The government of the Republic of Uzbekistan and the Government of Georgia which are hereinafter referred to as "Party"
considering traditional close and fruitful ties in the field of education,
expressing mutual aspiration to further strengthening and development of mutually beneficial cooperation on the principles of equality, independence and integrity of educational systems of the Parties,
recognizing in the relations in educational policy unconditional priority of universal values, the principles of the Universal Declaration of Human Rights, Convention on the Rights of the Child and aiming in their practical realization,
attaching importance to ensuring scientific character and humanity in the field of education, to satisfaction of cultural and educational needs of the people living in both states,
wishing and to develop and strengthen further the relations of friendship and cooperation between the people of the countries on the basis of mutual equality and respect,
agreed as follows:
The parties recognizing unconditional sovereignty in the field of educational policy will cooperate in questions of development, to exchange experience and information in the field of pedagogical science and education, in every possible way to promote adjustment of direct connections between regional governing bodies, educational institutions and the organizations.
The parties will adhere to the principle of the conclusion of direct contracts between the relevant research institutions and higher educational institutions where the specific directions and subject of cooperation, quota and financial terms of the exchange between institutes and educational institutions will be discussed.
The parties will promote mutual exchange of students for what jointly will develop by means of the conclusion of free standing agreements of the mechanism of acceptance, training, quota and financial conditions that will be annually specified between the relevant ministries.
The parties will promote expansion of contacts of students and teachers in the field of tourist and excursion activities, the organization of joint work and rest, holding festivals, sports contests, creative tenders, the subject Olympic Games, other actions.
The parties will consider the questions connected with mutual recognition and establishment of equivalence of documents on general, professional, secondary vocational and higher education and also diplomas of candidates of science and doctors of science.
The parties will render possible assistance to persons interested in studying of state language, literature and history of the state of other Party.
The parties will communicate on history, geography, political development of the countries for the purpose of their corresponding reflection in textbooks and other pedagogical literature.
Financial issues of practical implementation of Articles of this agreement will be resolved under mutual approval of the Parties or their relevant ministries and departments.
For the purpose of ensuring coordination and interaction, exchange of information and experience, and also for the organization of joint seminars and other actions, the Parties will exchange experts and delegations for review of the specific questions connected with it.
The parties as required and by mutual consent can create the mixed commission or use other form of contacts with the purpose of studying of the course of accomplishment of this agreement or its individual clauses, and also developments of offers on further cooperation increase, entering of amendments and changes into it.
The agreement becomes effective from the moment of its signing and consists for a period of 5 years. Its action will be prolonged for the subsequent five-year periods if any of the Parties at least in 6 months prior to the expiration of the corresponding term does not notify in writing other Party on the desire to terminate this agreement.
It is made in the city of Tashkent on May "23", 1997 in duplicate, everyone in the Uzbek, Georgian and Russian languages. All texts are equally authoritative. For the purposes of interpretation of provisions of this agreement the text in Russian is applied.
