About approval of the Regulations on the public sanitary and epidemiologic service of the Security Service of Ukraine

According to Articles 10, 13 Laws of Ukraine "About the Security Service of Ukraine", article 31 of the Law of Ukraine "About ensuring sanitary and epidemic wellbeing of the population", Item 3 of the resolution of the Cabinet of Ministers of Ukraine of June 22, 1999 No. 1109 "About approval of the Regulations on the state sanitary and epidemiological surveillance in Ukraine", for the purpose of enhancement of procedure for carrying out the state sanitary and epidemiological surveillance in the Security Service of Ukraine of PRIKAZYVAYU:

1. Approve Regulations on the public sanitary and epidemiologic service of the Security Service of Ukraine which are applied.

2. To provide to the chief of Military-medical management of the Security Service of Ukraine submission of this order on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

Regulations on the public sanitary and epidemiologic service of the Security Service of Ukraine

1. The public sanitary and epidemiologic service of the Security Service of Ukraine is system of military-medical divisions of the Security Service of Ukraine (further - the SSU) and officials which performs in the SSU of function of sanitary and epidemiological surveillance.

The public sanitary and epidemiologic service of the Security Service of Ukraine (further - Gossanepidsluzhba of the SSU) is a part of the system of the public sanitary and epidemiologic service of Ukraine.

2. Officials of Gossanepidsluzhby of the SSU is the chief state health officer of the SSU, epidemiologists, health officers, assistants to epidemiologists, paramedics of sanitary healthcare institutions of the SSU.

3. The Gossanepidsluzhba of the SSU performs the powers on objects of supervision (places of dislocation, office buildings, vehicles and other objects) in bodies, divisions, institutions, organizations, at the companies of the SSU, and also in the headquarters of the Anti-terrorist center under the SSU (further - bodies, divisions, institutions of the SSU).

4. The main objectives of Gossanepidsluzhby of the SSU are:

implementation of functions on the state sanitary and epidemiological surveillance;

participation in realization of state policy in the sphere of sanitary and epidemic wellbeing of the population according to powers.

5. The Gossanepidsluzhba of the SSU according to the tasks assigned to it:

1) is controlled by observance provided by the sanitary legislation, sanitary and anti-epidemic (preventive) actions, instructions, resolutions, conclusions, permissions of safety requirements for health and human life;

2) controls the organization and holding sanitary and anti-epidemic (preventive) actions;

Studies 3), analyzes and assesses sanitary and epidemic situation, predicts human health indicators depending on circle condition of their activity, determines environment factors which harmfully influence the state of health and lives of people;

4) conducts examination, investigation, laboratory and tool researches and testing, and also sanitary, hygienic, toxicological, epidemiological and other types of estimates of living environment of the person, objects economic and other types of activity, products, works, services, and issues to the project documentation by their results the conclusions about compliance (discrepancy) to requirements of sanitary standards;

Prepares 5) and makes in accordance with the established procedure offers on holding sanitary and anti-epidemic (preventive) actions for the purpose of ensuring sanitary and epidemic wellbeing of the population, need of establishment of quarantine;

6) publishes instructions, obligatory for execution, resolutions and conclusions on elimination or restriction of adverse effect on the state of health and human life of factors of living environment, the reasons and conditions of origin and spread of infectious diseases;

7) is determined by need of preventive inoculations and other measures of prevention in case of threat of emergence of epidemics, mass noninfectious diseases (poisonings) and radiation defeats;

8) performs sanitary actions for protection of objects of supervision in bodies, divisions, organizations of the SSU from drift and distribution especially dangerous (including quarantine) and dangerous infectious diseases; submits in accordance with the established procedure proposals on restriction or prohibition of entrance, pass on objects of supervision in bodies, divisions, organizations of the SSU of citizens of Ukraine, foreigners and stateless persons, vehicles, introduction, cargo importation and the goods which arrived from the states or regions in the territory of which there was unsuccessful epidemic situation;

9) exercises supervision and control of use of disinfectants and holding disinfection actions;

10) issues the stipulated by the legislation conclusions and permissions;

11) approves the sanitary and anti-epidemic (preventive) actions developed by bodies, divisions, institutions of the SSU, controls their implementation;

12) carries out the state sanitary and epidemiologic examination within competence and issues the conclusions of the state sanitary and epidemiologic examination;

Records 13) infectious diseases, occupational diseases, mass noninfectious diseases (poisonings), radiation defeats;

14) takes part in certification of workplaces under the terms of work in bodies, divisions, organizations of the SSU;

Provides 15) and coordinates hygienic training and education of employees and employees of the SSU;

16) generalizes practice of application of the legislation on the questions which are within its competence develops suggestions for improvement of the regulatory legal acts determining its activities.
