According to item 4 of part 2 of article 5 of the Federal law "About Counteraction to Terrorism" Government of the Russian Federation decides:

Approve enclosed:

requirements to anti-terrorist security of objects (territories) of the Federal Service for Technical and Export Control, its territorial authorities and subordinated organizations;

form of the material safety data sheet of objects (territories) of the Federal Service for Technical and Export Control, its territorial authorities and subordinated organizations.

Requirements to anti-terrorist security of objects (territories) of the Federal Service for Technical and Export Control, its territorial authorities and subordinated organizations

I. General provisions

1. These requirements are developed for the purpose of establishment of complex of organizational, technical, legal and other measures of anti-terrorist security of objects (territories) of the Federal Service for Technical and Export Control, obligatory for accomplishment (further - objects (territories), their categorization taking into account the degree of threat to making on them to acts of terrorism and possible effects of their making, and also for the purpose of determination of procedure for development, content and form of the material safety data sheet of these objects (territories).

2. For the purposes of these requirements objects (territories) are understood as complexes technologically and technically the buildings connected among themselves, structures, constructions and systems, certain buildings, structures and constructions which owner are the Federal Service for Technical and Export Control, its territorial authorities and the subordinated organizations (further - the bodies and (or) the organizations operating objects (territories) or which belong to the sphere of their activities.

3. These requirements do not extend to objects (territories) which are subject to obligatory protection by police.

II. Categorization of objects (territories) and procedure for its carrying out

4. For the purpose of establishment of the differentiated requirements of ensuring anti-terrorist security of objects (territories) their categorization is performed.

Objects (territories) which are located on one or several territorially connected platforms which owner is one body or the organization operating objects (territories) are subject to categorization as one object (territory).

Objects (territories) which are located on territorially remote and (or) technologically and technically the platforms which are not connected among themselves which owner is one body or the organization operating objects (territories) are subject to categorization as separate objects (territories).

5. The following categories of objects (territories) are established:

potentially dangerous objects (territories);

other objects (territories) which are not referred to category of potentially dangerous objects (territories).

6. Categorization of objects (territories) is performed based on assessment of condition of the security of objects (territories) considering their importance for infrastructure and life support, degree of potential danger and threat of making of act of terrorism on objects (territories) and also possible effects of its making.

The degree of threat to making of act of terrorism is determined based on data on the conducted and prevented terrorist attacks. Possible effects of making of act of terrorism on object (territory) are determined based on forecast indicators about the number of the employees of body or organization operating object (territory) and quantity of the population which can die or receive harm to health, possible material damage and damage to the surrounding environment around finding of object (territory).

7. Objects (territories) on which use belong to the category of potentially dangerous objects (territories), make, overwork, store, operate, transport or destroy the radioactive, pozharovzryvoopasny, dangerous chemical and biological materials creating real threat of emergence of source of emergency situation.

8. On each object (territory) irrespective of its category potentially dangerous sites and (or) critical (most significant) elements of object (territory), making of act of terrorism on which will lead to the termination of normal functioning of object (territory) in general, to its damage or accident on object (territory), are allocated.

9. Categorization of object (territory) will be organized by the head of body and (or) organization, operating objects (territories).

10. Operating object (territory), the commission on categorization of object (territory) is appointed the head of body and (or) organization (further - the commission). The commissions are included employees of body and (or) organization, operating object (territory), representatives of territorial authority of safety and territorial authority of the Ministry of Internal Affairs of the Russian Federation. The commissions can be involved experts from number of persons employed of the specialized organizations having the right to perform examination of safety of objects (territories).

The head of body and (or) organization, operating object (territory), or his deputy supervising questions of anti-terrorist activities is appointed the commission chairman.

11. Results of work of the commission are drawn up by the act of categorization of object (territory). The statement of categorization of object (territory) is drawn up in 2 copies. One copy of the act of categorization of object (territory) is stored in the body and (or) the organization operating object (territory), the second copy is transferred to the Federal Service for Technical and Export Control.

12. Categorization of objects (territories) is carried out time in 5 years.

13. Accounting of potentially dangerous and other objects (territories) is performed by the Federal Service for Technical and Export Control.

III. The measures applied to ensuring anti-terrorist security of objects (territories)

14. Responsibility for ensuring anti-terrorist security of objects (territories) is conferred on heads of the bodies and (or) organizations operating objects (territories).

Anti-terrorist security of objects (territories) is provided with implementation of package of measures, directed:

a) on hindrance to illegal penetration on the territory of objects (territories);

b) on identification of potential violators of the modes set on objects (territories) and (or) signs of preparation or making of acts of terrorism;
