Parties on mutual basis recognizes the documents of the state sample on education issued by educational institutions and scientific institutions of other Party according to Articles 6-9 of this agreement.

Article 6

The parties undertake the obligation on the basis of reciprocity to recognize legal force of the education documents of the state sample issued by educational institutions and scientific institutions of both Parties, for the purpose of provision to owners of the specified documents in the territories of both states of the equal rights, both when implementing professional activity, and in case of continuation of education at higher level.

Article 7

Establishment of equivalence of education documents of the state sample by competent authorities of the Parties means that owners of these documents received preparation on the corresponding specialty and they are granted the same academic and professional rights, as to persons having national education documents of the state sample.

Article 8

The parties determine general system of recognition and establishment of equivalence of education documents of the state sample in this connection within two months after entry into force of this agreement:

will create the national authorities performing recognition and establishment of equivalence of documents formation of the state sample;

will cooperate in collection of the necessary information connected with recognition and establishment of equivalence of education documents of the state sample and exchange of this information.

Article 9

The matters of argument connected using or interpretation of this agreement, are permitted by mutual consultations and negotiations.

Article 10

The parties from the moment of the signature of this agreement undertake the obligation to provide indispensable accomplishment of its provisions with the help:

national authorities on certification scientific and research and educational personnel and governing bodies of education;

bilateral agreements and protocols between the Parties.

Article 11

This agreement becomes effective from the date of its signing.

Article 12

This agreement is signed for a period of five years and will be prolonged automatically for the subsequent five-year periods if any of the Parties does not send to other party in six months prior to the termination of term of its action the written notice of the intention to denounce this Agreement.

Absolutely in the city of Kiev on April "18", 1997 in duplicate, everyone in the Uzbek and Russian languages, and all texts are equally authoritative.

In case of discrepancies in case of interpretation of provisions of this agreement the text in Russian has advantage.
