About reform of system of public administration of the Republic of Kazakhstan

According to the subitem 3) article 44 of the Constitution of the Republic of Kazakhstan for the purpose of upgrade and increase in system effectiveness of public administration, optimization of the state apparatus and forming of the compact Government of the Republic of Kazakhstan in POSTANOVLYAYU:

1. Reorganize:

1) the Ministry of Finance of the Republic of Kazakhstan with transfer to it of functions and powers in the field of budgetary planning - from the Ministry of Economy and Budget Planning of the Republic of Kazakhstan;

2) the Ministry of Agriculture of the Republic of Kazakhstan with transfer to it of functions and powers in the field of forming and realization of state policy in the sphere of development of fishery, water resources management, the woods, fauna - from the Ministry of the environment and water resources of the Republic of Kazakhstan;

3) the Ministry of Internal Affairs of the Republic of Kazakhstan with transfer to it of functions and powers of the Ministry of Emergency Situations of the Republic of Kazakhstan, except for functions and powers in the field of industrial safety, forming and development of the state material reserve.

2. Form:

1) the Ministry of national economy of the Republic of Kazakhstan with transfer to it of functions and powers:

The Ministries of Economy and Budget Planning of the Republic of Kazakhstan, except for functions and powers in the field of budgetary planning;

Ministries of regional development of the Republic of Kazakhstan;

in the field of forming and development of the state material reserve - from the Ministry of Emergency Situations of the Republic of Kazakhstan;

Agencies of the Republic of Kazakhstan according to the statistics;

Agencies of the Republic of Kazakhstan on regulation of natural monopolies;

Agencies of the Republic of Kazakhstan on protection of the competition (Anti-monopoly agency);

Consumer protection agencies of the Republic of Kazakhstan;

2) the Ministry of Culture and sport of the Republic of Kazakhstan with transfer to it of functions and powers:

Ministry of Culture of the Republic of Kazakhstan;

in the field of archiving and documentation - from communication Agency of the Republic of Kazakhstan and information;

The agencies of the Republic of Kazakhstan for religions;

The agencies of the Republic of Kazakhstan for sport and physical culture;

3) the Ministry for Investments and Development of the Republic of Kazakhstan with transfer to it of functions and powers:

The ministries of the industry and new technologies of the Republic of Kazakhstan, except for functions and powers in the field of forming and realization of state policy in the sphere of power industry, atomic energy;

Communication agencies of the Republic of Kazakhstan and information, except for functions and powers in the field of archiving and documentation;

in the field of industrial safety - from the Ministry of Emergency Situations of the Republic of Kazakhstan;

Ministries of Transport and Communications of the Republic of Kazakhstan;

National space agency of the Republic of Kazakhstan;

4) the Department of Energy of the Republic of Kazakhstan with transfer to it of functions and powers:

Ministries of oil and gas of the Republic of Kazakhstan;

in the field of forming and realization of state policy in the sphere of power industry, atomic energy - from the Ministry of the industry and new technologies of the Republic of Kazakhstan;

in the field of forming and realization of state policy in the sphere of protection, control and supervision of rational use of natural resources, the treatment of municipal solid waste, developments of renewable energy resources, control of state policy of development of "green economy" - from the Ministry of the environment and water resources of the Republic of Kazakhstan;

5) the Ministry of health and social development of the Republic of Kazakhstan with transfer to it of functions and powers:

Ministries of Health of the Republic of Kazakhstan;

Ministries of Labour and Social Protection of the population of the Republic of Kazakhstan.

3. Abolish:

Ministry of Economy and Budget Planning of the Republic of Kazakhstan;

Ministry of regional development of the Republic of Kazakhstan;

Ministry of Culture of the Republic of Kazakhstan;

Ministry of the industry and new technologies of the Republic of Kazakhstan;

Ministry of Transport and Communications of the Republic of Kazakhstan;

Ministry of oil and gas of the Republic of Kazakhstan;

Ministry of the environment and water resources of the Republic of Kazakhstan;

Ministry of Emergency Situations of the Republic of Kazakhstan;

Ministry of Health of the Republic of Kazakhstan;

Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan;

Agency of the Republic of Kazakhstan according to the statistics;

Agency of the Republic of Kazakhstan on regulation of natural monopolies;

Agency of the Republic of Kazakhstan on protection of the competition (Anti-monopoly agency);

Consumer protection agency of the Republic of Kazakhstan;

The agency of the Republic of Kazakhstan for religions;

The agency of the Republic of Kazakhstan for sport and physical culture;

National Space Agency of the Republic of Kazakhstan;

Communication agency of the Republic of Kazakhstan and information.

4. Determine:

1) again formed and reorganized state bodies legal successors of the rights and obligations of the abolished state bodies according to the transferred functions and powers;

2) that the Prime Minister of the Republic of Kazakhstan has two deputies.

5. To provide to the government of the Republic of Kazakhstan:

1) in coordination with Administration of the President of the Republic of Kazakhstan redistribution of the number of staff of the reorganized and abolished state bodies;

2) complex regulation of adjacent spheres of the reorganized and again created state bodies;

3) smooth functioning of system of the central executive bodies during the reform provided by this Decree;

4) till January 1, 2015 introduction of amendments to the legislation of the Republic of Kazakhstan on ensuring accurate distribution of competence between the Government and the ministries, the ministries and local executive bodies, on increase in independence of ministers, and also acceptance of other measures for implementation of this Decree.

6. Bring in the Presidential decree of the Republic of Kazakhstan of January 22, 1999 No. 6 "About structure of the Government of the Republic of Kazakhstan" the following change:
