The administrative regulations (further - Regulations) Federal Nature Management Supervision Service on provision of the state service in issue of import permits to the Russian Federation or transit through the territory of the Russian Federation of toxic agents (further - the state service) establish terms and the sequence of ministerial procedures (actions) of Federal Nature Management Supervision Service (further - Rosprirodnadzor) performed at the request of the individual entrepreneur or the legal entity or their authorized representatives and also order of interaction between structural divisions of Rosprirodnadzor, his officials with applicants, other public authorities, local government bodies, organizations and the organizations by provision of the state service.
2. Action of these Regulations extends to import to the Russian Federation or transit through the territory of the Russian Federation of the toxic agents (further - controlled toxic agents) included in the Section 2.13 "The Toxic Agents Which Are Not Precursors of Drugs and Psychotropic Substances, Limited to Movement through Customs Border of the Customs Union when Importing and Exporting" of the Single inventory to which prohibitions or import restrictions or export by state members of the Customs union within the Eurasian economic community in trade with the third countries (further - the Single inventory) approved by the decision of Board of the Eurasian economic commission of August 16, 2012 No. 134 "About regulatory legal acts in the field of non-tariff regulation" are applied (The Official site of the Eurasian economic commission of http://www.tsouz.ru/, on August 17, 2012), and/or determined by the Section III "Toxic agents the Nomenclatures of the strong and toxic agents which are not precursors of drugs and psychotropic substances not being precursors of drugs and psychotropic substances" (further - the Nomenclature), approved by the order of the Government of the Russian Federation of August 3, 1996 No. 930 (The Russian Federation Code, 1996, No. 34, Art. 4122; 2007, No. 35, Art. 4310; 2009, No. 25, Art. 3067; 2011, No. 50, Art. 7392; 2012, No. 37, Art. 5002; 2013, No. 6, Art. 558).

Applicants are participants of foreign trade activity - legal entities irrespective of their form of business and the individual entrepreneurs planning to perform import to the Russian Federation or transit through the territory of the Russian Federation of toxic agents and who filed the corresponding petition for provision of the import permit to the Russian Federation of toxic agents or permission to transit through the territory of the Russian Federation of toxic agents (further - the Applicant), or their representatives in accordance with the legislation of the Russian Federation representatives.
Powers of the representatives acting on behalf of Applicants are confirmed by the power of attorney which is drawn up according to requirements of the legislation of the Russian Federation.

6. Consultations according to the procedure of provision of the state service can be performed according to written addresses, by phone.
6.1. When implementing consultations according to written addresses the answer to the address goes by mail to the Applicant in time, not exceeding 30 calendar days from registration date of the written address.
6.2. When implementing consultation by phone officials of Rosprirodnadzor shall provide information on the following questions:
about the entering numbers at which are registered in system of clerical work the statement for provision of the import permit to the Russian Federation or transit through the territory of the Russian Federation of toxic agents (further - the Statement) and the materials attached to it provided for receipt of the import permit to the Russian Federation or transit through the territory of the Russian Federation of toxic agents (further - Permission);
about the made decision according to the Statement;
about the regulatory legal acts regulating questions of provision of the state service (the name, number, acceptance date of regulatory legal act);
about the list of the documents necessary for provision of the state service;
about requirements to assurance of the documents necessary for provision of the state service;
about the location on the official site of Rosprirodnadzor of reference materials for receipt of allowing documents.

7. Issue of import permits to the Russian Federation or transit through the territory of the Russian Federation of toxic agents.
8. The state service is provided by Rosprirodnadzor.
