About ensuring implementation of single state policy of reforms in Ukraine

For the purpose of ensuring implementation of the single, approved state policy of reforms in Ukraine, adjustments of the effective mechanism of interaction of state bodies and institutes of civil society in the course of implementation of reforms, with attraction to cooperation on these questions of the international community, implementation of system approach to strategic planning, coordination of line items and monitoring of realization of reforms on ensuring sustainable development of Ukraine as prerequisites of growth of welfare of its population, achievement of the European standards of providing and protection of rights and freedoms of man and citizen, according to Item I decide 28 parts one of article 106 of the Constitution of Ukraine:

1. Create:

National council of reforms as special advisory advisory body in case of the President of Ukraine concerning strategic planning, coordination of line items on implementation in Ukraine of single state policy of reforms and their realization;

Executive committee of reforms as facilitative branch in case of the President of Ukraine whose main objective is preparation of offers on strategic planning of reforms, their approved implementation and monitoring of realization of reforms.

2. Determine that:

The chairman of National council of reforms is the President of Ukraine;

Are part of National council of reforms: The chairman of the Verkhovna Rada of Ukraine (in coordination), the Prime Minister of Ukraine and other cabinet ministers of Ukraine who head the ministries, - in coordination with the Prime Minister of Ukraine, the Secretary of the National Security and Defense Council of Ukraine, and also from consent: The chairman of the National Bank of Ukraine, chairmen of committees of the Verkhovna Rada of Ukraine, heads of deputy fractions which created the coalition of deputy fractions in the Verkhovna Rada of Ukraine, four representatives from public associations;

The executive committee of reforms is formed as a part of cochairmen who are: The presidentns deputy chief of staff of Ukraine to whose maintaining questions of implementation of reforms are carried, - on position, one of cabinet ministers of Ukraine - in coordination with the Prime Minister of Ukraine, and also the chairman of one of committees of the Verkhovna Rada of Ukraine (in coordination). Cochairmen of Executive committee of reforms are appointed by the President of Ukraine;

the staff of National council of reforms is approved by the President of Ukraine;

The chairman and members of National council of reforms, cochairmen of Executive committee of reforms participate in work of National council of reforms and Executive committee of reforms on a voluntary basis.

3. Appoint Saenko Alexander Sergeyevich - the Minister of the Cabinet of Ministers of Ukraine, Gopko - the chairman of Committee of the Verkhovna Rada of Ukraine on foreign affairs (in consent) and Marchenko Sergey Mikhaylovich - the Presidentns deputy chief of staff of Ukraine - the cochairman of Executive committee of reforms.
