relying on historical roots of friendship between two people,

considering traditional comprehensive Uzbek-Azerbaijani ties,

expressing mutual interest and readiness in equal cooperation in the field of education and aiming to support and develop it,

recognizing in educational policy and in the relations in this sphere priority of universal values, the principles of the Universal Declaration of Human Rights, Convention on the Rights of the Child and aiming at their practical realization,

considering the state education systems as complete systems which promote full development of citizens of both states, irrespective of ethnic origin, political and religious views and beliefs,

attaching importance to satisfaction of cultural and educational needs of the people living in both states and wishing to develop and strengthen further the relations of friendship and cooperation between them on the basis of equality and respect,

agreed as follows:

Article 1

The parties, according to the legislation existing in the states and rules of international law, will develop and support cooperation between the relevant organizations and organizations of both states in the field of education, on the basis of the principles of equality and mutual respect.

Article 2

The parties will concentrate the efforts on:

- experience exchange in the most important directions of development of education;

- to training of specialists on the basis of equivalent exchange of students, graduate students and trainees on the specialties which are priority for each of the Parties and creation of identical conditions for their training and accommodation;

- preparation and advanced training of research and educational personnel;

- carrying out joint scientific research in humanitarian, natural, technical, pedagogical science which is of mutual interest and, especially, in the field of history of the people of the states of the Parties;

- exchange of information on history, geography, political development of the states for the purpose of their corresponding reflection in textbooks, educational and pedagogical literature;

- cooperation increase in case of training of specialists, textbooks and educational literature for persons of the Uzbek nationality living in the territory of the Azerbaijan Republic and persons of the Azerbaijani nationality living in the territory of the Republic of Uzbekistan.

Article 3

The parties guarantee termless recognition in the territories of documents of the state sample on education, about retraining of personnel, the appropriated academic degrees and ranks issued in both states till May 15, 1992.

Article 4

The parties agreed to consider the questions connected with mutual recognition of education documents, qualifications, scientific degrees and ranks issued by educational institutions of both states after May 15, 1992.

Article 5

The parties agreed that children of the serving diplomatic representations and the staff of the public foreign institutions of both Parties will study in general averages and all types professional educational institutions according to Uzbekistan and Azerbaijan on equal terms with citizens of the state of stay.

Article 6

The parties will render assistance wishing in studying of state language, literature, history and geography of the state of other Party.

Article 7

The parties will promote carrying out the summer language course organized by universities of the Republic of Uzbekistan and the Azerbaijan Republic on basis, mutually agreed between educational institutions.

Article 8

The parties can establish the state quotas of acceptance for study of citizens of other Party in the higher educational institutions. Payment for training will be performed at the expense of the sending party. Procedure for selection, transfer and financing are determined by separate protocols between the relevant competent authorities of the Parties.

Article 9

Each of the Parties will not interfere with individual reception of citizens of other Party in the educational institutions out of quota on the basis of tender, according to the existing Regulations of Admission, with training at the compensation principles.

Article 10

The parties will aim at expansion of joint participation of scientists in the international programs and projects on problems of development of education, in seminars, conferences, lecturing and other actions in the field of the humanities, in particular, of Uzbek and literature, Azerbaijani and literature, and also history and geography of both states.

Article 11

The parties will assist exchange of specialists for pedagogical activities in higher educational institutions of other Party in the field of humanitarian, natural and technical science, to increase in efficiency of cooperation between higher education institutions of the Republic of Uzbekistan and the Azerbaijan Republic.

Article 12

The parties will promote development and strengthening of direct connections between educational institutions in the different fields of education, the organization of joint work and rest of students.

The cooperation within this Article will be carried out on contractual basis between the relevant organizations and the organizations of the Parties.

Article 13

Financial issues of practical implementation of this agreement will be resolved under mutual approval of the Parties or their relevant organizations and organizations separately in each case.

Article 14

Each of the Parties will assist citizens of other Party in receipt of postgraduate education through the postgraduate studies and doctoral studies on compensation basis.

Article 15

The parties will periodically exchange delegations for the purpose of strengthening of ties, experience exchange of work, discussion of questions of further development of cooperation, and also carrying out the consultations connected with accomplishment of this agreement.

Article 16

According to the written arrangement of the Parties changes and additions which are drawn up by the separate protocols which are integral part of this agreement can be made to this agreement.
