1. Approve the Federal regulations and rules of industrial safety of "The safety rule of sea objects of oil and gas complex" attached to this order.

2. Consider not No. 58 which is subject to application the resolution of the Federal inspectorate for mining and industry of Russia of June 5, 2003 "About approval of Safety rules in case of investigation and development of oil and gas fields on the continental shelf" (it is registered by the Ministry of Justice of the Russian Federation on June 20, 2003, registration No. 4783; Russian newspaper (special release), 2003, No. 120/1).

3. This order becomes effective after three months after its official publication.

I. General provisions

1. 2. Rules establish the requirements of industrial safety obligatory for execution when implementing activities in the field of industrial safety and conducting engineering procedures on hazardous production facilities of sea oil and gas complex (further - OPO MNGK).

3. The following objects belong to OPO MNGK: well stock, sites of conducting drilling operations, stationary platforms, ME, PBU (BS, PPBU, SPBU), PTK, subsea production systems, field pipelines; pipelines of external transport of oil, gas or gas condensate; stationary and floating oil and transshipment facilities.

II. Requirements to activities for designing, construction and operation

4. Designing and construction of OPO MNGK depending on their type or type are performed taking into account requirements of the legislation on town-planning activities, about subsoil, in the field of technical regulation, industrial and fire safety, environment protection, protection of the population and the territories from emergency situations of natural and technogenic nature, merchant shipping.

5. The choice of engineering procedures, separation of the technology scheme of preparation of hydrocarbonic raw materials for external transportation into separate technology blocks, use of processing equipment and its placement, the choice like the disconnecting devices and places of their installation, control facilities, management and antiemergency automatic protection are proved when designing OPO MNGK by analysis results of dangers of engineering procedures and risk assessments of accidents, fire risk and risk of emergency situations on OPO MNGK.

6. Project decisions are made proceeding from ensuring durability and stability of PBU, MSP, ME and their designs at stages of production, transportation, installation and operation, and for ice-resistant MSP and ME - also in the conditions of low temperatures and impact of ice loadings.

7. The flooring of the deck of ice-resistant MSP is designed from the materials which are not collapsing in case of ice accretion and providing impermeability with collaring height at least 200 mm for prevention of marine pollution by production wastes in the course of drilling, approbation and operation of wells.

8. On blueprint stage measures of protection of basic part of ice-resistant MSP, ME from impact of ice loadings, and also the project decisions directed to decrease in such impacts are developed. Operational struts are protected from the destroying impact of motions of ice educations.

9. For control of condition of design of ice-resistant MSP and ME in the conditions of impact of low temperatures, ice and technology loadings when designing instrumentations are used.

10. When designing MSP, PBU, ME and PTK planned to operation in the conditions of ice and snow loadings actions for removal of snow and ice from their upper structures for prevention of deformations of designs are provided.

11. Systems of heating, ventilation and air conditioning in placements on MSP, PBU, ME and PTK shall meet the operating sanitary standards. Electric lighting shall be executed according to technical requirements to illumination of production rooms and open areas, and illumination of workplaces shall meet sanitary standards.

12. When designing for OPO MNGK measures for protection of personnel against impact of noise, vibration, electromagnetic, high-frequency, radioactive radiations, static electricity are provided.

13. Orientation of MSP, PBU, ME and PTK is made taking into account arrangement of residential blocks from the smallest annual average repeatability of wind. Distances from residential and public places to the explosive rooms and spaces specified in appendix to these rules are proved when designing.

14. External walls of the MSP, PBU, ME and PTK residential block become covered with flame-proof painting, are equipped with the equipment for creation of the water screen for the purpose of the heat-shielding in case of the fire providing safe keeping of external impact of fire in the residential block for time necessary for evacuation of people from it.

15. The location of the CCP and the characteristic of its antiemergency stability are determined when designing taking into account calculated values of shock and thermal loads of its protecting designs in case of accidents and possibility of decrease in these impacts.

16. Radio stations, posts, control panels of automatic installations of suppression of the fires, the fire alarm is allowed to place in the MSP, ME, PBU and PTK residential block.

17. Power plants (diesel generators) separate from rooms with explosive zones the fire-proof walls and overlappings providing safe keeping of external impact of fire for the period of providing safe stop of engineering procedures and evacuation of people. The cables laid on the territory of production sites shall have isolation and cover from the materials which are not extending burning.

18. Objects of collection, preparation and transportation of oil, gas and gas condensate are equipped:

signaling devices of control of explosive concentration of gas;

sensors of the fire alarm;

system of automatic control of provision of level of liquid and pressure in separators, settlers and reservoirs;

system of the linear cutting devices or other automated shutoff valves with off-line and remote control.

19. The enclosed space of production facilities, collection and preparation of oil and gas (wells, Items of measurement, collection and preparation, compressor stations) are equipped with working and emergency ventilation with conclusion of indicators in the CCP of the key technology parameters and indications of condition of the air circle on object.
