being guided by the Agreement of the State Parties of the Commonwealth of Independent States on cooperation and mutual assistance in customs affairs of April 15, 1994 and the Agreement of the State Parties of the Commonwealth of Independent States on cooperation in the field of preparation and advanced training of customs workers of November 23, 1994,
based on feasibility of coordination in the organization of customs affairs by training in customs educational institutions of the Parties which basic centers are the Training center of the State Customs Committee of the Republic of Uzbekistan and the Russian customs academy (further educational institutions),
aiming at adjustment of cooperation in the field of preparation and advanced training of customs personnel of the Parties,
came to the following mutual understanding:
1. Heads of educational institutions of the Parties will aim at interaction in development and approval of the following joint programs:
- mutual exchange of specialists for the purpose of holding working visits, training;
- carrying out rates of preparation and advanced training in the Republic of Uzbekistan and the Russian Federation;
- exchange of curricula, movies, audio-and video carriers, educational and methodical and other materials.
Heads of educational institution of the Parties within the competence, at operating level can approve other actions.
2. Each of the Parties will aim to provide to citizens of the state of other Party on mutual basis educational places in the educational institutions.
Heads of educational institutions of each of the Parties annually approve on mutual basis of quota for training and training of citizens of the state of other Party taking into account the opportunities which are available in the educational institutions, forms of education and specialties.
3. Acceptance on training of citizens of the state of one Party in educational institution of other Party is performed according to the rules established by educational institution of the host party.
4. The parties recognize that training will be provided by curricula and programs of educational institution of the host party. At the same time the same requirements what are accepted for all students in educational institution of the host party are imposed to citizens of the state of the sending party.
5. The parties proceed from feasibility of that citizens of the state of one of the Parties which training in educational institution of other Party was begun took full course of training.
6. The parties are based that the citizens of the state of one Party studying in educational institution of other Party will implement the curriculum and regulations established in this educational institution.
At the same time for failure to carry out of the curriculum, omissions of obligatory occupations without valid excuse, systematic poor progress or abuse of regulations of internal rules and procedures the head of educational institution of one Party has the right to deduct from among listeners of citizens of the state of other Party with the prior notice of this Party.
7. The parties proceed from feasibility of payment of expenses for training of citizens of the state of one Party in educational institution of other Party educational institution of the host party.
The parties undertake material security of citizens of the state, including expenses on payment of journey, accommodation and food.
8. All questions which can arise in connection with interpretation and application of the this Protocol will be solved by negotiations.
Signed in the city of Tashkent on October 11, 1998 in duplicate, everyone in the Uzbek and Russian languages.
