RESOLUTION OF COUNCIL OF MINISTERS OF THE REPUBLIC OF BELARUS

About compensation of workers

The Council of Ministers of the Republic of Belarus DECIDES:

1. Determine that:

in the state organizations and the organizations in which authorized capital the ownership ratio of the state constitutes more than 50 percent (further - the state organizations), increase in the amount of compensation of workers is made on condition of ratio of increase in labor productivity and the nominal added average monthly salary of more 1,0. Change of the amount of compensation and (or) salary structure to workers within the general amount of compensation established by local legal acts and employment contracts is allowed;

according to the decision of the head of the state organization the amount of compensation of employees of the separate division having separate balance can increase on condition of ratio of increase in labor productivity and the nominal added average monthly salary of more 1,0 in this separate division;

when calculating labor productivity in the state organization proceeds from sales of products, goods (works, services) or value added on one average worker are applied.

The choice of indicator of calculation of labor productivity is performed by the state organization for calendar year in coordination with higher body (organization).

Single change of indicator of calculation of labor productivity within calendar year in coordination with higher body (organization) is allowed.

In case of creation or reorganization of the state organization calculation of ratio of increase in labor productivity and the nominal added average monthly salary can be made proceeding from ensuring comparability of the corresponding indicators and conditions of activities.

2. Recommend to owners of property of the organizations of non-state pattern of ownership, including the organizations in which authorized capital the ownership ratio of the state constitutes less than 50 percent, not to allow advancing of growth of the nominal added average monthly salary of workers over increase in labor productivity.

3. The paragraph of the sixth of subitem 2.2 of Item 2 of the resolution of Council of Ministers of the Republic of Belarus of July 8, 2013 No. 597 "About enhancement of payment terms of work of heads of the organizations depending on results of financial and economic activities, recognition voided some resolutions of Council of Ministers of the Republic of Belarus and their separate structural elements" (The national legal Internet portal of the Republic of Belarus, 13.07. 2013, 5/37538; 01:01. 5/38229) to add 2014, with the words "in the amount of no more than 12 salaries inclusive".

4. Recommend to National Bank to be guided in case of establishment of payment procedure of work of heads of banks by Item 3 of this resolution.

5. To make to the Ministry of Labour and Social Protection and the Ministry of Economics explanations concerning application of this resolution.

6. This resolution becomes effective after its official publication.
