Section I. General provisions

Article 1.

Establishment and cancellation, the sizes and terms, procedure for transfer in the budget of non-tax payments, and also provisions of privileges to their payers is performed by Jogorku Kenesh of the Kyrgyz Republic and other public authorities according to this Law.

Legal relationship in connection with application of the mode of stabilization to conditions on payment of non-tax payments, except for payments for the services rendered by state bodies, are regulated by the legislation of the Kyrgyz Republic on investments.

Article 2.

The law determines the non-tax payments coming to the budget in the form of charges, payments, assignments, the income and sanctions.

Collection is the obligatory, established by the state for the services rendered by state bodies money contribution having one-time character. The amount of collection corresponds to the cost of the provided service.

The payment is the compulsory money contribution which is periodically paid by the legal entities and physical persons using services of state bodies for accomplishment of the state functions.

The income - the assignments established by the state brought or collected in the amount of all-in cost of property or money which owner under the Law is the state.

Sanctions are the measures of property impact provided by the Law applied to violators.

Assignment - the payment type established by the state brought without fail by the subsoil user on development and content of infrastructure of local value.
