Form and procedure for holding examination in Russian as foreign, to history of Russia and bases of the legislation of the Russian Federation

1. This Procedure determines rules of holding examination in Russian as foreign, to history of Russia and bases of the legislation of the Russian Federation for foreign citizens and persons without citizenship (further respectively - complex examination, foreign citizens) the educational organizations in the territory of the Russian Federation or beyond its limits included in the list of the educational organizations holding the complex examination approved by the Ministry of Education and Science of the Russian Federation <1> (further - the organization holding complex examination), and form of its carrying out.

2. Complex examination is held for the purpose of confirmation of ownership of foreign citizens by Russian, knowledge of history of Russia and bases of the legislation of the Russian Federation according to the requirements to the minimum level of knowledge necessary for passing the specified complex examination approved by the Ministry of Education and Science of the Russian Federation (further - requirements to the minimum level of knowledge) <1>.

For the purpose of development of methodical ensuring holding complex examination and control measuring materials for preparation and holding complex examination, according to requirements to the minimum level of knowledge, the Ministry of Education and Science of the Russian Federation creates the commission which structure is created of number of persons employed of the organizations holding complex examination and affirms the Ministry of Education and Science of the Russian Federation.

5. If complex examination is held outside the organization holding complex examination, it has the right to organize holding complex examination regarding documents acceptance, information support, consultation of foreign citizens concerning holding complex examination, training of foreign citizens for holding complex examination, organizational technical supply of the procedure of holding complex examination, and also delivery of certificates on ownership of Russian, knowledge of history of Russia and bases of the legislation of the Russian Federation to foreign citizens through other organization based on the relevant agreement.

6. For holding complex examination the organization holding examination creates the commissions on holding complex examination.

The structure of the commission on holding complex examination headed by the chairman of this commission is created of number of the pedagogical workers belonging to the faculty, having the higher education in the direction of preparation "Philology" and (or) "Linguistics", "History", "Law".

7. For the purpose of permission of the matters of argument arising in case of estimation of results of complex examination, the organization holding complex examination creates disputes committees.

The structure of disputes committees is created of number of the pedagogical workers belonging to the faculty and having the higher education in the directions of preparation "Philology", "Linguistics", "History", "Law", representatives of the interested public authorities, the organizations performing educational activities, public and other associations.

13. The organizations holding complex examination not later than week before holding complex examination place information on dates of complex examination and demonstration versions of tests at the information stands and the official sites on the Internet, and also on the websites of other organizations, in case of holding complex examination outside the organization holding complex examination.
