1. Approve the enclosed rules of registration in the database of the state town-planning inventory of town-planning projects, preproject and project (project and estimate) documentation, and also objects of architectural, town-planning and construction activities.

2. To provide to department of architecture, town planning and construction (S.M.'s Dembay):

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) official publication of this order after its state registration in the Ministry of Justice of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of regional development of the Republic of Kazakhstan.

3. This order becomes effective after ten calendar days after day of its first official publication.

Rules of registration in the database of the state town-planning inventory of town-planning projects, preproject and project (project and estimate) documentation, and also objects of architectural, town-planning and construction activities

Chapter 1. General provisions

1. These rules of registration in the database of the state town-planning inventory of town-planning projects, preproject and project (project and estimate) documentation, and also objects of architectural, town-planning and construction activities (further - Rules) are developed according to subitem 15-1) of article 20 of the Law of the Republic of Kazakhstan "About architectural, town-planning and construction activities in the Republic of Kazakhstan" and determine order of registration in the database of the state town-planning inventory (further - GGK) town-planning projects, preproject and project (project and estimate) documentation, and also objects of architectural, town-planning and construction activities.

2. Registration in the GGK database (further - registration) - registration of objects of architectural, town-planning and construction activities and the related documents and also town-planning projects, preproject and project (project and estimate) documentation in the GGK database.

The purpose of registration is:

1) accounting of all existing, designed, under construction (reconstructed) elevated and underground projects of architectural, town-planning and construction activities;

2) space binding of materials in the database of the Automated information system GGK (further - AIS GGK).

3) monitoring of development of the territories of settlements.

3. Are subject to registration in GGK base:

1) master plans of settlements;

2) the master plans combined with drafts of the detailed layout;

3) drafts of the detailed layout and projects of building;

4) projects of improvement and gardening, other planning projects;

5) decisions for choice, to provision, and in the cases provided by legal acts and to withdrawal for the state needs of the parcels of land in the corresponding territory for building or other town-planning development;

6) the solution on reconstruction (re-planning, re-equipment) of rooms (separate parts) of the existing buildings and constructions connected with change of the bearing and protecting (outside) designs, engineering systems and the equipment;

7) architectural and planning tasks;

8) specifications on connection to sources of engineering and utility support;

9) construction projects, including the approved conceptual designs;

10) positive conclusions of complex town-planning examination of town-planning projects;

11) positive conclusions of complex non-departmental examination of construction projects;

12) materials of engineering and geodetic researches (surveys on blueprint stage and executive shootings at stage of acceptance of object in operation) objects of architectural, town-planning and construction activities;

13) the acceptance act of object in the operation/acceptance act of the constructed object in operation by the owner independently, with appendix of executive geodetic surveying of actual position of engineering networks and (or) buildings (constructions).

Chapter 2. Order of registration of town-planning projects, preproject and project (project and estimate) documentation, and also objects of architectural, town-planning and construction activities

4. Registration is performed by the republican state company for maintaining GGK (further - the Company) by means of AIS GGK.

5. The order of registration includes:

1) reception of applications on registration of town-planning projects, preproject and project (project and estimate) documentation, and also objects of architectural, town-planning and construction activities;

2) space binding in the AIS GGK database of materials of engineering and geodetic researches (surveys on blueprint stage and executive shootings at stage of acceptance of object in operation) according to the state standard rates of GGK and engineering and geodetic researches (system of coordinates, scale, graphical symbols);

3) in the absence of notes/discrepancies registration and entering into AIS GGK with assignment of registration number is performed.

In case of nalichiya of notes and detection of discrepancies of materials, the adequate notice before the expiration of the terms of registration specified in Item 7 of these rules goes. After elimination of notes/discrepancies the registration application is submitted repeatedly.

6. Consideration of materials of engineering and geodetic researches (surveys on blueprint stage and executive shootings at stage of acceptance of object in operation) objects of architectural, town-planning and construction activities is performed in 3 stages:

1) check in AIS GGK on compliance:

to required formats of data (*.dwg);

to the submitted technical report of survey with approval of asset holders of utility networks;

2) cameral check is performed on compliance:

relevance of materials of engineering and geodetic researches (topographical and executive shootings);

to the state standard rates of GGK and engineering and geodetic researches (system of coordinates, space binding of shooting, scale, graphical symbols, display of obligatory characteristics of objects);

3) In need of refining of these engineering and geodetic researches field inspection is performed by the staff of the Company or its branches with creation of acts of field control, including:
