Rules of registration and accounting of persons to which vehicles are given to temporary ownership and use

1. These rules of registration and accounting of persons to which vehicles are given to temporary ownership and use (further - Rules) determine order of registration and accounting of persons using vehicles based on powers of attorney (further - the confided persons).

2. For registration and accounting of persons to which vehicles are given to temporary ownership and use the confided persons address to registration and examination divisions of law-enforcement bodies, the centers for servicing of the population (further - RAP / TsON), and also can be registered by means of the web portal of "the electronic government" - www.e.gov.kz.

3. In case of the address to the RAP/TSON for registration by the confided person are provided:

1) the power of attorney on vehicle control;

2) registration certificate of the vehicle;

3) the identity document of the confided person.

In case of submission of the power of attorney which is drawn up in simple written form presence of the vehicle owner with its identity certificate is necessary.

4. In case of the address of the confided persons for registration in the RAP/TSON the employee the RAP/TSON provides input in information system of authorized body of the following data:

1) data on the vehicle (brand/model, year of manufacture, body number, chassis number, state registration number board, series, number and date of issue of the registration certificate of the vehicle);

2) information about the vehicle owner (surname, name, middle name, birth date, individual identification number, address of permanent or temporary registration, place of employment, contact telephone number);

3) the information about the confided person (surname, name, middle name, birth date, floor, series, number and document type, proving the identity by whom and when it is issued individual identification number, the address of permanent or temporary registration, place of employment, contact telephone number);

4) data on the document on the basis which the confided person uses the vehicle:

in case of submission of the power of attorney which is drawn up in simple written form - the name of the power of attorney by whom and when it is issued, effective period of the power of attorney;

in case of provision of notarially drawn up power of attorney - the name of the power of attorney by whom and when it is issued, effective period of the power of attorney, series and number of the power of attorney, registration date and number of issue according to the register.

5. In case of the address through the web portal of "the electronic government" the vehicle owner sends inquiry in electronic form, certified by the digital signature.

6. Data of identity documents of the vehicle owner, the confided person, registration certificates of the vehicle the employee of RAP / TsON receives from the corresponding state information systems in the form of electronic documents.

7. In case of the address through the web portal of "the electronic government" the vehicle owner receives the notification on acceptance of request with indication of date and time of receipt of result of the state service in "personal account" on the web portal of "the electronic government".

8. When entering into information system of authorized body of the data specified in subitems 1), 2), 3) of item 4 of these rules the request for conducting check of number aggregates of vehicles - regarding stealing and legality of vehicle registration, biographical particulars of the confided person - regarding search is automatically created.

9. In the course of carrying out registration actions in the power of attorney are put down:

1) stamp with the name RAP/TSON;

2) registration date of the power of attorney;

3) signature, surname and employee's initials RAP/TSON. Prints out the power of attorney on the right of vehicle control received in "personal account" on the web portal of "the electronic government" the vehicle owner independently. At the same time additional registration of the power of attorney in the RAP/TSON is not required.

10. Time of registration and accounting of the confided person in REP cannot exceed 1 hour from the moment of delivery of document package, in case of registration by means of the web portal of "the electronic government" - no more than 2 hours.

11. After completion of registration actions the documents specified in Item 3 of these rules return to the confided person.
