The agreement on cooperation between the city of Tashkent of the Republic of Uzbekistan and the city of Kiev of Ukraine

of February 19, 1998

The city of Tashkent and the city of Kiev which further are referred to as the Party, being guided by the principles of mutual respect, desire to strengthen the available friendly relations between two people, to establish and strengthen direct connections between business entities, intentions of development of long-term commercial, scientific and technical and cultural, business and commercial intercourses on the basis of equality and mutual advantage, unanimous in the aspiration to expand and deepen partner bonds,

agreed to perform the cooperation within opportunities and legislations of the Republic of Uzbekistan and Ukraine, the existing interstate and intergovernmental agreements, on the basis of this agreement:

1. Main spheres of cooperation

Both Parties are realized that the cooperation between the people promotes mutual understanding, creates bases for establishment of mutually advantageous bonds between the cities and regions, and also serves comprehensive rapprochement of people from the different countries, to experience exchange and makes the contribution to the solution of social, economic and environmental problems.

Both Parties will direct in the future the actions to strengthening of exchange of information, during negotiations, and also cooperation to areas:

- developments of the cities, regional planning and environmental protection;

- assistance to development of economy, management, transport, communications, sciences, technicians, health cares, educations, cultures, creations of workplaces;

- creations of conditions on increase in social security of the population;

- privatizations, antimonopoly and tax policy, pricing;

- preparation and implementation of actions on increase in efficiency of municipal city financial systems;

- experience exchange on enhancement of structure and functions of Khokimiyat of Tashkent and the Kiev city public administration concerning protection of interests of the personality;

- protection of public order, fight against crime and drug trafficking, terrorism, smuggling and illegal export of cultural values.

2. Bonds between representatives of the people

Both Parties will promote, for the purpose of deepening of cooperation, to expansion of direct contacts between representatives of the cities and public organizations.

Both Parties will support cooperation by establishing bonds with other cities and regions of both states.

Both Parties will keep adjustment and development of partner bonds between districts of both cities.

3. Cooperation in the field of economy

Both Parties, for the purpose of more complete use of the perspectives provided by scientific and technical progress and economic features of the respective regions will promote expansion and deepening of long-term cooperation in the field of industrial production, trade, telecommunications, transport, agricultural industry.

Both Parties will help cooperation in the field of economy, including between firms which are located both in Tashkent, and in Kiev, by means of:

exchange of economic information;

assistance to participation of the companies of both cities in fairs, exhibitions and on the congresses;

assistance to placement of industrial and trade enterprises, organizations and service industry in both cities;

exchange of information and support in questions of economic management;

assistance to technological transfer, through creation of joint businesses;

providing legal protection of property of joint businesses;

providing favorable conditions for mutual investments.

Tashkent and Kiev, within the opportunities, support assistance in establishing contacts in the field of finance and banking activity.

Both Parties welcome further development and intensification of cooperation of economic associations, industrial, trade, Chambers of Craftsmanship and their subsidiaries, also as well as creation of trading houses in Tashkent and Kiev.

Both Parties recognize that tourism and sport make important contribution to case of all-round development and deepening of bilateral bonds. The parties will promote, within the opportunities, to further tourism development and experience exchange between specialists in this area, and also to exchange of sports delegations.

4. Cooperation in the field of management

Both Parties intend to cooperate in area of the municipal government and planning, to perform on bilateral basis experience exchange and information.

At the same time, both Parties attach special significance to creation of the corresponding infrastructure and exchange of information in such areas as:

city development and planning;

city infrastructure and transport;

environment protection (improvement of quality of water, construction of treatment facilities, sanitation of the soil, air pollution reduction);

improvement of the territory;

construction (reconstruction, upgrade of road, land and underground construction);

protection in case of catastrophic crashes, the fires and emergency situations.

The purpose at the same time is establishing experience exchange and support in case of establishment of contacts between specialists of Tashkent and Kiev.

5. Cooperation in the field of culture, the higher and secondary education

Both cities as the largest centers of world culture, are sharing the view that exchange in the field of culture and art is decisive for mutual enrichment and rapprochement of the people.

Both Parties will strengthen cooperation in the field of culture, by means of holding speeches of actors, theatrical and bands, representatives of folk art, national customs and traditions. Carrying out Culture Days, festivals of movies, art and other exhibitions is also provided.

Both Parties will help cooperation between research institutes, universities, institutes, colleges, schools, lyceums and other educational institutions.

Both Parties will give help in the organization of scientific seminars, conferences, working meetings, and also to encourage exchange of scientists, researchers, specialists and trainees, scientific and technical information, documentation and literature in case of accomplishment of joint surveys and developments.

6. Cooperation in the field of health care

The parties will interact in the field of public health care, including questions of production organization of organic food and control of observance of the established standard rates by their delivery to consumers. Provide each other market information and supply capacities of medicines, medical equipment and other products of medical appointment.

Render assistance in receipt of the advisory help by the population of other Party.

Recognizing need of collateral actions, the Parties will promote holding joint forums and business meetings of specialists in health care problems.
