About approval of Rules on safety control of transportation of dangerous goods concerning the objects of their transportation which are in operational management of the Ministry of Defence

Based on part three of article 17 of the Law of the Republic of Belarus of June 6, 2001 "About transportation of dangerous goods" in edition of the Law of the Republic of Belarus of July 12, 2013, subitem 7.4 of Item 7 of the Regulations on the Ministry of Defence of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 7, 2006 No. 719 "Questions of the central bodies of military management of Armed Forces of the Republic of Belarus", PRIKAZYVAYU:

1. Approve the enclosed Rules on safety control of transportation of dangerous goods concerning the objects of their transportation which are in operational management of the Ministry of Defence.

2. This order becomes effective since January 25, 2014.

Rules on safety control of transportation of dangerous goods concerning the objects of their transportation which are in operational management of the Ministry of Defence

Section I. General provisions. Terms, determinations and coverage of Rules

Chapter 1. General provisions

1. These rules are developed based on the Law of the Republic of Belarus of June 6, 2001 "About transportation of dangerous goods" in edition of the Law of the Republic of Belarus of July 12, 2013 (The national register of legal acts of the Republic of Belarus, 2001, No. 56, 2/775; National legal Internet portal of the Republic of Belarus, 24.07. 2013, 2/2060), resolutions of Council of Ministers of the Republic of Belarus of February 12, 2014 No. 117 "About measures for implementation of the Law of the Republic of Belarus "About modification and amendments in some laws of the Republic of Belarus concerning transportation of dangerous goods" (The national legal Internet portal of the Republic of Belarus, 18.02. 2014, 5/38427) (further - the resolution of Council of Ministers of the Republic of Belarus No. 117), the list of potentially dangerous objects, productions and the related types of activity having specifics of military application, which are subject to supervision, the Council of Ministers of the Republic of Belarus approved by the resolution of January 29, 2013 No. 66 "About some measures for implementation of the Presidential decree of the Republic of Belarus of July 26, 2012 No. 332" (The national legal Internet portal of the Republic of Belarus, 06.02. 2013, 5/36850).

2. In these rules general requirements and the main conditions of safety control of transportation of dangerous goods concerning the objects of their transportation which are in operational management of the Ministry of Defence are determined. Treat objects of transportation:

dangerous goods;

rail vehicles (the locomotives used for transportation of dangerous goods, the tank cars intended for transportation of dangerous goods and also other cars in which dangerous goods is transported);

automotive vehicles, including vehicles of the EX/II, EX/III, AT, FL, OX, MEMU types, and also cargo vehicles used for transportation of cylinders with dangerous goods of class 2, and the specialized vehicles intended for transportation of dangerous goods of class 7;

the container and packaging intended for transportation of dangerous goods;

communications, the constructions and devices used in transit dangerous goods (access railway tracks and materials handling platforms (platforms) used for transportation of dangerous goods);

transport and charging (transport) machines of guided-missile systems, surface-to-air missile guided-missile systems, reactive systems of volley fire.

In these rules relations, the rights and obligations of participants of transportation of dangerous goods are regulated. They extend to activities of the connections, military units, organizations of the Armed Forces, military educational institutions (daleevoinsky parts) transporting dangerous goods or being consignors or consignees of such loads.

Safety control of transportation of dangerous goods on air vehicles is determined in the aviation rules approved in accordance with the established procedure by regulatory legal acts (further - the NPA) the Ministries of Defence of the Republic of Belarus (further - the Ministry of Defence).

Chapter 2. Terms, determinations, units of measurement and coverage of rules on safety control of transportation of dangerous goods concerning the objects of their transportation which are in operational management of the Ministry of Defence

3. In these rules the following terms and their determinations are used:

emergency temperature - temperature at which emergency measures in case of loss of opportunity to regulate temperature shall be taken;

truck tank - the vehicle made for transportation of liquids, gases or the powdery or granulated substances and including one or several built-in tanks. In addition to actually vehicle or undercarriage nodes replacing it the truck tank consists of one or several cases, their equipment components and fitting for their fixture to the vehicle or to undercarriage nodes;

aerosol or aerosol dispenser - any vessel disposable meeting the requirements to production, testing of aerosol dispensers and reservoirs small, containing the gas made of metal, glass or plastic, containing compressed, liquefied or the gas dissolved under pressure, with liquid, paste or powder or without them, the supplied final device allowing to perform emission of content in the form of the firm or liquid particles weighed in gas, foams, paste or powder or in liquid or gaseous state;

cylinder - portable pressure vessel with a capacity no more than 150 l of water;

drum - the container of cylindrical form with flat or bumped heads made of metal, fiber cardboard, plastic, plywood or other suitable materials. This determination includes also container of other forms, for example container in the form of narrowed or extending (in the form of bucket) cone. This determination does not extend to wooden barrels and canisters;

drum under pressure - welded portable pressure vessel with a capacity from 150 to 1000 l of water (for example, the cylindrical vessels supplied with driving hoops, sferoobrazny vessels on skids);

the biological/technical name - the name used now in scientific and technical reference books, periodicals and publications. Trade names for this purpose shall not be used;

big container - the container having unobstructed capacity more than 3 m3 and the area concluded between four exterior bottom corners, at least 14 sq.m or at least 7 sq.m in the presence of the upper corner fittings;

barrel wooden - the container made of natural wood, with cross section in the form of circle, with convex walls, consisting from fastened with hoops klepok and the bottoms;

the tank car - the car which body is the boiler (reservoir) intended for transportation and storage of gaseous, liquid and other substances;

the vacuum tank for waste - the built-in tank, the removable tank, konteynertsisterna or removable tank body used, mainly, for transportation of dangerous wastes and the having special constructional characteristics and (or) the equipment for simplification of loading and unloading of waste;

the vacuum valve - the sprung device automatically working under the influence of pressure and serving for protection of the tank against inadmissible internal depression;

explosive substances - chemical or mix of the substances capable under the influence of external impacts to the bystry self-extending chemical transformation with allocation of lump of heat and gaseous products. Understand the characteristic of mix of explosive substances on content of the components entering it as structure of explosive mixture;

explosive products - the product containing one or several explosive or pyrotechnic substances except the devices containing explosive, pyrotechnic substances and structures in such quantity or such nature that their accidental ignition or other initiation will not be shown external in relation to product in the form of scattering, fire, smoke, heating, loud noise;

explosion by weight - explosion which at the same time covers all load;

the insert - the pipe or sack enclosed in container, including large-size container and container of average load-carrying capacity for bulk goods (further - KSGMG), but not being their integral part, and also locks of their openings;

capacity of the case or compartment of the case - total unobstructed capacity of the case or compartment of the case in liters or cubic meters. In cases when it is impossible to fill completely the case or compartment of the case in view of their form or design, for determination of extent of filling and marking of the tank this reduced capacity shall be used;

internal vessel - the vessel requiring availability of outer container for accomplishment of function of deduction of product;

the built-in tank - the tank having volume more than 1000 l, which is stationary established on the vehicle (which becomes in this case truck tank) or constituting integral part of frame of such vehicle;

gas - substance which at temperature of +50 °C has the steam pressure more than 300 kPa (3 bars) or is completely gaseous at temperature of +20 °C and normal pressure of 101,3 of kPa;

the hermetically sealed tank - the tank which openings are hermetically closed and which is not equipped with pressure-relief valves, burst disks or other similar safety appliances. The tanks having the pressure-relief valves located after burst disks are considered hermetically sealed;

load - any packaging or any packagings or any batch of dangerous goods provided by the consignor for transportation;

load gripping adaptation (for soft KSGMG) - any load-lifting loop, eye, bracket or frame attached to the KSGMG case or formed by continuation of KSGMG body material;

the consignor - military unit (organization) from which sending dangerous goods is performed;

the consignee - military unit (organization) in which order the load is transported;

packing group - group to which for the purposes of packing some substances depending on the danger degree characterizing them can be carried. Packing groups have the following values:

packing group of I - substance with high degree of danger;

packing group of II - substance with average degree of danger;

packing group of III - substance with low degree of danger;

filling pressure - the largest pressure which is actually reached in the tank during its filling under pressure;

emptying pressure - the largest pressure which is actually reached in the tank during emptying under pressure;

wooden KSGMG - the tough or folding wooden case with the internal insert (but without interior tare) both the corresponding service and constructional equipment;

reservoir (class 1) - boxes, large bottles, banks, drums, canisters and tubes, including any means of packing used in interior or intermediate tare;

tough internal capacitance (for compound KSGMG) - reservoir which keeps the general format in empty condition, without closing appliances and without envelope. Any internal capacitance which is not tough is considered soft;

liquid - substance which at temperature of +50 °C has the steam pressure no more than 300 kPa (3 bars) is not completely gaseous at temperature of +20 °C and pressure of 101,3 of kPa, has melting temperature or the beginnings of melting of +20 °C or less with pressure of 101,3 of kPa, is liquid according to testing by the ASTM D 4359-90 method and is not pasty according to the criteria applied when testing to determination of flowability (testing with use of the penetrometer);

lock - the device closing opening in vessel;

safety index on criticality in case of class 7ustanovlennoye material transportation for packaging, the transport packet or container containing fissionable material, number which is used for control of total quantity of the packagings, transport packets or containers containing fissionable material;

exclusive use in case of class 7 material transportation - use only by one consignor of the vehicle or big container concerning which all initial, intermediate and final loading and unloading transactions are performed according to instructions of the consignor or consignee;

leak test - testing for the purpose of determination of hermeticity of the tank, container or KSGMG, and also their equipment and closing appliances;

test pressure - the required pressure applied during pressure test when carrying out initial or recurring inspection;

canister - the metal or plastic container having in cross section the form of rectangle or polygon with one or several openings;

cage (class 2) - similar to linking of cylinders;

competent authority - the body or authorities or any other body or any other bodies appointed as those in each state and in each separate case according to the domestic legislation. Concerning objects of transportation of the dangerous goods which is in operational management of the Ministry of Defence, competent authority is management of the state supervision of the main military inspection of Armed Forces (further - management of the state supervision);

container tank - the unit of the transport equipment corresponding to determination of the term "container", consisting of the case and equipment components including the equipment providing the possibility of movement of container tank without considerable change of its provision used for transportation of the gaseous, liquid, powdery or granulated substances and the having capacity of more 0,45 of m3 (450 l);

tank boiler - reservoir (for the room and deduction of loads) on which case details and nodes of the operating and constructive equipment are mounted;

the constructional equipments of cases of truck tanks, removable tanks or container tanks - strengthening, fixing, the protective or stabilizing outside or internal elements of the case;

container - the piece of the transport equipment (cage or other similar adaptation) having permanent nature and owing to this fact rather strong to serve for reuse, specially designed for simplification of carriage of goods on one or several modes of transport without intermediate reloading of loads that it could be loaded and unloaded easily, and also supplied with the devices facilitating its fixture and processing, in particular, in case of its overload from one ferrycraft on another. The container has unobstructed capacity at least 1 m 3, except the containers intended for transportation of radioactive materials. The term "container" does not include regular types of container, KSGMG, container tanks or vehicles;

container of average load-carrying capacity for bulk goods (KSGMG) - the tough or soft figurative container which has volume no more than 3 m3 - for solid substances and liquids of packing groups II and III, no more 1,5 of m3 - for solid substances of packing group of I when soft, tough plastic, compound, cardboard or wooden KSGMG are used, no more than 3 m3 - for solid substances of packing group of I when metal KSGMG are used, no more than 3 m3 - for radioactive material of class 7, is intended for the mechanized processing and maintains the loadings arising in case of materials handling operations and transportation. Container tanks are not considered as KSGMG. KSGMG are not considered as containers for the purposes of these rules;

container tank - the piece of the transport equipment corresponding to determination of the term "container", consisting of the case and equipment components, including the equipment providing possibility of movement of container tank without considerable change of its provision, used for transportation of the gaseous, liquid, powdery or granulated substances and the m3 (450 l) having the capacity of more 0,45 when it is used for transportation of substances of class 2. KSGMG meeting requirements imposed to their production and testing are not considered as konteyneramitsisterna;

containers for bulk goods - the systems of deduction (including any insert or any covering) intended for transportation of the solid substances which are in direct contact with system of deduction. This determination does not cover container, KSGMG, large-size container and tanks;

control temperature - the maximum temperature at which safe transportation of organic peroxide or self-reactive substance can be performed;

the case (for all categories KSGMG, except compound KSGMG) - actually reservoir, including openings and their locks, except for the service equipment;

the case - the cover containing substance (including openings and their locks). This determination is not applied to vessels;

cryogenic vessel - pressure vessel with heat insulation for the cooled liquefied gases;

critical temperature - temperature above which substance cannot be in fluidity;

delivery ratio - the relation of mass of gas to the mass of water at temperature of +15 °C which completely would fill the pressure vessel serviceable;

the large-size container - container which consists of the outer container containing products or interior tare and which is intended for the mechanized processing and also has the net weight more than 400 kg or volume more than 450 l, but its amount does not exceed 3 m3;

KSGMG from fiber cardboard - the case manufactured of fiber cardboard with removable upper and lower covers or without them, if necessary with the internal insert (but without interior tare), and also with the corresponding service and constructional equipment;

IAEA - International Atomic Energy Agency;

the maximum capacity - the maximum unobstructed capacity of vessels or container, including KSGMG and large-size container expressed in cubic meters or liters;

the maximum net weight - the maximum net weight of content in single container or the maximum cumulative mass of interior tare and its content expressed in kilograms;

the most admissible weight gross KSGMG, except soft KSGMG, - the mass of KSGMG and any service or constructional equipment together with the maximum net weight;

the most admissible weight gross tanks - the mass of the empty tank and maximum demand permitted for transportation;

proof load (for soft KSGMG) - the maximum net weight which KSGMG is expected and which is permitted for transportation in it;

maximum working pressure (manometer pressure) - the greatest of the following three pressure: the largest actual pressure, admissible in the tank when filling (the most allowable pressure of filling), the largest actual pressure, admissible in the tank when emptying (the most allowable pressure of emptying), or the actual manometer pressure to which the tank under the influence of its content is exposed (including foreign gases which can be in it) at maximum operating temperature;

the small container - container, any of outside dimensions of which (length, width and height) constitutes less 1,5 of m or the unobstructed capacity of which makes no more than 3 m3;

sack - the soft container made of paper, polymeric film, textiles, woven material or other suitable materials;

multielement gas container (further - MEGK) - the container consisting of the elements connected among themselves by collector and established in frame design. As the MEGK elements are considered: cylinders, tubes, drums under pressure and linking of cylinders, and also tanks for transportation of gases of class 2 with a capacity more than 450 l;

number of the UN - the four-digit identification number of substance or product taken from Standard rules of the UN (further - No. of the UN). The dangerous goods transported by forces and means of military units is listed in the list of the dangerous goods permitted to transportation, specified in table 1 according to appendix 1,;

nominal capacity of vessel - the nominal amount of the dangerous substance containing in vessel expressed in liters. Nominal capacity of cylinder for compressed gas is its capacity on water;

furring - outer container with not continuous surfaces;

dangerous goods - the substances, materials and products having properties which manifestation in transit can serve as cause of explosion and (or) the fire to lead to death, disease, injuring, poisoning, radiation or burns of people and (or) animals, and also to cause damage of constructions, vehicles, other objects of transportation and (or) to do harm to the environment;

responsible for filling - military unit (organization) where the dangerous goods is loaded into the tank (truck tank, the removable tank, the figurative tank or konteynertsisterna) and (or) into the vehicle, big or small container for bulk goods or into transport means battery or MEGK;

waste - substances, solutions, mixes or products which are not intended for direct use, but which are transported for the purpose of their conversion, burial, destruction by means of burning or removal by other methods;

packet (transport) - the cover used by one consignor for consolidation of one or several packagings in separate unit for the purpose of simplification of materials handling operations and stacking during transportation;

transportation - change of the location of dangerous goods, including the stops which are required in accordance with the terms of transportation and any dwell-time of dangerous goods in vehicles, tanks and containers which is required in accordance with the terms of transportation to in time and after change of their location;

bulk transport (in bulk) - transportation of unpacked solid substances or products in vehicles or containers. This term is not applied to packed cargoes and to the substances transported in tanks;

the list of the dangerous goods allowed to transportation - transfer of dangerous goods in ascending order of No. of the UN with references to specific requirements which shall be applied in transit dangerous goods;

carrier - military unit (organization) which forces perform transport transaction on transportation of dangerous goods;

the figurative tank - the tank for bulk transportations with a capacity more than 450 l which is used for transportation of substances of class 2;

reusable plastic - the material recuperated from the used industrial container, purified and prepared for conversion in new container;

lift truck - military unit (organization) which forces perform loading of dangerous goods in the vehicle or big container;

line item "not specified specifically" (further - N.U.K.) - summary line item to which substances can be carried mixes, solutions or products if they are not named in the table 1 of appendix 1 or have the chemical, physical and (or) dangerous properties corresponding to class, classification code, packing group and the name and the description of line item of N.U.K.;

pressure-relief valve - the sprung device automatically working under the influence of pressure and serving for protection of the tank against inadmissible excessive internal pressure;

intermediate container - the container placed between interior tare or products and outer container;

working pressure - the steady pressure of compressed gas at reference temperature of +15 °C in the filled pressure vessel;

calculated pressure - the theoretical pressure equal to test pressure which depending on degree of danger of the transported substance can be higher or lower than working pressure;

summary line item - line item for accurately certain group of substances or products;

linking of cylinders - set of the cylinders firmly fastened among themselves, connected by collector and transported as a unit. Total capacity of sheaf shall not exceed 3000 l of water whereas the capacity of the sheaves intended for transportation of toxic gases of class 2 (the groups beginning with letter T according to Item 48 of these rules), is limited to 1000 l of water;

the service equipment - devices for filling, emptying, aeration, safety, heating and heat-insulating appliances, and also measuring instruments;

the mixing and charging machine (further - MEMU) - the machine or the vehicle with the machine established on them for production of explosive substances from the dangerous goods which is not explosive and their charging. The machine consists of different tanks and containers for bulk goods, production equipment, and also pumps and the related devices. MEMU can have special departments for the packed explosive substances;

plastic - polymeric materials, for example rubber when this term is used concerning internal capacitances of compound KSGMG;

vessel - reservoir for the room and deduction in it of substances or products, including any means of packing. This determination is not applied to cases;

pressure vessel - the general term covering cylinders, tubes, drums under pressure, the closed cryogenic vessels and linking of cylinders;

the specialized organization - military unit, the organization having permission to performance of works (rendering services) in the field of safety of transportation of dangerous goods issued in the main military inspection of Armed Forces;

the removable tank - the tank, except for the built-in tank, the figurative tank, container tank or element of transport means battery or MEGK with a capacity more than 450 l which are not intended for carriage of goods without overload and usually are subject to processing only in empty condition;

the removable tank body is considered container tank;

container (packaging set) - one or several vessels (receiving reservoirs) and any other components or materials necessary for accomplishment of function of deduction of product and other functions in the field of ensuring safety;

interior tare - container which in transit keeps within outer container;

the container combined - the container consisting of outer (transport) container and one or several units of interior tare enclosed in it;

the container of reusable use - container which was checked and acknowledged defect-free, able to affect its capability to pass operating tests. This term includes the container filled by the same content or content of similar compatibility and also the container transported on distribution chains which are controlled by the consignor;

outer container - external protection of the compound or combined container with any absorbing and gasket material, any other components necessary for deduction and protection of internal vessels and interior tare;

container compound (from plastic) - the container consisting of plastic internal vessel and outer container (from metal, fiber cardboard, plywood). Such container in assembled form remains indivisible unit which is filled, stored, transported and is emptied as such;

container compound (from glass, porcelain or ceramics) - the container consisting of glass, porcelain or ceramic internal vessel and outer container (from metal, tree, fiber cardboard, plastic, polyfoam);

solid substance - the substance having melting temperature or the beginnings of melting is above +20 °C with pressure of 101,3 of kPa which is not liquid according to result of testing on the ASTM D 4359-90 method or is pasty according to the criteria applied when testing to determination of flowability (testing with use of the penetrometer);

operating maintenance of tough KSGMG - the current accomplishment with metal, tough plastic or compound KSGMG of such transactions, as cleaning, dismantle and the subsequent installation or replacement of locks of the case (including the corresponding consolidations) or the service equipment according to initial technical requirements of the manufacturer on condition of pressure integrity check of KSGMG, recovery of the constructional equipment which is not intended directly for accomplishment of function of deduction of dangerous goods or preserving pressure of emptying for the purpose of ensuring compliance to design type (for example, straightening of racks or hoisting gears) provided that the function of deduction of product which is carried out by KSGMG is not affected;

operating maintenance of soft KSGMG - the current accomplishment with soft KSGMG from plastic or textiles of such transactions as cleaning or replacement of removable elements (inserts, shutoff valves) with the elements conforming to initial technical requirements of the manufacturer provided that these transactions do not affect negatively accomplishment of function of deduction of product by soft KSGMG and do not change type of its design;

flash temperature - the lowest temperature of liquid at which its vapors form flammable mix with air;

temperature of the self-accelerating decomposition (further - TSUR) - the lowest temperature at which there can be self-accelerating decomposition of substance in the container used during transportation;

the technical name - the acknowledged chemical name, if the umestnobiologichesky name, or other name used now in nauchnotekhnichesky reference books, periodicals and publications;

standard rules of the UN - the standard rules attached to the fifteenth reviewed edition of Recommendations about transportation of dangerous goods published by the United Nations (ST/SG/AC.10/1/Rev. 18);

transport unit - the car to which the trail car or structure consisting of the car and the trail car (semitrailer truck) linked to it is not fastened;

the vehicle - the car, the articulated vehicle, trail car and semitrailer truck used for transportation of dangerous goods;

the vehicle of the types EX/II, EX/III - the vehicle intended for transportation of explosive substances and products;

the FL vehicle - the vehicle intended for transportation of liquids with flash temperature not above +60 °C in the built-in tanks or removable tanks with a capacity more than 1 m3 or in container tanks, figurative tanks with an individual capacity more than 3 m 3, or the vehicle, intended for transportation of flammable gases in the built-in tanks or removable tanks with a capacity more than 1 m3 or in container tanks or figurative tanks or MEGK with an individual capacity more than 3 m of 3, or transport sredstvobatareya with a total capacity of 1 m 3, intended for transportation of flammable gases;

the OX vehicle - the vehicle intended for transportation of the stabilized hydrogen peroxide or the stabilized water solution of the hydrogen peroxide containing more than 60% of hydrogen peroxide in the built-in tanks or removable tanks with a capacity more than 1 m3 or in container tanks or figurative tanks with an individual volume more than 3 m3;

the AT vehicle - the vehicle, except the EX/III, FL or OH vehicle, intended for transportation of dangerous goods in the built-in tanks or removable tanks with a capacity more than 1 m3 or in container tanks, figurative tanks or MEGK with an individual capacity more than 3 m of 3, or transport sredstvobatareya with a total capacity more than 1 m 3, except the FL vehicle;

- watch the MEMU vehicle the mixing and charging machine;

transport means battery - the vehicle with set of the elements connected among themselves by collector and stationary established on transport unit. As elements of transport means battery are considered: the cylinders, tubes, linking of cylinders (which are also called by cages), drums under pressure, and also the tanks intended for transportation of gases of class 2, with a capacity more than 450 l;

packaging - the complete product of transaction of packing consisting of container, large-size container or KSGMG and their content, prepared for sending. This term includes the vessels for gases determined in this Chapter and also products which owing to their size, the weight or configuration can be transported by unpacked or be transported in frames, furrings or transport and loading devices, except for transportations of radioactive materials. This term is not applied to loads, the transported bulk (embankment), and to the loads transported in tanks;

the packer - military unit (organization) which service employees fill with dangerous goods container including large-size container and KSGMG, and in case of need prepare packagings for transportation;

steady pressure - pressure of content of the pressure vessel which is in condition of thermal and diffusion balance;

the tank - the case, including its service and constructional equipment. When the term "tank" is used separately, it means container tank, the figurative tank, the removable tank or the built-in tank which definitions are given in this part, including the tanks which are elements of transport means batteries or MEGK;

box - the container with continuous rectangular or polygonal walls made of metal, wood, plywood, wood material, fiber cardboard, plastic or other suitable materials. Availability of the small openings intended for convenience of processing or opening or necessary in connection with classification instructions is allowed if the specified openings do not influence integrity of container during transportation;

EN (standard) - the European standard published by the European committee on standardization (further - EKS);

ISO (standard) - the international standard published by International Organization for Standardization (ISO).

4. In these rules the units of measurement given according to appendix 2 are applied.

The International System of Units is accepted by the General conference on measures and scales.

If other is specifically not specified, the sign "%" in these rules means:

for mixes of solid substances or liquids, and also for solutions and solid substances moistened with liquid - the percentage share of weight calculated based on the total mass of mix, solution or the moistened solid substance;

for mixes of compressed gases: when loading under pressure - the percentage share of amount calculated based on the total amount of gas mix; when loading on weight the percent share of weight calculated based on mix total mass;

for mixes of the liquefied and dissolved gases - the percentage share of weight calculated based on mix total mass.

5. All types of pressure relating to vessels (for example, the test pressure, internal pressure, actuation pressure of pressure-relief valves), are always specified as manometer pressure (pressure, excessive in relation to atmospheric pressure), the steam pressure of substance is always expressed as absolute pressure.

In these rules if extent of filling of vessels is specified, extent of filling means at temperature of substances of +15 °C if any other temperature is only not specified.

6. When implementing forces and means of military units of transportation of dangerous goods outside the Republic of Belarus fulfill the safety requirements established by the European agreement on the international road delivery of dangerous goods (further - the agreement of DOPOG), by international conventions and intergovernmental agreements (agreements) which participant is the Republic of Belarus.

7. Action of these rules does not extend on:

7.1. technological movements of dangerous goods on road transport on the territory of military unit in which their production, conversion, storage, application or destruction are performed if such movements are performed without departure on highways public;

7.2. transportation of the machines or mechanisms containing dangerous goods in their indoor or operational equipment provided that measures for prevention of any leakage of content in usual conditions of transportation are taken;

7.3. the transportations performed by forces and means of emergency services or under their supervision in that measure in what they are necessary for carrying out wreckings, in particular the transportations performed:

7.3.1. on the breakdown lorries transporting the crashed or defective vehicles with dangerous goods;

7.3.2. for the purpose of localization and collection of dangerous goods in case of incident or accident, and also their moving to the safe place;

7.4. the transportations performed for the purpose of rescue of people or environment protection provided that all measures for ensuring complete safety of such transportations are taken, including in case of accomplishment of tasks on cleaning of the area of the explosive objects which remained after conducting combat operations, and also areas where the fires and explosions on arsenals, bases and warehouses of ammunition of Armed Forces took place;

7.5. transportation of the gases containing in fuel tanks of the vehicle performing transport transaction, and intended for ensuring draft or functioning of any equipment of the vehicle (for example, refrigerating);

7.6. transportation of the gases containing in fuel tanks of the transported vehicles. The crane between fuel tank and the engine shall be closed, and the electric contact is opened;

7.7. transportation of the gases relating to groups A and Oh, if gas pressure in vessel or the tank at temperature of +20 °C does not exceed 200 kPa (2 bars) and gas is not liquefied or cooled liquefied. Here any kinds of the vessels and tanks which are part of the machinery and appliances join;

7.8. transportation of the gases containing in the equipment used for operation of the vehicle (in the fire extinguishers, reserve beefy tires and beefy tires transported as load);

7.9. transportation of the gases containing in the special equipment of vehicles and necessary for functioning of this special equipment during transportation (cooling systems, heaters and so on), and also in reserve reservoirs for such equipment or the crude empty replaceable reservoirs transported in the same transport unit;

7.10. transportation of the gases containing in foodstuff or drinks;

7.11. transportation of the fuel containing in fuel tanks, performing transport transaction of the vehicle and intended for ensuring draft or functioning of any equipment of the vehicle. Fuel can be transported in the built-in fuel tanks which are directly connected to the vehicle engine and (or) auxiliary equipment and meet the requirements stated in corresponding to the NPA or can be transported in figurative fuel bowls (for example, in canisters).

Total capacity of the built-in fuel tanks shall not exceed 1500 l on one transport unit, and the capacity of the tank established on trail car shall not exceed 500 l. In figurative fuel bowls it is possible to transport no more than 60 l on one transport unit. These restrictions are not applied to vehicles which are operated in emergency services;

7.12. transportation of the fuel containing in fuel tanks of vehicles or other ferrycrafts (such as motor boats) which are transported as load if this fuel is intended for ensuring draft or functioning of any equipment of such means. During transportation all cranes between the engine (equipment) and fuel tank shall be closed, except cases when the crane be open for ensuring functioning of the equipment. When necessary, vehicles or other ferrycrafts shall be loaded upright and be fixed in order to avoid capsizing;

7.13. transportations if special provisions of column 7 of the table 1 of appendix 1 in parts or in full exempt transportation of separate dangerous goods from action of the requirements stated in these rules. Release is applied if in column 7 of the table 1 of appendix 1 in the graph for dangerous goods the reference to special provision is had;

7.14. transportations of some dangerous goods if the conditions stated in tables 1 and 2 according to the requirements specified in the references of column 8 of the table 1 of appendix 1 are complied;

7.15. transportation of the empty crude container (including KSGMG and large-size container) containing substances of classes 2, of 3, 4.1, 5.1, 6.1, 8 and 9, if proper measures on elimination of any danger are taken. Danger is considered eliminated if actions for neutralization of dangerous substances in accordance with the terms of transportation of specific dangerous goods are executed.

The empty crude container containing the substances referred to transport category Oh, also belongs to the transport category O. The empty crude container containing the substances referred to other transport category except category Oh, belongs to the transport category 4;

7.16. the quantity of the dangerous goods transported in one transport unit, which is not exceeding the values specified in the column 3 of appendix 3 for this transport category when the dangerous goods transported in transport unit belongs to the same category, or the values calculated according to Item 8 of these rules when the dangerous goods transported in transport unit belongs to the different transport categories;

7.17. the transportations performed on vehicles of Armed Forces when holding actions for transfer of military units with peace on wartime (including for the purpose of check of air alert and doctrines).

8. The organization - manufacturer of dangerous substance or the consignor in case of development of conditions of safe transportation of specific dangerous goods (the list of questions which shall be stated in the conditions of safe transportation of specific dangerous goods, according to appendix 4) based on the requirements stated in these rules, having the right to establish smaller quantity of limited dangerous goods on one vehicle than the quantity specified in appendix 3.

8.1. If in the same transport unit the dangerous goods belonging to the different transport categories the amount of amount of substances and products of transport category 1, of the amount of the substances mentioned in the note to the table according to appendix 3 to these rules increased on 50, is transported and products of transport category 1, of the amount of substances and products of transport category increased on 20, 2, of the amount of substances and products of transport category 3 increased on 3, shall not exceed 1000.

8.2. If the quantity of the dangerous goods transported in one transport unit does not exceed the values specified in column 3 of the table according to appendix 3, for this transport category (when the dangerous goods transported in transport unit belongs to the same category) or the values calculated according to Item 9 (when the dangerous goods transported in transport unit belongs to the different transport categories), this dangerous goods can be transported in packagings in one transport unit without application of the requirements concerning:

placements of information tables and marking on containers, vehicles;

written instructions on case of emergency situations, emergency cards;

designs of vehicles and their admission to transportation;

the provisions concerning transportation in packagings except packagings which are not allowed to be transported in small containers, and transportations of the substances stabilized by means of temperature control.

At the same time irrespective of restriction the requirements stated in these rules, concerning shall be observed:

marking and danger signs on packagings;

availability of transport documents on dangerous goods and the related registrations, fire-proof means on the vehicle, annual training of persons specified in Items 166 and 175 of these rules except the drivers having the appropriate certificate on special preparation;

production and testing of container, containers of average load-carrying capacity for bulk goods (KSGMG), large-size container and containers for bulk goods;

safety of the transported explosive substances and products according to appendix 1 to these rules relating to subclasses to 1.1-1.3, subclass 1.4, No. of the UN 0104, of 0237, of 0365, of 0366, of 0455, 0456 and to subclasses 1.5, 1.6 of class 1.

Section II. Classification of dangerous goods

Chapter 3. Basic provisions

9. Classification of dangerous goods is carried out depending on type and degree of danger of load. The following classes of dangerous goods are established:

class 1 - explosive substances and products;

class 2 - gases;

class 3 - flammable fluids;

class 4.1 - flammable solid substances, self-reactive substances and solid desensibilizirovanny explosive substances;

class 4.2 - the substances capable to spontaneous ignition;

class 4.3 - the substances emitting flammable gases in case of contact with water;

class 5.1 - the oxidizing substances;

class 5.2 - organic peroxides;

class 6.1 - toxic substances;

class 6.2 - infectious substances;

class 7 - radioactive materials;

class 8 - corrosion substances;

class 9 - other dangerous substances and products.

10. The dangerous goods covered by the name of this or that class is classified based on their properties. Reference of dangerous goods to this or that class or packing group is performed according to the criteria specified for each class. Reference of one or several types of additional danger to any dangerous substance or product is performed based on the criteria of class or classes corresponding to these types of danger.

11. The list of the dangerous goods permitted to transportation according to the procedure of numbers of the UN assigned to them is provided in the table 1 of appendix 1 (further - the list).

Condition of carriages of each specific dangerous goods specified in the list are applied according to similar provisions of the table A of the agreement of DOPOG.

In each table line 1 substance or product (products) to which separate four-digit number of the UN according to the procedure of its increase is assigned is specified.

In graphs of table 1 are specified:

column 1 "Number of the UN". In this column number of the UN of dangerous substance or product is specified if separate number of the UN, or the generalized line item, or N.U.K'S line item is assigned to this substance or product., to which the dangerous substances or products which are not mentioned according to the name according to criteria concern;

column 2 "Name and Description". In this column capital letters specify the name of substance or product if separate number of the UN, or the name of the generalized line item or N.U.K'S line item is assigned to this substance or product., to which this substance or product is carried according to criteria. This name shall be used as the proper shipping name or when it is applicable, as part of the proper shipping name (additional data on the proper shipping name are stated in Section 3.1.2 of the agreement of DOPOG). After the proper shipping name lowercase letters give the description specifying the sphere of scope of the corresponding line item if under certain circumstances this substance or product can be classified differently and (or) for it other condition of carriages can be determined;

column 3 "Class". In this column number of class which name covers this dangerous substance or product is specified;

column 4 "Classification code". In this column the classification code of dangerous substance or product is specified.

For dangerous substances or products of class 1 code consists of number of subclass and letter of group of compatibility appropriated according to the procedures and criteria stated in Chapter 4 of these rules and in Item 2.2.1.1.4 of the agreement of DOPOG.

For dangerous substances or products of class 2 the code consists of number and the letter (letters) designating group of dangerous properties; the corresponding explanations contain in Chapter 5 of these rules and in Items 2.2.2.1. 2, 2.2.2.1.3 agreements of DOPOG.

For dangerous substances or products of classes 3, 4.1, 4.2, 4.3, 5.1, 5.2, 6.1, 6.2, 8 and 9 explanations concerning codes contain in Chapters 6-13 and 15, of 16 these rules, in Items 2.2.x.1.2 of the agreement of DOPOG (x - number of class of dangerous substance or product, if necessary without dividing point).

Dangerous substances or products of class 7 have no classification code;

column 5 "Packing group". In this column number(s) of packing group (I, II or III) appropriated to this dangerous substance is specified. The specified numbers of packing group are assigned based on the procedures and criteria determined in these rules and part 2 agreements of DOPOG. To some products and substances of packing group are not appointed;

column 6 "Danger signs". In this column number of sample of danger signs which shall be placed on packagings, containers, container tanks, figurative tanks, MEGK and vehicles is specified. However for substances or products of class 7 number "7kh" designates danger sign No. 7A, 7B or 7C depending on the corresponding category or information display No. 7D;

column 7 "Special Provisions". In this column digital codes of special provisions which shall be carried out are specified. They specify transportation prohibition, release from action of requirements, explanations concerning classification of some types of the corresponding dangerous goods and the additional provisions concerning placement of danger signs or marking and are brought in the note 1 to appendix 1 according to the procedure of their numbers. If the column is not completed, is not applied to transportation of the corresponding dangerous goods any special provisions;

column 8 "The Limited and Exempted Quantity". In this column the alphanumeric code having the following value is specified:

"LQ0" - for this dangerous goods packed in limited quantities does not exist any release from action of these rules, provisions of the agreement of DOPOG;

all other alphanumeric codes beginning with the letters "LQ" mean that these rules or provisions of the agreement of DOPOG are not applied under the conditions specified in the note 2 to appendix 1 or in Chapter 3.4 of the agreement of DOPOG;

"E0" - for this dangerous goods packed in the exempted quantities does not exist any release from action of these rules, provisions of the agreement of DOPOG;

all other alphanumeric codes beginning with the letter "E" - the exempted quantities of dangerous goods of some classes do not fall under action of these rules or any other provisions of the agreement of DOPOG if the conditions specified in the note 3 to appendix 1 or in Chapter 3.5 of the agreement of DOPOG are satisfied;

column 9 "packing instructionss". In this column alphanumeric codes of applicable packing instructionss which are stated in the table of requirements for packaging according to appendix 5 are specified.

The alphanumeric codes beginning with the letter "P" designating packing instructionss for container and vessels (except for KSGMG and large-size container), or from the letter "R" designating packing instructionss for easy metal container, and also the alphanumeric codes beginning with the letters "IBC" designate packing instructionss for KSGMG. The alphanumeric codes beginning with the letters "LP" designate packing instructionss for large-size container;

column 10 "special provisions on packaging". In the graph alphanumeric codes of applicable special provisions on packaging are specified;

the alphanumeric codes beginning with the letters "PP" or "RR" designate special provisions on packaging for container and vessels (except for KSGMG and large-size container) which also shall be carried out. These provisions are stated at the end of the corresponding packing instructions (with the letter "P" or "R"). If in column 10 the code beginning with the letters "PP" or "RR", any of the special provisions on packaging given in the end of the corresponding packing instructions is not specified it is not applied;

the alphanumeric codes beginning with letter "B" or the letters "VV" designate special provisions on packaging for KSGMG which also shall be carried out. These provisions are stated at the end of the corresponding packing instructions (with the letters "IBC"). If in column 10 the code beginning with letter "B" or the letters "VV", any of the special provisions on packaging given in the end of the corresponding packing instructions is not specified it is not applied;

the alphanumeric codes beginning with the letter "L" designate special provisions on packaging for large-size container which also shall be carried out. These provisions are stated at the end of the corresponding packing instructions (with the letters "LP"). If in column 10 the code beginning with the letter "L", any of the special provisions on packaging given in the end of the corresponding packing instructions is not specified it is not applied;

column 11 "provisions on joint packaging". In this column the alphanumeric codes of applicable provisions beginning with the letters "MR" on joint packaging are specified. These provisions are given according to the procedure of numbers in Item 557 of these rules and in the Section

4.1.10 agreements of DOPOG. If in column 11 the code beginning with the letters "MP" is not specified only general requirements are applied;

column 12 "The Vehicle for Transportation in Tanks". In this column the code designating the vehicle (including the tractor for trail cars or semitrailer trucks) used for transportation of substance in the tank according to Section 7.4.2 of the agreement of DOPOG is specified. The requirements concerning design and the admission of vehicles to transportation are specified in Chapters 9. 1, 9.2 and 9.7 agreements of DOPOG;

column 13 "Transport Category". In this column the digit designating transport category to which substance or product for the purpose of distribution on it of the withdrawal connected with the quantities transported in one transport unit according to appendix 3 and Item 1.1.3.6 DOPOG is referred is specified. The code of restriction of journey of the vehicles transporting dangerous goods via road tunnels is applied according to Chapter 8.6 of the agreement of DOPOG;

column 14 "Identification Number of Danger". In this column are specified two - or three-digit number (to which the letter "x" in certain cases precedes) for substances and products of classes 2, of 3, 4.1, 4.2, 4.3, 5.1, 5.2, 6.1, 6.2, 7, of 8, 9 and classification code for substances and products of class 1. Value of identification numbers of danger is given in appendix 6 and is explained in Item 5.3.2.3 of the agreement of DOPOG.

12. Substances, including the solutions and mixes which are not specified according to the name are classified according to their degree of danger based on the criteria specified for each class. The type of danger which is constituted by this or that substance is determined based on its physical and chemical characteristics, and also physiological properties. Such characteristics and properties are also taken into account when the available experience causes need of reference of substance to the category meeting more strict requirements.

13. If owing to the dangerous properties substance, solution or mix can be included in more than one class or in more than one group of the substances which are listed below in this case this substance, this solution or this mix should be carried to class or group of the substances corresponding to the greatest danger in the following priority sequence:

class 7 materials (except radioactive material in the exempted packagings when other dangerous properties have priority);

class 1 substances;

class 2 substances;

liquid desensibilizirovanny explosive substances of class 3;

self-reactive substances and solid desensibilizirovanny explosive substances of class 4.1;

pyrophorous substances of class 4.2;

class 5.2 substances;

substances of class 6.1 or class 3, which based on their inhalation toxicity should be carried to packing group of I. Substances which meet classification criteria of class 8, are characterized by lethal concentration (daleelk 50) for inhalation toxicity of dust and suspensions in the packing group range I and lethal doses (further - LD50) for oral or chreskozhny toxicity only in the range of packing group of III or below, it is necessary to carry to class 8;

infectious substances of class 6.2.

14. For packaging of substances, except substances of classes 1, of 2, and self-reactive substances of class 4.1, depending on the degree constituted by them of danger are appointed 5.2, 6.2, 7:

packing group of I - substance with high degree of danger;

packing group of II - substance with average degree of danger;

packing group of III - substance with low degree of danger.

Chapter 4. Class 1. Explosive substances and products

15. Following substances belong to dangerous goods of class 1.

15.1. Explosive substances: solid or liquid substances (or mixes of substances) which are capable to chemical reaction with release of gases at such temperature, such pressure and with such speed that causes damage of surrounding objects.

Pyrotechnic substances: substances or mixes of substances intended for receipt of effect in the form of heat, light, sound, gas or smoke or their combination as a result of the self-sustaining exothermic chemical reactions proceeding without detonation.

Substances which in itself are not explosive, but can form explosive mixture in the form of gas, vapor or dust, are not class 1 substances.

Class 1 substances are also not the explosive substances moistened with water or alcohol in which content of water or alcohol exceeds the specified limits, and the substances containing plasticizers. These explosive substances are included in class 3 or 4. 1, and also explosive substances which taking into account their prevailing danger are carried to class 5.2.

15.2. Explosive products: the products containing one or several explosive or pyrotechnic substances.

Requirements to dangerous goods of class 1 do not extend to the devices containing explosive or pyrotechnic substances in such insignificant quantity or such nature in case of which their accidental or spontaneous flaming or initiation during transportation will not cause any external manifestations outside the device in the form of scattering of elements, fire, smoke, heat or loud sound.

15.3. Substances and products which are produced for production of explosive works or creation of pyrotechnic effect.

16. The samples of the new or existing explosive substances or products transported, among other things, for test objectives, classification, researches and design developments, control of quality or in the form of commercial samples, the explosive substances except for initiating, can be carried to No. of the UN 0190 "samples of explosive substances".

17. If the country of source of dangerous goods is not Contracting party of the agreement of DOPOG, classification and condition of carriages of dangerous goods shall be acknowledged in competent authority of the first country which is the Contracting party of the agreement of DOPOG along cargo hauling route.

18. Dangerous goods of class 1 on nature and degree of danger is subdivided into subclasses according to Item 20 of these rules, and whenever possible joint loading - on groups of compatibility according to Item 21 of these rules.

19. The classification code consists of number of subclass and the letter designating group of compatibility.

20. Determination of subclasses:

subclass 1.1 - substances and products which are characterized by explosion hazard weight (explosion by weight - explosion which almost instantly extends to all load);

subclass 1.2 - substances and products which are characterized by danger of scattering, but do not create explosion hazard weight;

subclass 1.3 - substances and products which are characterized by fire risk, and also either insignificant explosion hazard, or insignificant danger of scattering, or that and another, but are not characterized by explosion hazard weight:

when burning allocate significant amount of radiant heat;

lighting up one behind another, are characterized by insignificant explosive effect or scattering or that and another;

subclass 1.4 - the substances and products constituting only insignificant explosion hazard in case of ignition or initiation in transit. Effects are shown generally in packaging, at the same time emission of splinters of the considerable sizes or on considerable distance is not expected. The external fire shall not serve as the reason of almost instant explosion of almost all content of packaging;

subclass 1.5 - substances of very low sensitivity which are characterized by explosion hazard weight, but have so low sensitivity that there is very small probability of their initiation or transition from burning to detonation under normal conditions of transportation. According to the minimum requirement imposed to these substances they shall not explode in case of fire resistance test;

subclass 1.6 - products of extremely low sensitivity which are not characterized by explosion hazard weight. These products contain substances, only extremely insensitive to detonation, and are characterized by insignificant probability of accidental initiation or distribution of explosion.

21. The danger characteristic of products of subclass 1.6, is limited to explosion of one product.

22. Determination of groups of compatibility of substances and products:

A - primary explosive substance;

B - the product which is containing primary explosive substance and not having two or more effective safety appliances. This group joins some products, such as detonators for explosive works, assembly of detonators for explosive works and caps igniters even if they do not contain primary explosive substances;

C - the throwing explosive substance or other deflagriruyushchy explosive substance or product containing it explosive substance;

D - the secondary detonating explosive substance or black powder or the product containing the secondary detonating substance not having anyway means of initiation and propellant powder or the product which is containing primary explosive substance and having two or more effective safety appliances;

E - the product containing the secondary detonating explosive substance, out-of-pocket initiation, but with propellant powder (except the charge containing flammable liquid or gel or self-igniting liquids);

F - the product containing the secondary detonating explosive substance with own means of initiation, with propellant powder (except the charge containing flammable liquid or gel or self-igniting liquids) or without it;

G - the pyrotechnic substance or product containing pyrotechnic substance, or the product containing both explosive substance, and lighting, incendiary, tear or smoke-generating substance (except the water activated product or the product containing white phosphorus, phosphides, pyrophorous substance, flammable liquid or gel or self-igniting liquids);

H - the product containing both explosive substance, and white phosphorus;

J - the product containing both explosive substance, and flammable liquid or gel;

K - product, containing both the explosive substance, and the toxic chemical agent;

L - the explosive substance or product containing explosive substance and constituting the special peril (for example, in connection with vodoaktiviruyemost or in view of presence of self-igniting liquids, phosphides or pyrophorous substance) requiring isolation of each type;

N - the products containing only extremely insensitive detonating substances;

S - the substance or product packed or designed in such a way that any dangerous effects of accidental operation do not go beyond packaging, and in case of packaging damage by fire all effects of explosion or scattering are limited so that significantly do not interfere with acceptance of fire or other precautions in close proximity to packaging.

23. Products of group of compatibility of D or E can be supplied with own means of initiation or be packed together with them provided that these means have at least two effective safety appliances intended for prevention of explosion in case of accidental operation of means of initiation. Such packagings concern to group of compatibility of D or E.

24. Products of group of compatibility of D or E can be packed together with own means of initiation which do not have two effective safety appliances (that is the means of initiation carried to group of compatibility of B), on condition of compliance to provision on joint packaging of MP21. Such packagings concern to group of compatibility of D or E.

25. Products can be supplied with own primers or be packed together with them provided that operation of primers under normal conditions transportations is excluded.

26. Products of groups of compatibility C, D and E can be packed jointly. Such packagings concern to group of compatibility E.

27. The packagings having No. danger signs 1, 1.4, 1.5, 1.6 according to appendix 7, the having different groups of compatibility can be loaded in the same vehicle according to the table of compatibility of loading of dangerous goods of class 1 on the vehicle according to appendix 8.

28. The packagings having No. danger signs 1, 1.4, 1.5, 1.6, shall not be loaded on the same vehicle together with the packagings having danger signs No. 4.1+1 and 5.2+1.

29. Loading of the packagings having No. danger sign 1, together with brisant explosive substances is allowed (except for brisant explosive substance of type C) provided that the load in general is considered as brisant explosive substances of class 1 for the purpose of placement of information displays, separation, stacking and determination of proof load.

30. Joint cargo loading of class 1 and life preservers of class 9 is allowed (No. of the UN 2990, 3072).

31. The packagings having danger signs No. 2.1, 2. 2, 2.3, 3, 4. 1, 4. 2, 4. 3, 5. 1, 5. 2, 6. 1, 6. 2, 7A, 7B, 7C, 8, of 9, can be loaded on the same vehicle together with the substances and products having code 1.4S.

32. In transit dangerous goods of class 1 the proper shipping name and number of the UN shall be applied on packagings. They shall be put in official language of country of source well in the form of the legible and not erased text. Besides, if this language is not English, French or German, - in the English, French or German languages if other is not provided in the agreements signed between the countries participating in transportation.

33. Total mass net of the certain explosive substance containing in products which can be transported on one vehicle of certain type is determined according to appendix 9.

34. If compatible substances and products of different subclasses of class 1 are loaded on one vehicle, then all load belongs to the most dangerous subclass in the following procedure: 1. 1, 1.5, 1.2, 1.3, 1.6, 1.4.

35. Net weight of explosive substances of group of compatibility of S shall not be considered when calculating restriction of the transported quantities.

36. If the substances carried to subclass 1.5D are transported in the same transport unit together with substances or products of subclass 1.2, all load shall be considered as the load relating to subclass 1.1.

37. The products containing the smoke-generating substance which is corrosion according to criteria for class 8, shall have danger sign No. 8.

38. Products of group of compatibility To are not allowed to international delivery.

39. Any brisant explosive substances like C containing chlorates shall be separated the explosive substances containing nitrate of ammonium or other salts of ammonium.

Chapter 5. Class 2. Gases

40. Clean gases, mixes of gases, mixes of one or several gases with one or several other substances and the products containing such substances belong to dangerous goods of class 2.

41. Gas is substance which:

at temperature of +50 °C more than 300 kPa (3 bars) have vapor pressure;

is completely gaseous at temperature of +20 °C and normal pressure of 101,3 of kPa.

42. No. of the UN 1052 "fluoric hydrogen" belongs to the class 8.

43. The clean gas may contain other components which are by-products of its production or added for preserving stability of substance provided that the level of their content does not change classification of gas and condition of its transportation, such as delivery ratio, filling pressure, test pressure.

44. The requirements stated in these rules do not extend to carbonated drinks.

45. Substances and products of class 2 are subdivided on:

45.1. the compressed gas - gas which being loaded under pressure for transportation is completely gaseous at temperature of -50 °C; all gases with critical temperature of -50 °C or belong to this category less;

45.2. the liquefied gas - gas which being loaded under pressure for transportation is partially liquid at temperature above -50 °C. It is necessary to differentiate:

liquefied gas of HP - gas with critical temperature above -50 °C and not above +65 °C;

liquefied gas of low pressure - gas with critical temperature above +65 °C;

45.3. the cooled liquefied gas - gas which being loaded under pressure for transportation, is partially liquid because of its low temperature;

45.4. dissolved gas - gas which being loaded under pressure for transportation is dissolved in the liquid solvent;

45.5. aerosol dispensers and reservoirs small, containing gas (gas sprays);

45.6. other products containing gas under pressure;

45.7. gases not under pressure, falling under action of special requirements (samples of gases).

46. Substances and products (except for aerosols) class 2 belong to one of the following groups depending on their dangerous properties:

A - suffocating;

O - oxidizing;

F - flammable;

T - toxic;

TF - toxic, flammable;

TC - toxic, corrosion;

TO - toxic, oxidizing;

TFC - toxic, flammable, corrosion;

TOC - toxic, oxidizing, corrosion.

For gases and mixes of gases which are characterized by the dangerous properties inherent more than one group according to criteria the groups designated by letter T prevail on danger degree over all other groups. The groups designated by letter F prevail over the groups designated by the letter A or O.

Reservoirs are small, containing gas (No. of the UN 2037), shall be carried depending on type of danger of content to the A-TOC groups.

Corrosion gases are considered toxic therefore treat the TC, TFC or TOC groups.

The mixes containing more than 21% of oxygen on amount shall be classified as oxidizing.

47. Substances and products (except for aerosols) class 2, the agreements of DOPOG which are not specified in the table A, shall be carried to one of summary line items of N.U.K, using the following criteria.

47.1. Asphyxiating gases - gases which are not oxidizing flammable and toxic which dissolve or replace the oxygen containing in the atmosphere.

47.2. Flammable gases - gases, which at temperature of +20 °C and pressure of 101,3 of kPa:

are flammable in mix with air in case of their concentration no more than 13% on amount;

have the range of concentration ignition limits in mix with air at least 12 percent points irrespective of the size of the lower concentration ignition limit.

The inflammability shall be determined by means of testing or calculations according to the methods accepted by ISO (ISO 10156:1996).

If for use of the specified methods of the available data it is not enough, the comparable test method recognized in competent authority of country of source can be used.

If the country of source is not Contracting party of the agreement of DOPOG, the specified methods shall be acknowledged in competent authority of the first country which is the Contracting party of the agreement of DOPOG along cargo hauling route.

47.3. The oxidizing gases - gases which can usually cause ignition by means of release of oxygen or sustain combustion of other materials more than air. The oxidizing capability will be determined by means of testing or calculations according to the methods accepted by ISO (ISO 10156:1996).

47.4. Toxic gases - gases, which:

make so strong toxic or corrosive impact to people that constitute danger to their health;

are considered toxic for people or making on them corrosive attack as they matter LK50 for acute toxicity no more than 5000 ml/m3 when testing according to Chapter 12 of these rules.

The gases in parts or in full answering to criteria of toxicity owing to the corrosive characteristics shall be classified as toxic.

47.5. Corrosion gases - the gases or mixes of gases which are completely answering to criteria of toxicity owing to their corrosive characteristics shall be classified as toxic with additional danger of corrosive attack.

48. Aerosols (No. of the UN 1950) belong to one of the following groups depending on their dangerous properties:

A - suffocating;

O - oxidizing;

F - flammable;

T - toxic;

C - corrosion;

CO - corrosion, oxidizing;

FC - flammable, corrosion;

TF - toxic, flammable;

TS - toxic, corrosion;

TO - toxic, oxidizing;

TFC - toxic, flammable, corrosion;

TOS - toxic, oxidizing, corrosion.

Classification of the specified gases depends on nature of content of aerosol dispenser. The following criteria are applied:

48.1. the group A is appointed if content does not meet criteria of other group according to subitems 48.2-48.6 of this Item;

48.2. the group O is appointed if the aerosol contains the oxidizing gas according to subitem 47.3 of Item 47 of these rules;

48.3. the group F is appointed if content includes 85% on weight or more flammable components and combustion heat is equal 30 kJ/g or more. The group F is not appointed if content includes 1% on weight or less flammable components and combustion heat makes less than 20 kJ/g. To extremely flammable and flammable aerosols the group F is appointed;

48.4. the group T is appointed if content, except for gas displacer in aerosol dispensers, belongs to the class 6.1 packing groups of II or III;

48.5. the group C is appointed if content, except for gas displacer in aerosol dispensers, meets criteria of class 8 of packing group of II or III;

48.6. if criteria more are satisfied than one group of the O, F, T and C groups, are appointed according to the CO, FC, TF, TC, TO, TFC or TOS group.

49. Chemically unstable substances of class 2 are allowed to transportation only if necessary measures for prevention of any possibility of dangerous reaction, for example decomposition, dismutation or polymerizations are taken, in case of usual conditions of transportation. For this purpose it is necessary to provide, in particular, that vessels and tanks did not contain the substances capable to activate such reactions.

50. The following substances and mixes are not allowed to international delivery:

No. of the UN 2186 "hydrogen chloride cooled liquid";

No. of the UN 2421 "nitrogen trioxide";

No. of the UN 2455 "methylnitrite";

the cooled liquefied gases which cannot be carried to classification codes 3A, 3O or 3F;

dissolved gases which cannot be carried to No. of the UN 1001, 2073 or 3318;

aerosols in which as gases displacers the gases which are toxic according to subitem 47.4 of Item 47 of these rules or pyrophorous according to the requirement for packaging of P200 are used;

aerosols which content meets criteria of packing group of I in the relation toxicity or corrodibility.

51. Reservoirs the small, containing gases being silnotoksichny are not allowed to international delivery (in case of LK50 less than 200 ml/m 3) or pyrophorous according to the requirement for packaging of P200.

Chapter 6. Class 3. Flammable fluids

52. Belong the substances and products containing substances of this class, which to dangerous goods of class 3:

are liquids;

have vapor pressure at temperature of +50 °C no more than 300 kPa (3 bars), are not completely gaseous at temperature of +20 °C and pressure of 101,3 of kPa, have flash temperature in the closed crucible it is not above +60 °C.

53. Also treat dangerous goods of class 3:

liquid substances and solid substances in the melted condition with flash temperature in the closed crucible it is above +60 °C which are shown to transportation or are transported in hot condition at temperature equal to their flash temperature in the closed crucible or exceeding it. These substances belong to No. of the UN 3256;

liquid desensibilizirovanny explosive substances (the explosive substances dissolved or suspended in water or other liquid substances for formation of homogeneous liquid mix with the purpose of suppression of their explosive properties).

In the table A of the agreement of DOPOG such substances are carried to No. of the UN 1204, of 2059, of 3064, of 3343, 3357 and 3379.

54. Non-toxical and not corrosion substances with flash temperature in the closed crucible it is above +35 °C which do not sustain combustion, do not treat class 3 substances; if these substances are shown to transportation or transported in hot condition at temperature equal to their flash temperature in the closed crucible or exceeding it, they are class 3 substances.

55. Gasoil, diesel fuel and light furnace fuel with flash temperature in the closed crucible is above +60 °C, but not above +100 °C are considered as class substances 3, as No. of the UN 1202.

56. The liquids which are characterized by high inhalation toxicity and having flash temperature in the closed crucible it is below +23 °C, and the toxic substances having flash temperature in the closed crucible of +23 °C or above, and also the flammable liquid substances and medicines used as pesticides, which are silnotoksichny, toxic or slightly toxic and having flash temperature in the closed crucible of +23 °C or above, are class 6.1 substances.

57. The corrosion liquids having flash temperature in the closed crucible of +23 °C or above are class 8 substances.

58. No. of the UN 2734 "amines liquid corrosion flammable, N.U.K.", No. of the UN 2734 "polyamines liquid corrosion flammable, N.U.K." and No. of the UN 2920 "flammable corrosion fluid, N.U.K.", silnokorrozionny and having boiling temperature or began boilings above +35 °C, are class 8 substances.

59. Dangerous goods of class 3 is subdivided on:

F - flammable fluids without additional danger;

F1 - flammable fluids with flash temperature in the closed crucible is not above +60 °C;

F2 - flammable fluids with flash temperature in the closed crucible is above +60 °C, transported or shown to transportation at temperature equal to their flash temperature in the closed crucible or exceeding it (substances at the increased temperature);

FT - flammable fluids, toxic;

FT1 - flammable fluids, toxic;

FT2 - pesticides;

FC - flammable fluids, corrosion;

FTC - flammable fluids, toxic, corrosion;

D - liquid desensibilizirovanny explosive substances.

60. The substances and products belonging to the class 3, are specified in the list. Flammable fluids shall be carried to one of the following groups of packagings depending on degree of the danger constituted by them during transportation:

packing group of I: substances with high degree of danger - flammable fluids with boiling temperature or began boilings not above +35 °C;

packing group of II: - flammable fluids with flash temperature in the closed crucible it is below +23 °C of substance with average degree of danger also boiling temperature or began boilings above +35 °C which are not carried to packing group of I, taking into account the requirements stated in Item 61 of these rules;

packing group of III: substances with low degree of danger - flammable fluids with flash temperature in the closed crucible from +23 to +60 °C inclusive and boiling temperature or began boilings above +35 °C taking into account the requirements stated in Item 61 of these rules.

61. Liquid or viscous mixes and medicines, including the mixes and medicines containing no more than 20% of nitrocellulose, nitrogen no more 12,6 of % (on the mass of solid), belong to packing group of III only under following conditions:

if when testing for spalling of the solvent height of the separated layer of the solvent constitutes less than 3% of the general height of sample;

if values of viscosity and flash temperature in the closed crucible are determined according to appendix 10.

It is below +23 °C of mix with flash temperature in the closed crucible, the containing more than 55% of nitrocellulose irrespective of content in them of nitrogen, and also no more than 55% of nitrocellulose with content of nitrogen of more 12,6 of % (on the mass of solid), are substances of class 1 or 4.1.

62. Non-toxical and not corrosion solutions and homogeneous mixes with flash temperature in the closed crucible of +23 °C or above (joint compounds, such as paints and varnishes, except for the substances containing more than 20% of nitrocellulose), placed in vessels with a capacity less than 450 l, do not fall under action of these rules if as a result of testing for spalling of the solvent height of the separated layer of the solvent constitutes less than 3% of the general height of sample and if time of the expiration of substances from the vessel conforming to ISO 2431:1993, with hole size of 6 mm at temperature of +23 °C constitutes:

at least 60 with;

at least 40 with in case of content of class 3 substances in them <60%.

63. If as a result of entering of additives into class 3 substances they get to the categories of danger other than categories of danger to which the substances specified in the table 1, these mixes belong and solutions shall be carried to those line items which they treat owing to their actual degree of danger.

64. Class substances 3, easily oxidized with formation of peroxides (for example, the ethers or some heterocyclic substances containing oxygen), are not allowed to transportation if content of peroxide in them in terms of hydrogen peroxide (H2O2) exceeds % 0,3.

65. Chemically unstable substances of class 3 are allowed to transportation only if necessary measures for prevention of their dangerous decomposition or polymerization are taken during transportation. For this purpose it is necessary to provide, in particular, that vessels and tanks did not contain the substances capable to activate these reactions.

66. The liquid desensibilizirovanny explosive substances which are not specified in the table A of the agreement of DOPOG are not allowed to international delivery as class 3 substances.

Chapter 7. Class 4.1. Flammable solid substances, self-reactive substances and solid desensibilizirovanny explosive substances

67. Treat dangerous goods of class 4.1:

flammable solid substances and products;

self-reactive solid substances or liquids;

solid desensibilizirovanny explosive substances;

substances, similar to self-reactive substances.

68. Substances and products of class 4.1 are subdivided on:

F - flammable solid substances without additional danger:

F1 - organic;

F2 - organic melted;

F3 - inorganic;

FO - the flammable solid substances oxidizing;

FT - flammable solid substances toxic:

FT1 - organic toxic;

FT2 - inorganic toxic;

FC - flammable solid substances corrosion:

FC1 - organic corrosion;

FC2 - inorganic corrosion;

D - solid desensibilizirovanny explosive substances without additional danger;

DT - solid desensibilizirovanny explosive substances toxic;

SR - self-reactive substances:

SR1 - not requiring temperature controls;

SR2 - the requiring temperature controls.

69. Flammable solid substances are the solid substances capable it is easy to light up, and the solid substances capable to cause ignition in case of friction.

69.1. The solid substances capable it is easy to light up, the powdery, granulated or pasty substances which are considered dangerous are if they can easily light up in case of short-term contact with ignition source, such as the burning match and if the flame extends quickly. Danger can proceed not only from flame, but also from toxic products of burning. Powders of metals as it is difficult to extinguish flame in this case because regular fire-fighting substances, such as carbon dioxide or water are especially dangerous in this respect, can increase danger.

69.2. The substances and products carried to class 4.1, are given in the table A of the agreement of DOPOG. Reference of the substances and products which are not specified in the table A of the agreement of DOPOG to the corresponding specific line items of N.U.K. it can be performed based on the available experience or based on results of procedures of testing with use of the following criteria:

the powdery, granulated or pasty substances, except for powders of metals or powders of alloys of metals, shall be classified as flammable substances of class 4.1, if they can easily light up in case of short-term contact with ignition source (for example, with the burning match) or if in case of ignition the flame extends quickly, time of burning constitutes less than 45 with in case of distance in 100 mm or burning speed exceeds mm 2,2 / with;

powders of metals or powders of alloys of metals shall be carried to class 4.1, if they can light up in case of contact with flame and reaction extends to all length of sample in 10 min. or quicker;

the solid substances capable to cause ignition in case of friction shall be carried to class 4.1 by analogy with the existing line items (for example, matches) or according to any relevant special provision.

69.3. To the flammable solid substances specified in the table A of the agreement of DOPOG the packing group of II or III using the following criteria is appointed:

to flammable solid substances which burning time during testing constitutes less than 45 with in case of distance of 100 mm it is appointed:

the packing group of II - if passes flame through the humidified zone;

the packing group of III - if the humidified zone constrains flame spread for the period of at least 4 min.;

to powders of metals or powders of alloys of metals it is appointed:

the packing group of II - if during testing reaction extends to all length of sample in 5 min. or quicker;

the packing group of III - if during testing reaction extends to all length of sample more than in 5 min.

To the solid substances capable to cause ignition in case of friction, the packing group shall be appointed by analogy with the existing line items or according to any special provision.

70. Self-reactive substances are thermally unstable substances capable to be exposed to rough exothermic decomposition even without participation of oxygen (air).

70.1. Substances are not considered as self-reactive substances of class 4.1, if:

they are explosive according to criteria of class 1;

they are the oxidizing substances according to the procedure of reference to class 5.1;

they are organic peroxides according to criteria of class 5.2;

their warmth of decomposition makes less than 300 J/g or their TSUR exceeds +75 °C for packaging weighing 50 kg.

70.2. Warmth of decomposition can be determined by any internationally acknowledged method, for example with use of the differential scanning (adiabatic) calorimetry.

70.3. Any substance showing properties of self-reactive substance shall be classified as such even if testing of this substance regarding inclusion in class 4.2 yields positive result.

70.4. Decomposition of self-reactive substances can be initiated as a result of impact of heat, contact with the catalyzing impurity (for example, acids, connections of heavy metals, the bases), friction or blow. Speed of decomposition increases with temperature rise and depends on properties of substance. Decomposition, especially if does not happen ignitions, can lead to allocation of toxic gases or vapors. Temperature of some self-reactive substances should be regulated. Some self-reactive substances can decay with explosion, especially if they are placed in the closed reservoir. This property can be changed by means of addition of thinners or use of the corresponding container. Burning of some self-reactive substances takes place intensively.

70.5. Self-reactive substances are some connections of following types:

aliphatic azotosoyedineniye (-C-N=N-C-);

organic azides (-C-N3);

diazonium salts (-CN2 Z);

N-nitroso compounds (-N-N=O);

aromatic sulfohydrazides (-to SO2-NH-NH 2) and volume similar.

70.6. Self-reactive substances are subdivided into seven types depending on danger degree. They are ranged from substances of A type which are not allowed to transportation in container in which they are tested, to substances of G type to which the requirements of provision which are applied to self-reactive substances of class 4.1 do not extend.

70.7. Classification of the self-reactive substances and their structures which are not specified in the table A of the agreement of DOPOG their reference to any summary line item shall be performed by forces of competent authority of country of source based on the test report. In the decision on approval results of classification and the corresponding condition of carriages shall be specified. If the country of source is not Contracting party of the agreement of DOPOG, classification and condition of carriages shall be acknowledged in competent authority of the first country which is the Contracting party of the agreement of DOPOG along cargo hauling route.

70.8. Samples of DOPOG of self-reactive substances or compositions of self-reactive substances which are not specified in the table A of the agreement concerning which there are no complete data about results of testing and which are transported for carrying out further testing or assessment shall be carried to one of the line items provided for self-reactive substances of C type if the following conditions are satisfied:

the sample is no more dangerous, than self-reactive substances of B type;

the sample is packed according to method of packaging OP2 and its quantity on transport unit does not exceed 10 kg;

control temperature if that is provided, rather low to prevent any dangerous decomposition, and is rather high to prevent any dangerous separation of phases.

70.9. For safety control during transportation self-reactive substances in many cases are desensibilized by means of thinner. If the thinner is used, self-reactive substance shall be tested with thinner in that concentration and in that type as in transit. Thinners which in case of leakage from packaging can lead to formation of dangerous concentration of self-reactive substance shall not be used. Any thinner shall be compatible to self-reactive substance. In this respect compatible thinners are such solid or liquid substances which do not make negative impact on thermal stability and type of danger of self-reactive substance. Liquid thinners in the structures requiring temperature control shall have boiling temperature not below +60 °C and flash temperature in the closed crucible it is not below +5 °C. Boiling temperature of liquid shall be at least than +50 °C above the control temperature of self-reactive substance.

70.10. Some self-reactive substances can be transported only in the conditions of temperature control.

It is supposed that environmental temperature in close proximity to packaging can exceed +55 °C during transportation only during rather short period of time for 24 h. In case of impossibility of adjustment of temperature acceptance of emergency measures is necessary.

Control and emergency temperatures are calculated on the basis of TSUR according to appendix 11. TSUR is determined to decide whether it is necessary to regulate substance temperature during transportation.

70.11. Temperature of the self-reactive substances having TSUR is not above +55 °C, shall be regulated during transportation. Actual temperature during transportation can be below control temperature, she shall get out so that to avoid dangerous separation of phases.

71. Solid desensibilizirovanny explosive substances - substances which are moistened with water or alcohols or are diluted with other substances for suppression of their explosive properties.

72. Substances, similar to self-reactive substances, - substances, which:

were temporarily included in class 1 based on results of testing of series 1 and 2, but are excluded from class 1 based on results of testing of series 6;

are not self-reactive substances of class 4.1;

are not substances of class 5.1 or 5.2;

belong to the class 4.1.

73. Chemically unstable substances of class 4.1 are allowed to transportation only if necessary measures for prevention of their dangerous decomposition or polymerization are taken during transportation. For this purpose it is necessary that vessels and tanks did not contain the substances capable to activate these reactions.

73.1. The oxidizing flammable solid substances carried to No. of the UN 3097, are not allowed to transportation if they do not meet the requirements established for class 1.

73.2. The following substances are not allowed to international delivery:

phosphorus sulfide, not free from yellow and white phosphorus;

the solid desensibilizirovanny explosive substances which are not specified in the table A of the agreement of DOPOG;

inorganic flammable substances in the melted condition.

Chapter 8. Class 4.2. The substances capable to spontaneous ignition

74. Treat dangerous goods of class 4.2:

pyrophorous substances - substances, including mixes and solutions (liquid or firm) which even in small quantities ignite in case of contact with air within five minutes. These substances are most subject to spontaneous ignition;

the self-heating-up substances and products - substances and products, including mixes and solutions which in case of contact with air without supply of energy are from the outside capable to self-heating. These substances ignite only in lumps (kilograms) and only through long periods of time (hours or days).

75. Dangerous goods of class 4.2 is subdivided on:

S - the substances capable to spontaneous ignition without additional danger:

S1 - organic liquid;

S2 - organic firm;

S3 - inorganic liquid;

S4 - inorganic firm;

S5 - metalloorganic;

SW - the substances capable to spontaneous ignition emitting flammable gases in case of contact with water;

SO - the substances capable to spontaneous ignition oxidizing;

ST - the substances capable to spontaneous ignition, toxic:

ST1 - organic toxic liquid;

ST2 - organic toxic firm;

ST3 - inorganic toxic liquid;

ST4 - inorganic toxic firm;

SC - the substances capable to spontaneous ignition, corrosion:

SC1 - organic corrosion liquid;

SC2 - organic corrosion firm;

SC3 - inorganic corrosion liquid;

SC4 - inorganic corrosion firm.

76. The self-heating of the specified substances leading to spontaneous ignition results from reaction of substance with the oxygen (containing in air), at the same time the generated heat is not taken away quickly enough to the environment. Spontaneous ignition happens when the speed of formation of heat exceeds the speed of heat emission and self-ignition temperature is reached.

77. The substances and products carried to class 4.2, are specified in the table A of the agreement of DOPOG.

78. Reference of the substances and products which are not specified in the table A of the agreement of DOPOG to the corresponding specific line items of N.U.K. it can be performed based on experience or results of procedures of testing with use of the following criteria:

78.1. the solid substances capable to spontaneous ignition (pyrophorous), shall be carried to class 4.2, if they ignite in case of fall from height of 1 m or within the next five minutes;

78.2. the liquids capable to spontaneous ignition (pyrophorous), shall be carried to class 4.2, if:

being poured out on the inert carrier they ignite within five minutes;

in case of receipt of negative result during testing according to the paragraph the second this subitem and being poured out on the dry filter crumpled paper (3) they ignite Whatman filter paper No. or char it within five minutes;

78.3. substances in which cubic sample with the party of 10 cm at temperature of testing of +140 °C during 24 h spontaneous ignition or temperature rise more than +200 °C is observed shall be carried to class 4.2. Self-ignition temperature of cubic sample of charcoal by amount of 27 m 3, which constitutes +50 °C is taken as basis of this criterion.

79. The substances transported in packagings by amount no more than 3 m 3, are exempted from action of requirements for class 4.2, if during the testing which is carried out at temperature of +120 °C on cubic sample with the party of 10 cm during 24 h there is no spontaneous ignition or temperature rise of sample more than to +180 °C.

80. The substances transported in packagings by amount no more than 450 l are exempted from action of requirements for class 4.2, if during the testing which is carried out at temperature of +100 °C on cubic sample with the party of 10 cm during 24 h there is no spontaneous ignition or temperature rise more than +160 °C.

81. If as a result of entering of additives into class 4.2 substances they get to the categories of danger other than categories of danger to which the substances specified in the table A of the agreement of DOPOG belong, these mixes shall be carried to those line items which they treat owing to their actual degree of danger.

82. To the substances and products carried to different line items in the table A of the agreement of DOPOG packing groups of I, II or III based on procedures testing using the following criteria are appointed:

82.1. to the substances capable to spontaneous ignition (pyrophorous), the packing group of I is appointed;

82.2. to the self-heating-up substances and products in which cubic sample with the party of 2,5 of cm at temperature of testing of +140 °C during 24 h spontaneous ignition or temperature rise more than to +200 °C is observed the packing group of II is appointed; to substances with self-ignition temperature above +50 °C in case of amount of 450 l the packing group of II shall not be appointed;

82.3. to substances with small extent of self-heating which cubic sample with the party of 2,5 of cm under the set conditions does not show the properties specified in subitem 82.2 of this Item, but in cubic sample of which with the party of 10 cm at temperature of testing of +140 °C during 24 h spontaneous ignition or temperature rise more than to +200 °C is observed, the packing group of III is appointed.

83. The following substances are not allowed to international delivery:

No. of the UN 3255 "rubs - butylhypochlorite";

the oxidizing self-heating-up solid substances carried to No. of the UN 3127, if they do not meet the requirements established for class 1.

84. The flammable solutions which are containing the metalloorganic connections not capable to spontaneous ignition and not emitting flammable gases in case of contact with water are class 3 substances.

85. No. of the UN 2858 "finished products from zirconium 18 microns thick or more", No. of the UN 1353 "the fibers or fabrics impregnated with nitrocellulose with low content of nitrates, which are not self-heating up", No. of the UN 2000 "celluloid", No. of the UN 1326 "hafnium - the powder moistened", No. of the UN 1352 "titanium - the powder moistened", No. of the UN 1358 "tsirkoniyporoshok humidified from water shares at least 25%" are class 4.1 substances.

86. The metalloorganic connections and their solutions not capable to spontaneous ignition but emitting flammable gases in case of contact with water are substances of class 4.3, No. of the UN 3207.

87. No. of the UN 1847 "sulfide potassium the crystalline hydrate containing at least 30% of crystallizational water" No. of the UN 1849 "sulfide sodium the crystalline hydrate containing at least 30% of crystallizational water" No. of the UN 2949 "sodium the hydrosulphide containing at least 25% of crystallizational water" are class 8 substances.

Chapter 9. Class 4.3. The substances emitting flammable gases in case of contact with water

88. Substances which in case of reaction with water emit the flammable gases capable to form with air explosive mixes, and also the products containing such substances belong to dangerous goods of class 4.3.

89. Dangerous goods of class 4.3 is subdivided on:

W - substances which emit flammable gases in case of contact with water, without additional danger, and also the products containing such substances:

W1 - liquid;

W2 - firm;

W3 - products;

WF1 - substances which emit flammable gases in case of contact with water, liquid, flammable;

WF2 - substances which emit flammable gases in case of contact with water, firm, flammable;

WS - substances which emit flammable gases in case of contact with water, firm, self-heating up;

WO - substances which emit the flammable gases in case of contact with water oxidizing, firm;

WT - substances which emit flammable gases in case of contact with water, toxic:

WT1 - liquid;

WT2 - firm;

WC - substances which emit flammable gases in case of contact with water, corrosion:

WC1 - liquid;

WC2 - firm;

WFC - substances which emit flammable gases in case of contact with water, flammable, corrosion.

90. The substances and products carried to class 4.3, are specified in the table A.

91. Reference of substances and products according to the name in the table A of the agreement of DOPOG to the corresponding specific line items of N.U.K. it shall be performed based on results of the procedure of testing, and also taking into account practical experience if it provides more strict classification, with use of the following criteria:

substance shall be carried to class 4.3, if:

at any stage of testing there is spontaneous flaming of the emitted gas;

there is release of flammable gas to speed more than one liter on kilogram of the tested substance an hour.

92. If as a result of entering of additives into class 4.3 substances they get to the categories of danger other than categories of danger to which the substances specified according to the name in the table A of the agreement of DOPOG belong, then these mixes shall be carried to those line items which they treat owing to their actual degree of danger.

93. To the substances and products carried to different line items in the table A of the agreement of DOPOG packing groups of I, II or III based on procedures testing using the following criteria are appointed:

the packing group of I is appointed to any substance which violently reacts with water at environmental temperatures and in general finds tendency to gas evolution, is subject to self-ignition or which easily reacts with water at environmental temperatures, emitting at the same time flammable gas with the speed equal or exceeding 10 l on kilogram of substance a minute;

the packing group of II is appointed to any substance which easily reacts with water at environmental temperatures, emitting at the same time flammable gas with the maximum speed equal or exceeding 20 l on kilogram of substance an hour which does not meet the criteria established for packing group of I;

the packing group of III is appointed to any substance which slowly reacts with water at environmental temperatures, emitting at the same time flammable gas with the maximum speed exceeding 1 l on kilogram of substance an hour which does not meet the criteria established for packing group of I or II.

94. The flammable solid substances reacting with water carried to line item No. of the UN 3132, the oxidizing solid substances reacting with water carried to line item No. of the UN 3133, the self-heating-up solid substances reacting with water carried to line item No. of the UN 3135, are not allowed to international delivery if they do not meet the requirements established for class 1.

Chapter 10. Class 5.1. The oxidizing substances

95. Substances which in itself optionally being combustible belong to dangerous goods of class 5.1, can cause or sustain combustion of other materials, and also the products containing such substances by means of release of oxygen.

96. Dangerous goods of class 5.1 is subdivided on:

About - the oxidizing substances without additional danger or product containing such substances:

O1 - liquid;

O2 - firm;

O3 - products;

OF - the oxidizing substances firm, flammable;

OS - the oxidizing substances firm, self-heating up;

OW - the solid, allocating flammable gases oxidizing substances in case of contact with water;

OT - the oxidizing substances toxic:

OT1 - liquid;

OT2 - firm;

OC - the oxidizing substances corrosion:

OC1 - liquid;

OC2 - firm;

OTC - the oxidizing substances toxic, corrosion.

97. In case of reference of the substances which are not specified in the table A of the agreement of DOPOG to one of line items of N.U.K. based on the procedure of testing the following criteria are applied: solid substance shall be carried to class 5.1, if it being mixed with cellulose in proportion 4:1 or 1:1 (on weight) ignites and burns or has the average duration of burning which is not exceeding the average duration of burning of bromate of potassium with cellulose, mixed in proportion 3:7 (on weight).

To the oxidizing solid substances carried to different line items in the table A of the agreement of DOPOG packing groups of I, II or III based on procedures testing using the following criteria are appointed:

packing group of I: any substance which being mixed with cellulose in proportion 4:1 or 1:1 (on weight) has the average duration of burning which less average duration of burning of bromate of potassium with cellulose, mixed in proportion 3:2 (on weight);

packing group of II: any substance which being mixed with cellulose in proportion 4:1 or 1:1 (on weight) has the average duration of burning equal or it is less than average duration of burning of bromate of potassium with cellulose, mixed in proportion 2: 3 (on weight), also does not meet criteria of reference to packing group of I;

packing group of III: any substance which being mixed with cellulose in proportion 4:1 or 1:1 (on weight) has the average duration of burning equal or it is less than average duration of burning of bromate of potassium with cellulose, mixed in proportion 3:7 (on weight), and does not meet criteria of reference to packing groups of I and II.

98. In case of reference of the oxidizing liquid substances which are not specified in the table A of the agreement of DOPOG to one of line items of N.U.K. based on the procedure the following criteria are applied: liquid substance shall be carried to class 5.1, if it being mixed with cellulose in proportion 1:1 (on weight) has the maximum pressure of 2070 kPa (manometer pressure) or above, has the average time of recompression which is less or to equally average time of recompression of 65% - go than water solution of nitric acid with cellulose, mixed in proportion 1:1 (on weight).

To the oxidizing liquid substances carried to different line items in the table A of the agreement of DOPOG packing groups of I, II or III are appointed, based on testing the following criteria are applied:

packing group of I: any substance which being mixed with cellulose in proportion 1:1 (on weight) spontaneously ignites or has the average time of recompression which is less than average time of recompression of 50% - go solution of chloric acid with cellulose, mixed in proportion 1:1 (on weight);

packing group of II: any substance which being mixed with cellulose in proportion 1:1 (on weight) has the average time of recompression which is less or to equally average time of recompression of 40% - go than water solution of chlorate of sodium with cellulose, mixed in proportion 1:1 (on weight), and does not meet criteria of reference to packing group of I;

packing group of III: any substance which being mixed with cellulose in proportion 1:1 (on weight) has the average time of recompression which is less or to equally average time of recompression of 65% - go than water solution of nitric acid with cellulose, mixed in proportion 1:1 (on weight), and does not meet criteria of reference to packing groups of I and II.

99. Chemically unstable substances of class 5.1 are allowed to transportation only if necessary measures for prevention of their dangerous decomposition or polymerization are taken during transportation. For this purpose it is necessary, in particular, that vessels did not contain the substances capable to activate these reactions.

100. The following substances and mixes are not allowed to international delivery:

No. of the UN 3100 "the oxidizing solid substances which are self-heating up N.U.K.",

No. of the UN 3121 "the oxidizing solid substances reacting with water, N.U.K.",

No. of the UN 3137 "the oxidizing solid substances, flammable, N.U.K.", if they do not meet the requirements established for class;

hydrogen the peroxide which is not stabilized or peroxide hydrogen the water solution which is not stabilized, containing more than 60% of hydrogen peroxide;

the tetranitromethane containing combustible impurity;

the solutions of chloric acid containing more than 72% of acid (on weight), or mixes of chloric acid with any liquid, except water;

the solution of chloric acid containing more than 10% of chloric acid, or mix of chloric acid with any liquid except water;

galogensoderzhashchy compounds of fluorine, except such as No. of the UN 1745 "bromine penta fluoride", No. of the UN 1746 "bromine trifluoride" and No. of the UN 2495 "iodine penta fluoride" class

5. 1, and also No. of the UN 1749 "chlorine trifluoride" and No. of the UN 2548 "chlorine penta fluoride" class 2;

chlorate of ammonium and its water solutions, and also chlorate mixes with ammonium salt;

chlorite of ammonium and its water solutions, and also chlorite mixes with ammonium salt;

hypochlorite mixes with ammonium salt;

bromate of ammonium and its water solutions, and also bromate mixes with ammonium salt;

permanganate of ammonium and its water solutions, and also permanganate mixes with ammonium salt;

the ammonium nitrate containing more 0,2 of % of combustible substances (including any organic matter calculated on carbon) if it is not component of substance or product of class 1;

fertilizers with ammonium nitrate (for ammonium nitrate content determination all ions of nitrate for which at mix there is molecular equivalent of ions of ammonium shall be calculated on ammonium nitrate) or with combustible substances which content exceeds the sizes specified in special provision 307 of the agreement of DOPOG except cases when they are allowed to transportation with observance of the conditions applicable to class 1;

nitrite of ammonium and its water solutions, and also mixes of inorganic nitrite with ammonium salt;

mixes of nitrate of potassium, nitrite of sodium and salt of ammonium.

Chapter 11. Class 5.2. Organic peroxides

101. Organic peroxides and compositions of organic peroxides belong to dangerous goods of class 5.2.

102. Dangerous goods of class 5.2 is subdivided on:

P1 - organic peroxides without temperature control;

P2 - organic peroxides with temperature control.

103. Organic peroxides are inclined to exothermic decomposition at the normal or increased temperature. Decomposition can begin under the influence of heat, contact with impurity (for example, acids, connections of heavy metals, amines), friction or blow. Speed of decomposition increases with increase in temperature and depends on composition of organic peroxide. Decomposition can lead to formation of noxious or flammable gases or vapors.

104. Some of organic peroxides can decay with explosion, especially in the closed space. This property can be changed by means of addition of solvents or use of the corresponding container. Many organic peroxides intensively burn. It is necessary to avoid hit of organic peroxides in eyes. Some organic peroxides even in case of short contact lead to serious injury of cornea of eyes or corrode skin.

105. Compositions of organic peroxides which contain do not treat dangerous goods of class 5.2:

no more 1,0 of % of free oxygen from organic peroxides when content of hydrogen peroxide does not exceed % 1,0;

no more 0,5 of % of free oxygen from organic peroxides when content of hydrogen peroxide constitutes more 1,0 of %, but no more 7,0 of %.

106. Organic peroxides are subdivided into seven types according to degree of danger which they constitute. Organic peroxides are ranged from type Aperoksidy which are not allowed to transportation in container in which they are tested, to the G-peroxides type to which provisions for dangerous goods of class do not extend
