About skills training of candidates for positions of heads of agricultural organizations

According to the paragraph the ninth parts one of article 13 of the Law of the Republic of Belarus of July 23, 2008 "About Council of Ministers of the Republic of Belarus", and also for the purpose of enhancement of management skills and forming of professional potential of candidates for positions of heads of the Council of Ministers of the Republic of Belarus DECIDES: agricultural organizations

1. Determine that:

1.1. skills training of candidates for positions of heads of agricultural organizations is performed within implementation of the educational program of training of leading employees and specialists (further - the educational program of training) at Institute of advanced training and retraining of personnel of agro-industrial complex of organization of education "The Belarusian state agricultural technical university" with development of new methods, technologies and elements of professional activity in basic agricultural organizations according to appendix no more than two months;

1.2. candidate screen to positions of heads of agricultural organizations for skills training within implementation of the educational program of training is performed by the commissions created by regional executive committees.

During the specified selection business and personal qualities of these candidates, results of their professional activity and potential opportunities of implementation of farm management, experience and duration of length of service are considered.

By results of the made selection by regional executive committees candidate lists to positions of heads of agricultural organizations with the direction them on approval in the Ministry of Agriculture and Food no later than one month prior to such skills training are created.

Based on approved with the called Ministry of lists regional executive committees the decision on the direction of persons specified in these lists on skills training within implementation of the educational program of training is made;

1.3. regional executive committees create and supported in urgent condition databanks (lists, electronic bases) of candidates for positions of heads of the agricultural organizations which underwent skills training within implementation of the educational program of training and also monitoring of their professional development and transfer in reserve of heads of agricultural organizations for the purpose of promotion of their candidates for assignment to positions of heads of data of the organizations in the procedure established by the legislation are performed;

1.4. the organization of skills training of candidates for positions of heads of agricultural organizations within implementation of the educational program of training is performed according to the legislation on education.

2. Ceased to be valid according to the Resolution of Council of Ministers of the Republic of Belarus of 01.09.2022 No. 574

3. To the Ministry of Finance by preparation of the project of regulatory legal act about refining of separate indicators of the republican budget for 2014 and forming of drafts of the republican budget for the next years to provide funds for financing of skills training of candidates for positions of heads of agricultural organizations within implementation of the educational program of training.

4. To confer the personal responsibility for accomplishment of subitem 1.1 of Item 1 of this resolution on the Minister of Agriculture and Food, subitems 1.2 and 1.3 of Item 1 of this resolution - on chairmen of regional executive committees.

5. To assign coordination of work on accomplishment of this resolution to the Ministry of Agriculture and Food.

6. This resolution becomes effective after its official publication.
