being guided by the purposes, tasks and the principles fixed in the Charter of the Shanghai Cooperation Organization of June 7, 2002
considering development of cooperation within the Shanghai Cooperation Organization (further - SCO) among priorities of foreign policy of the states,
attaching importance to effective implementation of the agreements reached by Heads of States and Governments in different areas of cooperation between state members of SCO
considering necessary to develop effective interaction in the field of foreign policy for the purpose of search of the general points of view in foreign policy questions, of common interest, including in the international organizations and at the international forums,
including useful consultations, and also exchange of opinions at the different levels on the regional and international problems which are of mutual interest
agreed as follows:
Ministers of Foreign Affairs of state members of SCO according to Article 7 of the Charter of SCO will see off next (once a year) and emergency meetings of Council of Foreign Ministers of state members of SCO (SMID). The procedure for holding the regular and emergency meetings of SMID is determined by Regulations on Council of Foreign Ministers of state members of SCO of May 29, 2003.
By agreement Ministers of Foreign Affairs of state members of SCO hold meetings during the sessions of the United Nations General Assembly in New York.
The parties will organize consultations at the different levels, including at the level of division managers of the Ministries of Foreign Affairs, for the purpose of comparison of line items and development of the general points of view on the main international problems, in particular concerning strengthening of the world and the international security in the Central Asian region and around it, forming of effective system of collective security in the Pacific Rim, and also on perspective of fight against the international terrorism, separatism, extremism, transnational organized crime, arms trafficking and drugs.
In case of need and by mutual consent of the Parties for consideration of specific questions, including for preparation of draft documents, the working groups of experts on a temporary basis can be created.
For participation in consultations in the consent of the Parties representatives of other international associations and/or states can be invited on one-time basis. Invitations are sent by the Executive secretary of SCO not later than two months before carrying out consultations.
Expenses on transportation to the destination and back, and also on stay in the country are born by the directing state, and the host state provides the room for carrying out consultations.
In case of need the Secretariat of SCO can initiate (independently or at the request of one of the Parties) the organization and carrying out consultations in Beijing (the Secretariat of SCO) with participation of permanent representatives of state members of SCO under the Secretariat of SCO.
The secretariat of SCO annually develops the draft of the Program of cooperation between the Ministries of Foreign Affairs of state members of SCO the next calendar year on the basis of offers which the Parties send to the Secretariat of SCO until the end of the first quarter of the current year through the permanent representatives under the Secretariat of SCO. The executive secretary of SCO no later than May of the current year submits the draft of the Program and approval of Council of national coordinators of state members of SCO.
The parties cooperate and consult with the purpose of development of the approved or common positions within the international and regional organizations and forums.
For this purpose, in particular, carrying out on regular basis (at least once a quarter) consultations of permanent representatives of state members of SCO under the UN in New York is provided.
The parties promote exchange and studying of work experience of diplomatic services of state members by means of the organization of the corresponding multilateral seminars and joint surveys, using for this purpose possibilities of the Secretariat of SCO.
For the purpose of increase in efficiency of interaction on the international scene of the Party, using possibilities of the Secretariat of SCO and permanent representatives of state members of SCO under the Secretariat of SCO, perform on regular basis exchange of information on the questions which are of mutual interest.
The parties interact at the level of diplomatic representations and consular establishments of the Republic of Kazakhstan, People's Republic of China, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan in the third countries.
In the this Protocol according to the solution of SMID changes and/or additions can be made. Relevant decisions are drawn up by protocols and become effective from the date of their signing.
The this Protocol consists for a period of five years and becomes effective from the date of its signing. Its action will be prolonged automatically every time the next five years if the Parties do not agree about other.
It is made in Tashkent on June 17, 2004 in one authentic copy in the Russian and Chinese languages, and both texts are equally authoritative.
The protocol is stored in the Secretariat of SCO which will send to each Party its verified copy.
