About actions for implementation of the International medical and sanitary rules for the purpose of the prevention of cross-border transfer of threats for public health
For the purpose of accomplishment of provisions of Items 5), 10) and 12) Articles 4, Item 4) Articles 9, Items 1) and 2) parts (1) Articles 53, Items 2) and 3) Articles 54, Item 4) parts (1), the part Items 1)-9) (3) Article 55 and articles 56-61 of the Law No. 10-XVI of February 3, 2009 on the state supervision of public health (The official monitor of the Republic of Moldova, 2009, No. 67, the Art. 183), with subsequent changes and amendments, providing continuity and strengthening of implementation of the International medical and sanitary rules MMSP (2005), the 58th Assembly of the World Health Organization, and also strengthening of national opportunities and structures for the effective answer, including suppression of cross-border transfer, threats approved on May 23, 2005 for public health, the Government DECIDES:
1. Approve:
Regulations on the prevention of cross-border transfer of threats for public health according to appendix No. 1;
The minimum opportunities in the Items of crossing of frontier appointed according to provisions of the International medical and sanitary rules (2005), according to appendix No. 2.
2. To the Ministry of Health, work and social protection, to the Ministry of Foreign Affairs and European Integration, the Ministry of Internal Affairs, the Ministry of the environment, the Ministry of Agriculture and the food industry, the Ministry of Defence, the Ministry of Transports and Road Infrastructure, Customs Service, Boundary police, the National agency on safety of foodstuff, Organa of civil aviation and Administration of the international free port "Dzhyurdzhyulesht" to provide, within competences, activities for monitoring, the early notification, decrease and response measures for the purpose of the prevention of cross-border transfer of threats for public health.
3. Appoint the Items of crossing of frontier open for international carriages for equipment:
Chisinau, mun. Chisinau – air (The International airport Chisinau);
Dzhyurdzhyulesht, the area Kakhul – sea (The international free port "Dzhyurdzhyulesht");
Leushen, the area Hynchesht – automobile;
Ungen, the area Ungen – railway;
Tudor, the area Stefan Wode – automobile;
It is curve, the area Brichen – automobile where will be created and to be supported the minimum opportunities according to provisions of the International medical and sanitary rules (2005).
In other Items of crossing of frontier open for international carriages, the minimum opportunities according to provisions of the International medical and sanitary rules will be developed and supported subsequently (2005).
4. To Customs Service and Boundary police (competent authorities), to the Ministry of Health, work and social protection and to the National agency on safety of foodstuff, within competence to provide development and maintenance of the minimum opportunities in the appointed Items of crossing of frontier according to appendix No. 2 to this resolution.
5. With the assistance of the Ministry of Health, work and social protection to offer Customs Service, Boundary police, the Ministry of Agriculture and the food industry, the National agency on safety of foodstuff appointment of adjacent ground stations of crossing of borders for the purpose of the prevention of cross-border transfer of threats for public health, within negotiating according to international treaties with neighboring countries by means of the Ministry of Foreign Affairs and European Integration.
6. To the Ministry of Health, work and social protection together with the Ministry of Agriculture and the food industry, the Ministry of Internal Affairs, the Ministry of the environment, the Ministry of Transports and Road Infrastructure, the Ministry of Defence, Boundary police, Customs Service, Body of civil aviation, Administration of the International free port "Dzhyurdzhyulesht" and the National agency on safety of foodstuff annually to provide assessment of implementation of the International medical and sanitary rules (2005) and participation, within competences, in filling of the questionnaire on progress of implementation of the International medical and sanitary rules (2005).
7. To impose control over the implementation of this resolution on the Ministry of Health, work and social protection.
