About measures for further enhancement of procedure for the organization and holding mass actions

For the purpose of further enhancement of procedure for the organization and holding mass actions, the Cabinet of Ministers decides strengthenings of measures for safety of citizens and public order in case of their carrying out:

1. Approve Rules of holding mass actions according to appendix No. 1.

2. To the Ministry of Internal Affairs of the Republic of Uzbekistan:

in a month to develop and approve standard form of the agreement on safety when holding mass actions;

take measures for establishment of tough control of the obligatory conclusion by organizers of mass actions of contracts with law-enforcement bodies on safety when holding mass actions, and also to exception of cases of their carrying out without receipt of the corresponding permissions;

provide effective coordination of actions of divisions of the ministries and departments involved in safety and public order during preparation and holding mass actions.

3. To provide to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent:

carrying out in a month actions for explanation of the purposes, content and the practical importance of this resolution among general population and subjects of entrepreneurship;

approval in two-month time on each subject to holding mass actions of the instructions regulating procedure for the organization and holding mass actions, structure and the regulations of work of the territorial commissions on control of holding mass actions;

completion in the three-months time of certification of subjects to holding mass actions with determination of specific borders of the adjacent territories, carrying out the analysis of technical condition of the available buildings, constructions and structures, technical, communication, fire-proof, evacuation constructions, access roads and parking of vehicles, Items of rendering primary medical care, technical equipment, settlement inventory and the nomenclature of the special means necessary for liquidation of emergency situations;

implementation of permanent monitoring of technical condition of subjects to holding mass actions for the purpose of establishment of operational reliability and stability of building constructions, equipment their communication, fire-proof, evacuation and other technical means and systems of safety of participants of mass actions, establishment of system control of timely elimination by administration of objects of the revealed shortcomings.

4. To the ministry of cases of culture and sport of the Republic of Uzbekistan:

in a month together with the Ministry of Internal Affairs, the Ministry of Emergency Situations and the Ministry of Health of the Republic of Uzbekistan to organize carrying out with administrations and heads of technical services of subjects to holding mass actions of instructing in questions of compliance with the law, construction, fire protection, environmental and sanitary and hygienic regulations and requirements by preparation and holding mass actions, and also actions in case of emergency situations;

provide realization of necessary measures for control of observance of requirements of this resolution by the subordinated organizations.

5. To the ministries and departments in two-month time to bring the departmental regulatory legal acts into accord with this resolution.

6. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 2.

7. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan A. I. Ikramov.

Rules of holding mass actions

I. General provisions

1. These rules determine procedure for the organization and holding mass actions in the territory of the Republic of Uzbekistan and regulate relations, obligations and the rights of their participants, administrations of subjects to holding mass actions of law-enforcement bodies, divisions of National guard of the Republic of Uzbekistan, and also other state bodies on safety of citizens and public order when holding mass actions.

2. Action of these rules does not extend to holding meetings, meetings, street processions and demonstrations, and also the wedding, family, anniversary celebrations, family funeral ceremonies and actions devoted to memory of deceased.

3. In these rules the following concepts are used:
