About approval of the Regulations on divisions (groups) of special purpose of National guard of Ukraine

According to Article 2, "About National guard of Ukraine" and for the purpose of determination of the legal basis of the organization and procedure for activities of divisions (groups) for special purpose of National guard of Ukraine, their legal status, functions and powers I ORDER to part six of article 5 of the Law of Ukraine:

1. Approve Regulations on divisions (groups) of special purpose of National guard of Ukraine which are applied.

2. To provide to head department of National guard of Ukraine submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the deputy minister of the lieutenant general of Summer S. A.

Regulations on divisions (groups) of special purpose of National guard of Ukraine

I. General provisions

1.1. This Provision determines the principles and procedure for activities, the right and obligation of divisions (groups) of special purpose of National guard of Ukraine.

1.2. Divisions (groups) of special purpose are intended for protection and protection of life, the rights, freedoms and legitimate interests of citizens, society and the state from criminal encroachments, protection of public order and ensuring public safety, rapid response to the actions of the illegal militarized or paramilitary groups (groups), the terrorist organizations, organized groups and the criminal organizations, suppression of terrorist activities connected with the increased risk for life and health of the military personnel and demand from staff of the high professional training level.

1.3. In divisions of special purpose battalions, companies, platoons which are part of military units of operational appointment, military units on protection of important state objects, particular loads, military units on protection of diplomatic representations, consular establishments of foreign states, representative offices of the international organizations in Ukraine belong.

Groups of special purpose are part of territorial administrations of operational and territorial associations and connections, military units, the bases which are not part of operational and territorial associations of National guard of Ukraine.

1.4. In the activities of division (groups) are guided by the Constitution of Ukraine, the Law of Ukraine "About National guard of Ukraine", other laws of Ukraine existing with international treaties which consent to be bound is provided by the Verkhovna Rada of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, regulatory legal acts of the Ministry of Internal Affairs of Ukraine and other central executive bodies, orders, directives, orders and orders of the commander of National guard of Ukraine, and also this Provision.

1.5. Divisions (groups) carry out the tasks assigned to them in interaction with law-enforcement bodies, military units of the Armed Forces of Ukraine, law enforcement agencies of special purpose, Management of the state protection of Ukraine, local executive bodies, local government bodies, bodies of prosecutor's office, public associations and the religious organizations, and also together with administration and regime bodies of the protected objects and the population.

II. Tasks and functions of divisions (groups) of special purpose

2.1. The main objectives of divisions (groups) is protection and protection of life, the rights, freedoms and legitimate interests of citizens, societies and the states from criminal and other illegal encroachments, protection of public order and ensuring public safety, and also in interaction with law enforcement agencies - on ensuring state security and protection of frontier, suppression of terrorist activities, activities of the illegal militarized or paramilitary groups (groups), the terrorist organizations, organized groups and the criminal organizations.

2.2. Divisions in case of accomplishment of tasks perform the functions assigned to connections, military units which part they organizational regularly are.

2.3. Groups during execution of tasks perform:

protection of the constitutional system of Ukraine, integrity of its territory against change attempts in their violent way;

accomplishment of tasks of territorial defense.

Groups during execution of tasks take part in:

implementation of measures of the state protection of public authorities and officials;

implementation of the actions connected with the termination of armed conflicts and other provocations on frontier and also measures for non-admission of mass transition of frontier from the territory of the adjacent states;

special transactions on neutralization of the armed criminals, the termination of activities of the militarized or paramilitary groups (groups), organized groups and the criminal organizations which are not provided by the law in the territory of Ukraine, and also in the actions connected with the termination of terrorist activities;

the termination of the mass riots which are followed by violence over citizens;

recovery of law and order in case of the international and interfaith conflicts, unblocking or the termination of illegal actions in case of capture of important state objects or areas that threatens safety of citizens and breaks normal activities of public authorities and local government bodies;

mitigations of consequences of emergency or crisis situations on objects which are protected;

implementation of actions of legal regime of warlike and emergency state.

2.4. Divisions (groups) according to the tasks and functions assigned to them shall:

1) to provide protection and protection of life, the rights, freedoms and legitimate interests of citizens, societies and the states from criminal and other illegal encroachments;

2) to provide protection and defense of the objects protected by National guard of Ukraine;

3) to participate in implementation of measures of the state protection of public authorities and officials;
