Approve the enclosed Rules of provision of information on gas export.

Rules of provision of information on gas export

1. These rules determine procedure for provision in the Ministry of Energy of the Russian Federation of information on gas export by persons specified in parts 1 and 1.1 of article 3 of the Federal law "About Gas Export" (further - exporters), and the list of information on gas export.

2. For the purposes of application of these rules gas export is understood as export of gas natural in gaseous and (or) liquefied state out of limits of the Russian Federation without obligation about the return import.

3. Treat information on gas export:

a) data on forecast amounts of gas production natural in gaseous state;

b) data on forecast and actual production volumes of gas natural in a liquefied state;

c) data on the forecast and actual directions of gas export with indication of amounts of gas natural in gaseous and (or) liquefied state in each direction (state);

d) the name and the location of partners of the exporters performing gas export;

e) data on forecast and actual procedure for pricing on gas natural in gaseous and (or) liquefied state;

e) data on the place (port) of transfer (shipment) of gas natural in gaseous and (or) liquefied state (in the presence);

g) data on forecast and actual dates of gas export.

4. The Ministry of Energy of the Russian Federation within 10 days from the date of licensing for gas export, and also annually, no later than January 15, sends to exporters inquiries for provision of information on gas export, stipulated in Item 3 these rules.

Exporters within 30 days from the date of receipt of such requests provide required information in the Ministry of Energy of the Russian Federation.

5. The Ministry of Energy of the Russian Federation annually, no later than July 15, sends to exporters inquiries for provision of the forecast information on gas export provided by subitems "v", "d" and "zh" of Item 3 of these rules.

Exporters within 30 days from the date of receipt of such requests provide required information in the Ministry of Energy of the Russian Federation.

6. The Ministry of Energy of the Russian Federation, in addition to the requests specified in items 4 and 5 these rules in need of compliance with the legislation of the Russian Federation has the right to send to exporters additional inquiries for provision of information on gas export, stipulated in Item 3 these rules.

Exporters within 30 days from the date of receipt of such requests provide required information in the Ministry of Energy of the Russian Federation.

7. The requests specified in items 4 - 6 these rules including the requirement about provision of information which is trade secret are based on need of execution of the Federal Law "About Gas Export".

8. Information on gas export, stipulated in Item 3 these rules, is provided on paper or in electronic form which is signed by the strengthened qualified digital signature of the head (other authorized person) of the exporter, with use of the Internet.

9. Day of obtaining by exporters of the request specified in items 4 - 6 of these rules, the day of delivery of the mailing specified in the assurance of receipt or day of the actual receipt of request is considered.

10. Day of provision in the Ministry of Energy of the Russian Federation of information on gas export, stipulated in Item 3 these rules, day of sending the mailing, either day of the actual transfer, or day of sending in electronic form with use of the Internet is considered.

11. The information on gas export specified in Item 3 of these rules containing the data which are trade secret is provided by exporters in the Ministry of Energy of the Russian Federation in accordance with the legislation of the Russian Federation about trade secret.
