1. Approve the enclosed Regulations on compensation of the employees of Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications replacing the positions which are not positions of Federal public civil service.

2. Direct this order to state registration in the Ministry of Justice of the Russian Federation.

I. General provisions

1. This Provision is developed according to the order of the Government of the Russian Federation of March 24, 2007 No. 176 "About compensation of employees of the federal state bodies replacing the positions which are not positions of Federal public civil service" (The Russian Federation Code, 2007, No. 14, Art. 1689; No. 44, Art. 5375; 2008, No. 14, Art. 1418; No. 40, Art. 4541; 2009, No. 14, Art. 1654; 2011, No. 2, Art. 347; No. 51, Art. 7526; 2012, No. 21, Art. 2647; 2013, No. 42, the Art. 5370) also determines payment procedure of work of the employees of Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications replacing the positions which are not positions of Federal public civil service (further - workers).

2. Compensation of the worker consists of monthly official pay rate of the worker (further - official pay rate), monthly and other additional payments (further - additional payments).

3. The sizes of official pay rates are established by appendix to the order of the Government of the Russian Federation of March 24, 2007 No. 176 "About compensation of employees of the federal state bodies replacing the positions which are not positions of Federal public civil service".

4. To workers the following monthly payments are made:

a) the monthly allowance for complexity, intensity and high achievements in work - in the amount of 50 to 100 percent of official pay rate;

b) the monthly allowance to official pay rate for long service in the following sizes:

from 3 to 8 years - 10 percent;

from 8 to 13 years - 15 percent;

from 13 to 18 years - 20 percent;

from 18 to 23 years - 25 percent;

over 23 years - 30 percent;

c) award by results of work;

d) the monthly percentage allowance to official pay rate for work with the data which are the state secret - in the amount of and procedure, determined in accordance with the legislation of the Russian Federation;

e) monthly cash encouragement - in the amount of one official pay rate;

e) lump sum payment by provision of annual paid leave once a year - in the amount of two official pay rates;

g) the financial support paid within the salary fund.

To workers other payments provided by the relevant Federal Laws and other regulatory legal acts of the Russian Federation are made.

II. Procedure for establishment of additional payments

5. The monthly allowance for complexity, intensity and high achievements in work (further - the allowance to official pay rate) is established to the workers appointed to the positions which are not positions of Federal public civil service on condition of achievement of high effectiveness of work by them.

6. As indicators of assessment of effectiveness of work for which accomplishment the allowance to official pay rate is established are determined:

a) accomplishment of the most important, complex and responsible works;

b) performance of works of high tension and intensity (the large volume of works, systematic accomplishment of the urgent and urgent works requiring special attention, etc.), special operating mode (conversion over the normative duration of the working day).

7. In case of change of kind of work and depending on results of activities of the worker the allowance size to official pay rate can be changed within the established size.

The monthly allowance to official pay rate is paid along with payment of monetary pay for the expired month.

III. Awarding by results of work

8. Awarding of workers is made by results of work taking into account personal deposit of each worker in implementation of tasks and functions of Roskomnadzor.

9. Awards by results of work (further - awards) are established and paid for certain period of time (month, quarter, half-year, year).

10. The order on payment of award can be issued concerning all workers, and also concerning employees of separate structural divisions or personally concerning specific workers.

11. The basis for the publication of the order on payment of award is timely, high-quality and successful accomplishment by workers of job responsibilities.

12. The workers who worked incomplete month can be awarded taking into account time which is actually worked them.

13. The size of awards is not limited.

IV. Procedure for lump sum payment by provision of annual paid leave and financial support

14. To workers once a year by provision of annual paid leave lump sum payment in the amount of two official pay rates based on the application in person of the worker is made.

15. By provision of annual paid leave in parts lump sum payment is made in case of registration of part of annual leave, the component is at least 14 days old, based on the application in person of the worker.

16. Financial support is paid to workers within the salary fund at the rate of two official pay rates based on the application in person. Types and the purposes of rendering financial support are concretized in the local regulation of organization about payments of social nature or the collective agreement.

17. Total amount of the financial support paid in calendar year to the worker is not limited to the maximum size.
