1. Determine that:
implementation by customers of purchase of the light industrial goods coming from foreign states (except for state members of the Eurasian Economic Union), and (or) services in hire of such goods (further respectively - goods, services) for ensuring the federal needs which are not relating to the state defense order according to the list according to appendix No. 1, of goods and (or) services for ensuring needs of subjects of the Russian Federation and municipal needs according to appendix No. 2 is not allowed, except as specified, if production of goods in the territories of state members of the Eurasian Economic Union is absent;
the additional requirement to procurement participants of goods and (or) services for ensuring federal needs, including within the state defense order, provided by appendix No. 1 to this resolution, goods and (or) services for the ensuring needs of subjects of the Russian Federation and municipal needs provided by appendix No. 2 to this resolution is use in case of production of goods and (or) rendering services of materials or semifinished products which country of source is the state member of the Eurasian Economic Union (further - materials or semifinished products). The specified additional requirement is not effective if in the territories of state members of the Eurasian Economic Union there is no production of goods, materials or semifinished products;
absence confirmation in the territory of the Russian Federation of production of goods, materials or semifinished products is performed by authorized body of the Russian Federation in the procedure established by it.
2. In case of implementation of purchase of goods and (or) services at the single supplier customers in case of the description in the notice on implementation of purchase at the single supplier of the characteristic of goods and (or) services establish condition about use of materials or semifinished products in case of production of goods. The specified condition is not effective if in the territories of state members of the Eurasian Economic Union there is no production of goods, materials or semifinished products.
3. The authorized body performing absence confirmation in the territory of the Russian Federation of production of goods is the Ministry of Industry and Trade of the Russian Federation.
4. To the Ministry of Industry and Trade of the Russian Federation:
develop and approve till September 1, 2014 rules of issue of the conclusion about lack in the territory of the Russian Federation of production of goods;
hold consultations with the interested executive bodies of state members of the Eurasian Economic Union concerning determination of the mechanism of confirmation of lack of production of goods, materials or semifinished products in the territories of these states.
4(1). Determine that provisions of this resolution are not applied in case of purchase of the goods specified in appendices No. 1 and 2 to this resolution within realization:

Cross-Border Cooperation Programmes "Russia - Southeast Finland" which procedure for realization is provided by the Agreement on financing and program implementation of frontier cooperation "Russia - Southeast Finland" for 2014 - 2020, signed in Moscow on December 29, 2016;
Cross-Border Cooperation Programmes Russia-Latvia which procedure for realization is provided by the Agreement on financing and program implementation of frontier cooperation Russia-Latvia for 2014 - 2020 signed in Moscow on December 29, 2016;
