Regulations of the state service "Issue of the Quarantine Certificate on Movement of Quarantine Products in the territory of the Republic of Kazakhstan"

1. General provisions

1. The state service is rendered by territorial inspectorates of Committee of the state inspection in agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhstan (further - the service provider), including through the web portal of "the electronic government" www.e.gov.kz (further - the portal).

2. Form of rendering the state service: electronic (partially automated) and (or) paper.

3. Result of rendering the state service:

1) in case of the address to the service provider issue of the quarantine certificate on movement of quarantine products in the territory of the Republic of Kazakhstan (further - the quarantine certificate) on paper;

2) on the portal - the notification of the readiness of the quarantine certificate in electronic form.

type of required state service;

quantities and names of the enclosed documents;

date (time) of receipt of the state service and place of issue of documents;

surnames, name, middle name of the official of the service provider who accepted documents.

Transfers to their head of the structural unit of the service provider, within thirty minutes;

2) the head of the structural unit of the service provider determines the responsible state inspector on quarantine of plants authorized on execution of the quarantine certificate (further - the state inspector) within two hours;

3) the state inspector considers the provided documents within five minutes;

4) the state inspector draws up the request through single automated control system for industries of agro-industrial complex "e-Agriculture" (further - IS EASU) within ten minutes;

5) the state inspector sends the notification to Management of Committee on the right statistics and accounting of the Prosecutor General's Office (further - UKPS and SU of GP) within ten minutes;

6) not earlier than days after sending the notification to UKPS and SU of GP, the state inspector leaves on examination of quarantine products for establishment of phytosanitary condition of quarantine products in the presence of uslugopoluchatel and in case of origin of quarantine products from quarantine zones directs samples to phytosanitary examination within three working days;

7) the state inspector by results of examination draws up the quarantine certificate with use of IS EASU within one hour.

8) the state inspector transfers the prepared quarantine certificate to office of the service provider or to the official within five minutes;

3) the considered document package;

4) the registered request through IS EASU;

5) the notification in UKPS and SU of GP;

6) departure of the state inspector on examination;

7) results of examination;

8) transfer of the prepared quarantine certificate to the employee of office or the official;
