Regulations on Government commission concerning optimization and increase in efficiency of budgeted expenses

1. Government commission concerning optimization and increase in efficiency of budgeted expenses (further - the Commission) is the coordinating body formed for ensuring coordinated actions of federal executive bodies and executive bodies of subjects of the Russian Federation in case of the solution of questions of increase in efficiency of budgeted expenses.

2. The commission in the activities is guided by the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws, acts of the President of the Russian Federation and the Government of the Russian Federation, and also this Provision.

3. The main objective of the Commission is coordination of activities of federal executive bodies and executive bodies of subjects of the Russian Federation on questions:

a) expense optimizations of the federal budget and budgets of state non-budgetary funds of the Russian Federation;

b) uses of the released budgetary appropriations according to the priority directions of state policy;

c) improvement of quality and efficiency of implementation of state programs of the Russian Federation.

4. The commission for realization of the tasks assigned to it performs the following functions:

a) will organize on regular basis expense analysis of the federal budget and budgets of state non-budgetary funds of the Russian Federation (further - reviews of budgeted expenses) according to the regulations of carrying out reviews of budgeted expenses approved by the commission chairman;

b) will organize preparation and the analysis of offers on use of the released budgetary appropriations for financial provision of the priority directions and actions of state policy;

c) considers drafts of state programs of the Russian Federation, including the offer on modification of state programs of the Russian Federation, and also prepares recommendations about their completion;

d) considers results of realization and efficiency evaluation of state programs of the Russian Federation for the accounting period and prepares recommendations about modification of state programs of the Russian Federation;

(1)) considers offers on expense optimization of the federal budget and budgets of state non-budgetary funds of the Russian Federation on the basis of the carried-out reviews of budgeted expenses;

e) considers other questions connected with optimization and increase in efficiency of budgeted expenses;

e) exercises control of execution of decisions of the Commission.

5. The commission has the right:

a) request in accordance with the established procedure from federal executive bodies, executive bodies of subjects of the Russian Federation, state non-budgetary funds of the Russian Federation and other organizations information on the questions carried to competence of the Commission;

b) hear at the meetings heads and representatives of federal executive bodies, executive bodies of subjects of the Russian Federation, state non-budgetary funds of the Russian Federation and other organizations for the questions carried to competence of the Commission;

c) attract in accordance with the established procedure to participation in work of the Commission of representatives of the interested federal executive bodies, state non-budgetary funds of the Russian Federation and other organizations;

d) create in accordance with the established procedure temporary work groups for consideration of the questions carried to competence of the Commission;

e) make recommendations of submission in accordance with the established procedure of offers on the questions requiring the solution of the President of the Russian Federation or the Government of the Russian Federation.

6. The structure of the Commission affirms the Government of the Russian Federation.

7. The commission chairman directs activities of the Commission, will organize its work, exercises general control of implementation of the decisions and recommendations made by it.

The commission performs the activities according to the plan approved by the commission chairman.

8. The responsible secretary of the Commission will organize carrying out commission sessions, creates the agenda of meeting, informs members of the commission on the regular meeting, and also takes and draws up the protocol of its meeting.

9. Commission sessions are held by the commission chairman.

Members of the commission participate in its meeting without the replacement right. The member of the commission in case of absence at meeting has the right to beforehand provide addressed to the commission chairman the opinion on cases in point in writing.

Commission session is considered competent if at it there are at least a half of her members.

Decisions of the Commission are made by a majority vote the members of the commission who are present at meeting. In case of equality of votes the commission chairman's voice is decisive.

10. The specified Deputy Prime Minister of Russia is invited to commission session by consideration of the question carried according to distribution of obligations to the sphere of maintaining the corresponding Deputy Prime Minister of Russia.

11. Preparation of materials for commission session is performed by federal executive bodies with participation in need of state non-budgetary funds of the Russian Federation and other interested organizations to which sphere of maintaining the questions submitted for meeting belong.

12. Decisions of the Commission are drawn up by the protocol. The responsible secretary sends to the copy of the minutes within 5 working days from the date of its signing to members of the commission, and also the interested federal executive bodies, subjects of the Russian Federation, state non-budgetary funds of the Russian Federation and other organizations.

13. The decisions of the Commission made according to its competence are obligatory for federal executive bodies, other chief managers of means of the federal budget, and also state non-budgetary funds of the Russian Federation.

14. Organizational technical supply of activities of the Commission performs the Russian Government Office.
