Declaration of Chapters of state members of the Shanghai Cooperation Organization

Heads of state members of the Shanghai Cooperation Organization (further - SCO or the Organization) - the Republic of Kazakhstan, People's Republic of China, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan met in Moscow at the responsible moment when SCO is included into the period of completion of the organizational formation and begins to function as independent factor of the international life, and declare as follows:


The course of events in the world demonstrates that the decision on creation of the Organization made on June 15, 2001 in Shanghai was to the timely and answering main tendencies of development of situation in the region and in the world.

The charter of SCO signed in St. Petersburg on June 7, 2002 laid the strong legal basis of organization development, strengthenings of the world and development around the world allowed it to become important factor of providing the world and stability in the region.

Having considered the course of accomplishment of the task set at the last year's summit of SCO - about the fastest start of all mechanisms of SCO provided by the Charter, heads of states consider that in this direction for last period big and useful work is done.

Heads of states approved the prepared regulating documents regulating operating procedure of bodies of SCO, including permanent - the Secretariat in Beijing and Regional anti-terrorist structure of SCO (RATS) with the headquarters in Bishkek, and also the setting emblem and flag of the Organization.

On representation of Council of Foreign Ministers of state members of SCO the decision on approval Zhang Deguana (People's Republic of China) is made by the Executive secretary of SCO.

The procedure for forming and budget implementation of the Organization is approved, and for this purpose heads of states signed the relevant Agreement.

Heads of states emphasize need of providing the beginning of work of permanent bodies of SCO no later than January 1, 2004.

In this regard it is important to provide timely entry into force of the Charter of SCO and the Agreement on RATS, adoption of the first budget of the Organization at meeting of Council of Heads of Government (Prime Ministers) which holding is planned for fall of the current year in China, completion during 2003 of development of financial positions and rules of the Organization, and also the draft documents provided by the Agreement on RATS.

Acknowledged also necessary to accelerate creation of Council of RATS for the solution of the questions following from the Agreement on RATS.

Heads of states recognized reasonable to charge to Council of national coordinators to continue work on approval of the specific questions connected with start of mechanisms of SCO with involvement of the corresponding experts of the parties.


SCO is aimed at that common efforts to develop partnership on the big space combining our countries according to the wide agenda which includes cooperation in political, trade and economic, humanitarian spheres and in counteraction to modern threats and challenges.

Being positive for development of process of institutionalizing and specification of subject interaction within SCO in different areas for the period after the St. Petersburg summit, heads of states pay attention to need of ensuring efficiency of cooperation between Foreign, Defense and law-enforcement Ministries, services on emergency situations, the Ministries of Foreign Economic Relations, transport, culture and other government structures.

Essential value will have the forthcoming meeting of Council of Heads of Government (Prime Ministers). Preparation for it shall promote intensification of already begun negotiation process concerning creating favorable conditions for trade and investments, to completion of development of the long-term Program of multilateral trade and economic cooperation according to the Memorandum between the governments of the State Parties of SCO of September 14, 2001.

Heads of states emphasize importance of activation of contacts between Foreign Ministries on topical issues of international policy, including in the international organizations, first of all in the UN.

Heads of states confirm that SCO today, at stage of the formation and start of permanent bodies, following the principle of openness, is ready to come into contacts with other international organizations and the states, irrespective of their geographical location, according to the Temporary scheme approved by Ministers of Foreign Affairs on November 23, 2002.


Heads of states note that the modern world with all variety of its political and economic systems promptly changes. Not only the political structure, but also all international security system changes. It is necessary to develop and realize the new concept of safety which is based on mutual trust, mutual advantage, equality and cooperation.

They confirm need of observance and accomplishment of main objectives and the principles of the Charter of the UN and the universally recognized norms of international law.

It is necessary to respect and promote development of civilization variety of mankind. Different cultures shall develop, take jointly the best from each other, aim at general, laying aside distinctions.

It is important to promote uniform and sustainable development of world economy for the purpose of achievement of prosperity of all states.


Heads of states note that recognition of important role of the United Nations and UN Security Council in the solution of large international problems has fundamental value. United Nations Organization it is possible and it is necessary to reform according to quickly changing situation in the world, taking into account first of all requirements of effective solution of problems of worldwide policy and safety.

State members of SCO recognize that acceptance of anticipatory measures for conflict prevention according to the Charter of the UN and rules of international law shall remain one of the main directions of United Nations operation.

State members of SCO consider that the important role in recovery of Iraq shall belong to the UN. At the same time transition premises in this country to peaceful life, construction of the prospering democratic society is respect for national interests and the sovereign rights of the Iraqi people, the specific and efficient help from the international community.


State members of SCO consider that from modern terrorism, narcothreat and other cross-border challenges, in the conditions of the accruing globalization of political, economic and social processes, any country in the world cannot be fenced off. In this regard the imperative need of broad interaction of all countries as at the regional, and global levels, real contribution of each state to the solution of these really universal problems does not raise doubts.
