ORDER OF THE MINISTRY OF HEALTH OF UKRAINE

of June 4, 2014 No. 383

About the organization of holding additional actions in case of complication of epidemic situation for poliomyelitis

According to Articles 6, 11 Laws of Ukraine "About protection of the population against infectious diseases", the subitem 4 Items 4, of Item 12 of the Regulations on the Ministry of Health of Ukraine approved by the Presidential decree of Ukraine of April 13, 2011 No. 467, ORDER:

1. Approve enclosed:

1) the Procedure for holding additional actions in case of complication of epidemic situation for poliomyelitis (further - the Procedure);

2) Regulations on Operational staff of the Ministry of Health of Ukraine on localization and liquidation of outbreak of the poliomyelitis caused by "wild" virus of poliomyelitis (further - Operational staff).

2. To the Minister of Health of the Autonomous Republic of Crimea, heads of structural divisions concerning health care of the regional, Kiev and Sevastopol city public administrations, to the First Deputy Chairman of the Public sanitary and epidemiologic service of Ukraine (A. Kravchuk):

1) to provide accomplishment of the Procedure;

2) in case of complication of epidemic situation on poliomyelitis in week (in the last working day of week) to provide information on condition of accomplishment of the Procedure in GU "Ukrainian Center for Control and Monitoring of Diseases of MOZ of Ukraine" (L. Nekrasov) and Operational staff.

3. GU "Ukrainian Center for Control and Monitoring of Diseases of MOZ of Ukraine" (L. Nekrasov) to provide collection, generalization and submission of information on accomplishment of the Procedure to the Ministry of Health of Ukraine and the Public sanitary and epidemiologic service of Ukraine.

4. To the director of the department of reforms and development of medical care (M. Hobzey), to the head of department of public health (A. Grigorenko), the First Deputy Chairman of the Public sanitary and epidemiologic service of Ukraine (A. Kravchuk) according to the assigned tasks and functions, within powers to exercise control over the implementation of the Procedure and (during creation) coordination of activities of Operational staff.

5. To provide to management of public health (A. Grigorenko) submission of this order on state registration in the Ministry of Justice of Ukraine.

6. Repeal the order of the Ministry of Health of Ukraine of April 9, 2014 No. 254 "About support of the status of the country by Ukraine, free from poliomyelitis".

7. To impose control over the implementation of this order on the deputy minister - the chief of staff of V. Lazorishints.

8. This order becomes effective from the date of its official publication.

Procedure for holding additional actions in case of complication of epidemic situation for poliomyelitis

I. General provisions

1. This Procedure determines the mechanism of holding additional actions in healthcare institutions of the state and municipal pattern of ownership in case of complication of epidemic situation by poliomyelitis and is directed to decrease in risk of delivery and distribution in the territory of Ukraine of diseases of poliomyelitis.

Risks in case of which there is threat of delivery and spread of "wild" virus of poliomyelitis:

in case of long decrease in level of scope three inoculations of poliomiyelitny vaccine to level below 90%;

in case of identification of circulation of "wild" virus of poliomyelitis in the country bordering on Ukraine;

detection of "wild" virus of poliomyelitis in the environment, etc.

2. The decision on threat of delivery and spread of "wild" virus of poliomyelitis is accepted by National certified committee of Ukraine on liquidation of poliomyelitis which structure is approved by the order of the Ministry of Health of Ukraine of July 14, 1998 No. 196 "About strengthening of actions for the prevention of diseases of poliomyelitis in Ukraine" with participation of experts of the European regional office of the World Health Organization (further - ERB WHO) and moves in the Ministry of Health of Ukraine.

II. Suspicious single "hot case" (or "hot case" of sharp sluggish paralysis)

1. Criteria of "hot case" of sharp sluggish paralysis:

1) availability of clinical symptoms of sharp sluggish paralysis (further - GVS) at the child aged up to 15 years (including recently died patients) in the presence of any of the following signs:

receipts less than three doses of poliomiyelitny vaccine;

visits of the region, endemic on poliomyelitis;

belonging to risk group;

2) clinical poliomiyelitopodobny disease at the patient of any age.

2. Measures which shall be accepted in case of identification of "hot case":

1) within 24 hours structural divisions concerning health care inform the Ministry of Health of Ukraine and the Public sanitary and epidemiologic service of Ukraine for further informing the World Health Organization (further - WHO);

2) for allocation of virus from each patient it is necessary to select 2 tests of excrements at an interval of 48 hours and no later than 2 weeks after the beginning of disease;

3) in case of storage and transportation of tests of excrements it is obligatory to use "holodovy chain";

4) in case of unsatisfactory quality of test of excrements from "hot case" for allocation of virus it is necessary to take samples of excrements at persons contacting to the patient in house conditions or in healthcare institutions;

5) to provide timeliness of transportation and laboratory research of tests of excrements;

6) the laboratory of virology and AIDS of GU "Ukrainian Center for Control and Monitoring of Diseases of the Ministry of Health of Ukraine" (further - GU "UTsKMZ of the Ministry of Health") within 48 hours after allocation of virus sends the isolated poliomyelitis virus strain to regional referens-laboratory of the World Health Organization of health (further - RRL WHO) for intraspecific differentiation;

7) to carry out operational assessment of the vaktsinalny status of persons contacting to the patient (for example, parents, schoolmates, etc.) and to resolve issue of immunization of children according to the current legislation;

8) to provide epidemiological surveillance behind sharp sluggish paralyzes according to indicators of quality, given in appendix to this Procedure.
