About approval of the Regulations on Operational rescue service of civil protection of Public service of Ukraine on emergency situations

According to article 24 of the Code of civil protection of Ukraine, the resolution of the Cabinet of Ministers of Ukraine of April 25, 2014 No. 120 "Questions of the direction and coordination of activities of Public service for emergency situations", and for the purpose of determination of tasks, functions, structure and the organization of activities of governing bodies and forming of Quickly rescue service of civil protection of Public service of Ukraine for emergency situations of PRIKAZYVAYU:

1. Approve Regulations on Operational rescue service of civil protection of Public service of Ukraine on emergency situations which are applied.

2. To provide to department of legal providing the Ministry of Internal Affairs of Ukraine (D.V.'s Gorbas) submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. I reserve control over the implementation of this order.

4. This order becomes effective from the date of its official publication.

Regulations on Operational rescue service of civil protection

I. General provisions

1. This Provision determines the organization and procedure for daily activities of Operational rescue service of civil protection of Public service of Ukraine for emergency situations (further - OSS GZ) and its functioning during execution of tasks to destination.

2. Action of this provision extends to governing bodies, rescue units of the central subordination, rescue units of special purpose, special aviation and other forming, the state rescue and fire fighting divisions (parts), training centers, forming and divisions of providing OSS GZ.

3. In the activities OSS GZ is guided by the Constitution of Ukraine, the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, other acts of the legislation of Ukraine.

4. The terms and concepts used in this Provision are used in the values given in the Code of civil protection of Ukraine.

II. Structure of OSS GZ

1. OSS GZ consists of governing bodies, rescue units of the central subordination, rescue units of special purpose, special aviation and other forming, the state rescue and fire fighting divisions (parts), training centers, forming and divisions of providing.

2. Forming of OSS GZ:

1) forming of the central subordination of DSNS of Ukraine:

Interregional center of quick response;

First special center of quick response;

Second special center of quick response;

Training center;

Special aviation group;

Base of resource providing and wrecking;

Communication center and managements;

Center of operative communication, telecommunication systems and information technologies;

Management of providing OSS GZ;

The state militarized mine-rescue (rescue) group;

2) forming, DSNS of Ukraine subordinated to territorial authorities:

rescue groups of special purpose;

state rescue and fire fighting groups;

the state rescue and fire fighting groups on protection of objects from the fires;

state rescue and fire fighting parts;

the state rescue and fire fighting parts on protection of objects from the fires;

state rescue and fire fighting posts;

the state rescue and fire fighting posts on protection of objects from the fires;

professional fire brigades;

professional fire brigades on protection of objects from the fires;

professional fire posts;

professional fire posts on protection of objects from the fires;

operational and coordination centers;

centers of operative communication, telecommunication systems and information technologies;

groups (parts, posts) of technical service;

the militarized mine-rescue (rescue) groups;

centers of ensuring activities, other divisions;

3) state companies, organizations, organizations:

state company "Mobile Rescue Center of DSNS of Ukraine";

sanatorium "Odessa".

3. Criteria of formation of the state rescue and fire fighting divisions (parts) of OSS GZ in administrative and territorial units and the list of subjects of managing where such divisions (parts) are formed, are determined by the resolution of the Cabinet of Ministers of Ukraine of November 27, 2013 No. 874 "About approval of criteria of formation of the state rescue and fire fighting divisions (parts) of Operational rescue service of civil protection in administrative and territorial units and the list of subjects of managing where such divisions (parts) are formed".

III. Tasks, powers and rights of OSS GZ

1. The main objectives of OSS GZ is work and taking measures to prevention of emergency situations, protection of the population and the territories against them, carrying out rescue and other urgent works, suppressions of the fires, and also mitigation of consequences of emergency situations.

2. Treat powers of OSS GZ:

rescue servicing on contractual basis of objects of the increased danger and the separate territories which are in property, ownership or use of subjects of managing on which there is danger of emergence of emergency situations which list is determined by the Cabinet of Ministers of Ukraine;

performance of works on prevention of origin and minimization of effects of emergency situations and on protection from them of the population and the territories;

representation to local public administrations, local government bodies and subjects of managing of suggestion for improvement of anticritical condition of objects of the increased danger and the separate territories which are in property, ownership or use of subjects of managing, and elimination of the revealed violations of requirements for respect for technogenic safety;

immediate informing heads of the subjects of managing operating objects of the increased danger on identification of violations of requirements of fire and technogenic safety;

environment protection and localization of zone of influence of the harmful and dangerous factors arising in case of accidents and catastrophic crashes;

ensuring readiness of the governing bodies, forces and means to actions to destination;
