1. Approve the enclosed Rules of rendering assistance to citizens of Ukraine and to the persons without citizenship who were constantly living in the territory of Ukraine and arrived to the territory of the Russian Federation in the emergency mass procedure in ensuring journey and conveyance to the place of stay in the territory of the Russian Federation.

2. According to Item 13 of part 1 of article 23 of the Federal law "About the Federal Budget for 2014 and for Planning Period of 2015 and 2016" to send the budgetary appropriations provided to the Ministry of Finance of the Russian Federation on the subsection "General Economic Questions" of the Section "National economy" of classification of budgets expenses at the rate to 230 million rubles to the Federal Migration Service for rendering assistance to citizens of Ukraine and to the persons without citizenship who were constantly living in the territory of Ukraine and arrived to the territory of the Russian Federation in the emergency mass procedure in ensuring journey and conveyance to the place of stay in the territory of the Russian Federation.

3. According to Item 10 of part 1 of article 21 of the Federal law "About the Federal Budget for 2015 and for Planning Period of 2016 and 2017" to send budgetary appropriations in the amount up to 36342 thousand rubles to the Federal Migration Service for rendering assistance to citizens of Ukraine and to the persons without citizenship who were constantly living in the territory of Ukraine and arrived to the territory of the Russian Federation in the emergency mass procedure in ensuring journey and conveyance to the place of stay in the territory of the Russian Federation.

Rules of rendering assistance to citizens of Ukraine and to the persons without citizenship who were constantly living in the territory of Ukraine and arrived to the territory of the Russian Federation in the emergency mass procedure in ensuring journey and conveyance to the place of stay in the territory of the Russian Federation

1. These rules establish procedure for rendering assistance to citizens of Ukraine and to the persons without citizenship who were constantly living in the territory of Ukraine and arrived to the territory of the Russian Federation in the emergency mass procedure in ensuring journey and conveyance to the place of stay in the territory of the Russian Federation (further - citizens of Ukraine and stateless persons).

2. Assistance to citizens of Ukraine and to stateless persons appears territorial authorities of the Federal Migration Service by means of issue of tickets for following of citizens of Ukraine and stateless persons on the territory of the Russian Federation from temporary accommodation center or other place of stay in the subject of the Russian Federation to the new place of stay in the territory of the Russian Federation on condition of acceptance in the specific subject of the Russian Federation of citizens of Ukraine and stateless persons over the distribution approved by the order of the Government of the Russian Federation of July 22, 2014 No. 691 "About approval of distribution on subjects of the Russian Federation of the citizens of Ukraine and persons without citizenship who were constantly living in the territory of Ukraine and arrived to the territory of the Russian Federation in the emergency mass procedure".

3. Travel documents provide to the citizen of Ukraine and the stateless person the right to journey (including free food and bedding) and free conveyance in destination on the regulations of free conveyance established by the legislation of the Russian Federation.

4. Ensuring journey and conveyance to the place of stay in the territory of the Russian Federation of citizens of Ukraine and stateless persons is performed once.

5. To citizens of Ukraine and stateless persons compensation for the transportation expenses which are earlier incurred by them is not made.

6. Journey of citizens of Ukraine and stateless persons and transportation of their baggage are performed by railway or road transport, and in case of impossibility of use of these modes of transport - inland water, sea or air transport according to the regulations governing the relations on transportation of passengers and their baggage.

7. Fare is determined taking into account optimal variant of following to destination and shall not exceed fares:

a) by rail - in couchette car of the train of any category;

b) road transport - in the bus of general type, and also in the bus with soft folding seats;

c) air transport - in salon of economy class of the aircraft. When using air transport for journey of citizens of Ukraine and stateless persons to the place of stay in the territory of the Russian Federation travel documents (tickets) are processed acquired) only on flights of the Russian airlines or airlines of other state members of the Eurasian Economic Union, except as specified, if these airlines do not perform passenger traffic from the location of specified persons or if execution (acquisition) of travel documents (tickets) for flights of these airlines is impossible in view of their absence for date of departure from the location of specified persons;

d) inland water transport - in cabin of the II category of the river craft;

e) sea transport - in cabin of III group of the ocean ship of regular transportation lines.

8. Acquisition of tickets to citizens of Ukraine and stateless persons is performed by territorial authority of the Federal Migration Service within the budgetary appropriations provided to the specified Service on these purposes.
