According to article 24 of the Code of civil protection of Ukraine, the resolution of the Cabinet of Ministers of Ukraine of April 25, 2014 No. 120 "Questions of the direction and coordination of activities of Public service for emergency situations", and for the purpose of determination of tasks, functions, structure and the organization of activities of governing bodies and forming of Quickly rescue service of civil protection of PRIKAZYVAYU:

1. Approve Regulations on Operational rescue service of civil protection which are applied.

2. To provide to department of legal providing the Ministry of Internal Affairs of Ukraine (D.V.'s Gorbas) submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. I reserve control over the implementation of this order.

4. This order becomes effective from the date of its official publication.

Regulations on Operational rescue service of civil protection

I. General provisions

1. This Provision determines the organization and procedure for daily activities of Operational rescue service of civil protection (further - ORS TsZ) and its functioning during execution of tasks to destination.

2. In the activities ORS TsZ is guided by the Constitution of Ukraine, the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine, acts of the Cabinet of Ministers of Ukraine, other regulatory legal acts in the field of civil protection.

3. The terms used in this Provision are used in the values given in the Code of civil protection of Ukraine.

II. Structure of ORS TsZ

1. ORS TsZ functions in the GSChS system and consists of governing bodies, rescue units of the central subordination, rescue units of special purpose, special aviation, sea and other forming, the state rescue and fire fighting divisions (parts), training centers, forming and divisions of providing (further - governing bodies and forming of ORS TsZ).

2. Governing bodies of ORS TsZ is the device GSChS and territorial authorities of GSChS.

3. Treat forming of ORS TsZ:

Mobile rescue center of quick response of Public service of Ukraine on emergency situations;

Interregional center of quick response of Public service of Ukraine for emergency situations;

2 special center of quick response of Public service of Ukraine for emergency situations;

3 special center of quick response of Public service of Ukraine for emergency situations;

The state militarized mine-rescue (rescue) group of Public service of Ukraine on emergency situations;

Special aviation group of Operational rescue service of civil protection of public service of Ukraine on emergency situations;

Special sea group of Public service of Ukraine on emergency situations;

Management of operative communication and electronic communications of Public service of Ukraine on emergency situations;

Communication center and managements of Public service of Ukraine on emergency situations;

Management of providing Operational rescue service of civil protection of public service of Ukraine on emergency situations;

2) the forming subordinated to territorial authorities of GSChS:

rescue groups of special purpose;

specialized state rescue and fire fighting groups;

state rescue and fire fighting groups;

state rescue and fire fighting parts;

state rescue and fire fighting posts;

rescue parts;

groups (parts) of technical service;

the state rescue and fire fighting groups (parts, posts) providing protection from the fires of the companies, organizations, the organizations and other objects based on agreements;

the militarized mine-rescue (rescue) groups;

specialized medical and sanitary parts;

centers of ensuring activities;

other divisions of providing.

III. Tasks and powers of ORS TsZ

1. The main objectives of ORS TsZ are the organization and holding actions for prevention of emergency situations, protection of the population and the territories against them, carrying out rescue and other urgent works, suppression of the fires,

minimization and mitigation of consequences of emergency situations, and also implementation of complex of actions for the purpose of liquidation of the dangers connected with explosive objects.

2. Treat powers of ORS TsZ:

performance of works on prevention of origin and minimization of effects of emergency situations and on protection from them of the population and the territories, and also localization of zone of impact of the harmful and dangerous factors arising during accidents and catastrophic crashes;

representation to local public administrations, local government bodies and subjects of managing of suggestions for improvement of anticritical condition of objects of the increased danger and the separate territories which are in property, ownership or use of subjects of managing, and elimination of the revealed violations of requirements for respect for technogenic safety;

urgent informing heads of the subjects of managing operating objects of the increased danger on identification of violations of requirements of fire and technogenic safety on such subjects of managing;

ensuring readiness of the governing bodies, forces and means to actions to destination;

carrying out rescue and other urgent works, suppression of the fires, mitigation of consequences of emergency situations in the conditions of extreme temperatures, smoke, gas contamination, threat of explosions, collapses, landslides, floodings, radioactive, chemical pollution and biological infection, other dangerous manifestations;

search and rescuing of people on the struck objects and the territories, rendering domeditsinsky (urgent medical), psychological assistance by the victim on site dangerous incident and their transportation in healthcare institutions;
