The government of the Republic of Uzbekistan and the Government of the Kyrgyz Republic which further are referred to as with the Parties
considering role of standardization, metrology and certification in elimination of technical barriers in economic, trade and other relations;
understanding their value in safety of life and health of the person, and also environmental protection;
interested in close technical collaboration,
agreed as follows:
The parties, having complete independence in forming and functioning of national systems of standardization, metrology and certification:
mutually recognize the state systems of standardization, system for ensuring the uniformity of measurements and national systems of certification and in case of their enhancement will aim at the maximum harmonization;
recognize national standards of units of physical quantities, allow their mutual use in most favored nation treatment;
mutually recognize the State registers of measuring instruments, standard samples of structure and properties of substances and materials, results of testing and approval of type, metrological certification, checking and calibration of measuring instruments;
recognize the test, testing, calibrating and measuring laboratories (centers), certification bodies, certificates and marks of conformity accredited in the states on mutually delivered goods and measuring instruments.
The parties can apply, if necessary state standards of the Republic of Uzbekistan in the territory of the Kyrgyz Republic and, respectively, state standards of the Kyrgyz Republic in the territory of the Republic of Uzbekistan.
The parties mutually provide information, the regulating documentation (indexes, standards, specifications and other regulating documents on standardization, metrology and certification) is free.
Coordination of the works provided by this agreement and their realization is assigned:
in the Republic of Uzbekistan - on the Uzbek state center of standardization, metrology and certification under the Cabinet of Ministers of the Republic of Uzbekistan;
in the Kyrgyz Republic - on the State inspectorate for standardization and metrology under the Government of the Kyrgyz Republic.
The parties will give support each other in participation or the accession to those international organizations which member is one of the Parties.
The parties will provide confidentiality of the obtained documentation and information on the works which are carried out within this agreement and on the achieved scientific and technical results if by the transferring body it is stipulated that they have confidential nature.
The scientific and technical information obtained by one of the Parties during cooperation can be freely used by it if other Party did not prevent about е ў confidentiality. This information can be transferred to the third state only on condition of the consent of the Party, е ў provided.
The parties will interact in preparation and advanced training of personnel, exchange of specialists, to promote establishment of direct connections between the companies, entrepreneurs, public organizations on the organization of works on preparation of the specifications and technical documentation, education guidances, methodical documents in the field of standardization, metrology and certification and to create favorable conditions for this interaction.
Provisions of this agreement, are in case of need concretized by the supplementary agreements and protocols signed between the Uzbek state center of standardization, metrology and certification under the Cabinet of Ministers of the Republic of Uzbekistan and the State inspectorate for standardization and metrology under the Government of the Kyrgyz Republic.
Disputes between the Parties on interpretation of this agreement will be solved by mutual consultations and negotiations at the different levels.
This agreement does not affect operation of other agreements in the field of standardization, metrology and the certification concluded earlier by the Parties with the third countries.
This agreement becomes effective from the date of its signing. This agreement is signed for a period of 10 years and will be prolonged automatically for the subsequent ten-year periods until one of the Parties does not notify in writing other Party at least in six months prior to the expiration of the corresponding period on the intention to stop its action.
It is made in the city of Tashkent on December "25", 1996 in duplicate, everyone on Uzbek, Kyrgyz and Russian, and all texts are equally authoritative.
For the purposes of interpretation of provisions of this agreement the text in Russian is used.
