1. Approve the enclosed Rules of conducting technical investigation of the reasons of accidents on dangerous objects - elevators, lift platforms for disabled people, passenger conveyors (moving walking paths), escalators (except for escalators in the subways).

2. To Federal Service for Environmental, Technological and Nuclear Supervision in 3-month time to develop and approve:

form of the notification on accident on dangerous object;

form of the act of technical investigation of the reasons of accidents on dangerous objects.

3. The realization of this resolution is enabled within the number of employees of Federal Service for Environmental, Technological and Nuclear Supervision, its territorial authorities, and also budgetary appropriations provided to Service in the federal budget on management and management in the field of the established functions established by the Government of the limiting Russian Federation.

1. These rules establish procedure for conducting technical investigation of the reasons of accidents, including factual determination of accident and execution of the act of the reasons and about circumstances of accident on dangerous objects - elevators, lift platforms for disabled people, passenger conveyors (moving walking paths), escalators (except for escalators in the subways) (further - dangerous objects).

Accident is understood as damage or destruction of constructions, the technical devices used on dangerous object including the technical devices located on landing, floor platforms and in auxiliary rooms (mines, priyamka, machine and block rooms), refusal or damage of technical devices and variation of the mode of engineering procedure which arose in case of operation of dangerous object and entailed damnification by the victim.

The fact of accident is determined during conducting technical investigation of causes of accident on dangerous object which results are drawn up by the act of the reasons and of circumstances of accident on dangerous object.

Technical investigation of causes of accident on dangerous object includes establishment and documentary fixation of the reasons and circumstances of accident, determination of availability of the victims, and also the harm done to them as a result of accident, establishment of persons responsible for causing harm by the victim and development of actions for the prevention of emergence of accidents.

On dangerous object treat the act of the reasons and of circumstances of accident on dangerous object materials of technical investigation of causes of accident and the documents on circumstances and causes of accident attached to it on dangerous object which are drawn up by results of the made technical investigation of causes of accident.

Additional technical investigation of causes of accident on dangerous object includes the investigation of the reasons and circumstances of accident on dangerous object conducted in case of newly discovered facts, receipt of the claim, statement or other address for disagreement with conclusions of the commission and also in case of receipt of information testimonial of violation of established procedure of technical investigation of causes of accident on dangerous object.

2. Investigation and accounting of the accidents which happened on dangerous object to the workers and other persons participating in productive activity of the employer (including with persons which are subject to compulsory social insurance from labor accidents and occupational diseases), in case of execution of labor obligations by them or accomplishment of any work on the order of the employer (his representative), and also when implementing other lawful actions caused by employment relationships with the employer or made in its interests is performed according to the Labor Code of the Russian Federation.

3. In case of accident the owner of dangerous object within 24 hours sends to territorial authority of Federal Service for Environmental, Technological and Nuclear Supervision in the location of dangerous object the notification on accident on dangerous object according to the form approved by Federal Service for Environmental, Technological and Nuclear Supervision and also informs on accident on dangerous object law-enforcement bodies (police) and investigating authorities of the Investigative Committee of the Russian Federation.

4. In case of accident on dangerous object the owner of dangerous object takes measures for preserving on-scene situation of accident, except as specified, when it is necessary to take urgent measures for liquidation of accident on dangerous object and (or) to preserving life and human health.

In the presence on dangerous object of systems of video surveillance the owner of dangerous object takes measures for preserving the available photo and video content and transfers them to the commission chairman on technical investigation of causes of accident on dangerous object for familiarizing with investigation materials.

5. In case of impossibility of preserving on-scene situation of accident the owner of dangerous object prior to work for liquidation of accident on dangerous object and to elimination of its effects without fail provides photo and (or) video fixing of the place of accident for further transfer of materials photo and (or) video fixings of the commission on technical investigation of causes of accident on dangerous object.

6. On each fact of emergence of accident on dangerous object technical investigation of causes of accident on dangerous object is performed.

7. In case of accident on dangerous object with damnification of life, to health of the victims the territorial authority of Federal Service for Environmental, Technological and Nuclear Supervision within 24 hours after receipt of the notification on accident on dangerous object from the owner of dangerous object issues the order on conducting technical investigation of causes of accident on dangerous object and creation of the commission on technical investigation of causes of accident on dangerous object, determines structure of said commission.

8. The structure of the commission, stipulated in Item 7 these rules, join representatives:

territorial authority of Federal Service for Environmental, Technological and Nuclear Supervision;

local government body in the territory of which dangerous object is located; owner of dangerous object;
