About approval of Rules of issue of the passport of the citizen of the Republic of Tajikistan

For the purpose of execution of the Presidential decree of the Republic of Tajikistan of September 20, 2013, "About introduction of ID cards of citizens of the Republic of Tajikistan" the Government of the Republic of Tajikistan decides No. 1519:

1. Approve Rules of issue of the passport of the citizen of the Republic of Tajikistan it (is applied).

2. To the Ministry of Foreign Affairs of the Republic of Tajikistan, the Ministry of Internal Affairs of the Republic of Tajikistan in two-month time to develop and approve the joint Instruction about procedure for application of Rules of issue of the passport of the citizen of the Republic of Tajikistan.

3. In case of issue of the passport of the citizen of the Republic of Tajikistan it is strict to Ministry of Foreign Affairs of the Republic of Tajikistan, Ministry of Internal Affairs of the Republic of Tajikistan and their subordinate divisions to be guided by these rules.

4. Determine that the centers of information collection of the Ministry of Internal Affairs of the Republic of Tajikistan in accordance with the established procedure submit reports to the Ministry of Foreign Affairs of the Republic of Tajikistan.

5. Recognize voided since January 1, 2015:

- the order of the Government of the Republic of Tajikistan of September 5, 1996, No. 414 "About enforcement of the passport of the citizen of the Republic of Tajikistan";

- the order of the Government of the Republic of Tajikistan of July 15, 1997, No. 302 "About approval of the Regulations on passport system in the Republic of Tajikistan";

- the resolution of the Cabinet of Ministers of the Republic of Tajikistan of July 14, 1992, No. 255 "About some questions of entering into passports of citizens of the Republic of Tajikistan of record about nationality".

Rules of issue of the passport of the citizen of the Republic of Tajikistan

1. General provisions

1. The passport of the citizen of the Republic of Tajikistan (further - the passport) is the identity document of the citizen and confirming citizenship of the Republic of Tajikistan in the territory of the republic and beyond its limits according to international agreements of the Republic of Tajikistan.

2. The passport is property of the Republic of Tajikistan, and its owner uses protection and protection of the Republic of Tajikistan.

3. Authorized state bodies on registration and issue of the passport are the Ministry of Foreign Affairs of the Republic of Tajikistan, the Ministry of Internal Affairs of the Republic of Tajikistan and its territorial subdivisions.

8. The passport is issued by territorial subdivisions of the Ministry of Internal Affairs of the Republic of Tajikistan to citizens according to registration at the place of residence or in the place of stay based on the following submitted documents:

- the certificate of birth for citizens of the reached 16th summer age, the passport of parents and their copy (in case of primary receipt of the passport). In case of receipt of the passport by persons 18 years of age or over, except submission of the specified documents the conclusion about identification is also performed and taken out;

- the passport of sample of 1996, the passport (further - passports) which are subject to replacement;

- passport of the citizen of the USSR of sample of 1974;

- registration certificates of acts of civil status (certificate: about change of surname, name, middle name, about marriage, about annulment of marriage, about registration of death of the spouse/spouse);

- statement for loss or theft of the passport;

- the document confirming acquisition of citizenship of the Republic of Tajikistan, recovery in citizenship of the Republic of Tajikistan, in case of need the reference confirming belonging to citizenship of the Republic of Tajikistan. At the same time the identity document of the person (the passport, the residence permit and other documents) accepted in citizenship of the Republic of Tajikistan or recovered in citizenship of the Republic of Tajikistan is submitted;

- the pension certificate and the statement from the Dismissal order in inventory of the military personnel dismissed from armed forces of the Republic of Tajikistan which if necessary are checked according to law-enforcement bodies about availability of passports at them;

- the reference of medical institution in case of correction of sex or correction of person;

- the certificate of medical institution of blood type and Rhesus factor (at the request of the applicant), in case of lack of stamp about these data in passports of sample of 1996;

- the documents necessary for registration at the place of residence or in the place of temporary stay;

- the receipt on payment of the established collection for issue of the passport.

If necessary the copies of assembly records of registration certificates of acts of civil status and other documents provided by the joint Instruction of the Ministry of Foreign Affairs of the Republic of Tajikistan and the Ministry of Internal Affairs of the Republic of Tajikistan are requested.

3. Procedure for registration, issue and exchange of the passport

9. The passport is filled in Cyrillic (in Tajik) and Latin (in English) with letters. It is forbidden to use the letters which are not provided in Tajik.

On the face of the passport the following data are placed:

- surname, name and middle name Cyrillic and Latin letters;

- floor abbreviation Cyrillic and Latin letters;

- nationality abbreviation Cyrillic and Latin letters;

- beginning of action;

- birthplace abbreviation Cyrillic and Latin letters;
