1. Approve the enclosed Instruction on the organization and carrying out selective state statistical observation about the salary of workers by professions and positions.
2. Declare invalid the resolution of National Statistical Committee of the Republic of Belarus of July 14, 2010 No. 114 "About approval of the Instruction on the organization of selective state statistical observation about the salary of workers by professions and positions".
3. This resolution becomes effective in fifteen working days after its signing.

1. This Instruction establishes procedure for the organization and carrying out the state statistics of selective state statistical observation by bodies about the salary of workers by professions and positions (further - selective observation) for the purpose of receipt of official statistical information on the nominal added average salary of workers by professions and positions, occupations, categories of personnel, floor, education, age, length of service in territorial section and by types of economic activity.
2. Selective observation is made two times in five years (in the first and penultimate years of five-years period) in form of the state statistical reporting 6-t (professions) "The wages report of workers by professions and positions" (further - form 6-t (professions)) for October.
3. In this Instruction the following main terms and their determinations are used:
population of respondents - all set of respondents whose signs shall be studied. Population joins the respondents who provided the state statistical reporting under form 12-t "The report on work" (further - form 12-t) for August of that year in which selective observation is made;
sample of respondents - the part of population of respondents which is selected for selective observation which shall be representative (representative) it is full and adequately to reflect properties and proportions of population;
selection share - the relation of amount of sample of respondents to amount of population of respondents;
cluster analysis - set of the mathematical methods intended for forming of groups of "uniform" respondents on information on distances or communications (proximity measures) rather "remote" from each other between them;
distribution coefficient - multiplier of distribution by means of which values of statistics of sample of respondents to population of respondents doschityvatsya;
multidimensional selection - selection of uniform groups of respondents on set of signs - attributive and quantitative statistics;

5. Forming of sample of respondents is performed by National Statistical Committee of the Republic of Belarus (further - Belstat) from population of respondents taking into account the following basic principles:
combinations of one-dimensional and multidimensional selection;
uses as multidimensional selection - the sampling model based on cluster analysis as one-dimensional selection - simple stratification and random check;
stratification of respondents in the place of their stay (area (city of Minsk)) and type of economic activity;
uses of optimality criterion of selection.
6. Selection of respondents on i-volume to type of economic activity j-oh of the area (city of Minsk) consists of the following stages:
6.1. installation of parameters in which selection of respondents will be made:
area (city of Minsk);
type of economic activity;
set of statistics: "salary fund of workers" main statistics, "average number of workers" additional statistics;
share of selection of respondents. The share of selection of respondents constitutes 35-40% of population. By types of economic activity various share of selection of respondents depending on the number of the respondents performing the corresponding type of economic activity, and the set degree of relative accuracy on the main statistics is applied.
The relative error of selection on the republic and areas (city of Minsk) shall constitute no more than 2%, by types of economic activity - no more than 6-7%, and by types of economic activity with midget size of population (5-15 respondents) - no more than 8-9%;
maximum share of selection of respondents;
step of share of selection of respondents (no more than 5 percent points);
admissible error of selection (9%);
