agreed as follows:
Withdrawals, stipulated in Article 2 Agreements between the Government of the Republic of Uzbekistan and the Government of the Kyrgyz Republic on free trade of December "25", 1996 extend on:
1. The goods falling under operation of the legislation of the Republic of Uzbekistan on export rate and also legislations on licensing and quoting of the export and import (works, services) operating at the time of customs clearance of goods in case of their export / import from/in the Republic of Uzbekistan in/from the Kyrgyz Republic (at the time of signing of the this Protocol the export rates and restrictions in the field of non-tariff regulation of export and import established by Resolutions of the Cabinet of Ministers of the Republic of Uzbekistan of October 1, 1996 N 342, of June 18, 1996 N 219 appendices 1, of 2, of July 25, 1995 N 287, of appendix 3, of 4, of 5, of 6, of 8, 9 are effective.
2. The goods falling under operation of the legislation of the Kyrgyz Republic on export rate and also legislations on licensing and quoting of the export and commodity import (works, services) operating at the time of customs clearance of goods in case of their export / import from/in Kyrgyz the Republics in/from the Republic of Uzbekistan (at the time of signing of the this Protocol the export rates and restrictions in the field of non-tariff regulation of export and import established by the Government of the Kyrgyz Republic of June 13, 1994 N 408, of December 30, 1994 N 901, of March 22, 1995 N 97 are effective.
Contracting parties will inform without delay each other on all changes of the domestic legislation on the above-stated questions.
1. Concerning goods to which tariff and non-tariff restrictions of export according to Article of 1 this Protocol are applied Contracting Parties provide each other most favored nation treatment in that, as for:
customs duties and charges, collection of such duties and charges, procedures and rules connected with commodity export including those which belong to their customs clearance, transit, warehousing and overload;
taxes and other internal duties of any kind directly or indirectly connected with the exported goods;
rules of sale, purchase, transportation, distribution and use of goods in the domestic market;
issues of licenses.
Article provisions 2 this Protocols are not applied to the benefits and privileges provided to each of Contracting Parties:
to the third countries for the purpose of creation of custom union or the free trade area, or as a result of creation of such union or zone;
to developing countries on the basis of international agreements;
to neighboring countries for the purpose of simplification of border trade;
each other according to special agreements.
1. The this Protocol is integral part of the Agreement between the Government of the Republic of Uzbekistan and the Government of the Kyrgyz Republic about free trade of December "25", 1996 and becomes effective along with the called Agreement.
2. The this Protocol affects the period to the conclusion of the new Protocol, stipulated in Article 2 Free-trade agreements.
It is made in the city of Tashkent on December "25", 1996 in duplicate in the Uzbek, Kyrgyz and Russian languages, and all texts are equally authoritative.
For the purposes of interpretation of provisions of the this Protocol the text in Russian is used.
